BACKGROUND

 

 

El Ruhama for Development and Humanitarian Aid (EL RUHAMA) founded in 1999 in South Darfur state to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future.

El Ruhama implements a new project aimed to improve self- reliance and coping capacities of 9,060 Household (70% South Sudanese refugee (in Camps and Out Camps) and 30% host community) in need by protecting, restoring and promoting their livelihoods and socio-economic through Enable access to agricultural / livestock / fisheries production, Facilitate access to self-employment / business and Provision of Vocational training / Technical skills Funded by UNHCR - Sudan.

 

The UNHCR is mandated to lead and co-ordinate action to protect refugees and resolve refugee problems within the Sudan Country and Particularly South & West Kordofan  and South & East Darfur States. While UNHCR's primary purpose is to safeguard the rights and well-being of refugees, the ultimate goal is to help find durable solutions that will allow them to rebuild their lives in dignity. There are some durable solutions pursued refugees in protracted situations such as local integration or increasing the self-reliance and livelihood opportunities of refugees. The strategic goal of livelihoods is to enable the self-reliance strategy of persons of refugees, enhancing their capacity to accelerate and participate in the achievement of durable solutions.

 

 

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Purpose of the assessment

El Ruhama and UNHCR is planning to conduct a Livelihoods and Marketing Assessment for  Refugees & host communities  within the Refugees Camps areas in South & West Kordfan and South & East Darfur states , the assessment will focus on existing socio-economic data, Product Value chain System, pursue more opportunities livelihoods activities, buildup existing partnership opportunities, and develop comprehensive livelihood strategies for field operations.

 OVERALL OBJECTIVE

 The overall purpose of this assignment is to conduct a sector, market systems and value chain analysis for Refugee hosting areas of Sudan.

The market and socio economic will assess and prioritize specific sub-sectors/value chains identified in the socio-economic assessment that can create self or wage employment and income generation opportunities relevant for both refugees and host communitiesthat are feasible for implementation. The value chain analysis will look deeper into the isolated value chainsto identify challenges that need to be addressed and opportunities that can inform strategic responses. The findings of the analysis will provide recommendations aimed at designing context specific market-based livelihoods interventions and improve the current multi-year livelihoods strategy and programming for El Ruhama and UNHCR Sudan Operation.

 

SCOPE OF WORK

 

The Consultant/s will conduct assessments using various socio-economic, market and value chain methodologies including those outlined in the UNHCR-ILO "Guide to market-based livelihoods interventions for refugees", in order to achieve the following specific objectives:

 

  • To conduct a livelihood needs assessment will examining the most commonly practiced livelihoods, the main livelihood constraints faced by the population, potential areas of livelihood development, and related social and economic factors.
  • To assess the needs of the refugees in terms of business development services (BDS) to be in a better position to compete in the market and exploit such economic opportunities.
  • To prepare and executea sector ion exercise to identify the relevant sub-sectors and/or value chains that demonstrate the potential for profitability, growth and decent employment for the target groups. The ion criteria should include the following: relevance to the target group, potential for employment creation and feasibility for intervention. On the outcome of the analysis, 1-3 sectors or value chains (or more depending on the context) will be ed for a more detailed assessment using value chain analysis methodologies. A final decision on the number of value chains ed will be taken in consultation with El Ruhama and UNHCR Sudan.
  • To conduct several Value Chain Analyses (VCAs) for the ed number of value chains that have the potential to support decent work and safe value chains. VCA will explore the existing business ages and employment opportunities for refugees and host communities. This should include:
  • An overview of the existing relationships between value chain actors to include institutional mapping of actors participating in these sectors or value chains.
  •  An assessment of the policy and regulatory environment, governance as well as support services such as business development and financial services existing in the value chains
  • A SWOT analysis to identify strengths and opportunities that can be leveraged todevelop strategic market based livelihoods responses
  • Assess the refugees existing businesses in terms of constraints and opportunities and identify how they can be developed for improved income and livelihoods.
  • A recommendation of market based interventions that will benefit both refugees and host communities, and that will lead to strengthening of self-reliance through wage or self-employment.
  • A proposal of specific market based livelihoods activities and plans that will be integrated into the multi-year livelihood strategy for Sudan.
  • Build the internal capacity of El Ruhama, UNHCR Livelihoods Staff, consortium partners and any other implementing partners by involving them where possible, in the data lection and analytical work. This will enable the participating staff have capacity to undertake such assessments in the future. To this end, the responsible UNHCR Livelihoods Officer(s) as well as staff from the relevant Consortium Partners and Implementing Partners working on livelihoods should accompany the team of experts during the assignment.

 

The Consultant/swill be responsible for arranging for individual translation services if need be. However, where translation may be needed and EL RUHAMA and UNHCR Livelihoods staffs that are participating in the analysis are conversant with the local language, translation assistance will be provided.

 

 

EXPECTED OUTPUTS

 

  • The Consultant/s will be expected to deliver an inception report prior to commencement of field activities. This inception report will include context analysis findings from desk reviews as well as the methodologies and work plan that will be applied for the market and value chain analysis.
  • The Consultant/s will submit a draft market systems and value chain analysis report that provides a comprehensive description of sector ion, findings of the existing situation, institutional mapping and recommendations on upgrading recommendations for the value chains identified (the report will not exceed 50 pages). The expected descriptive contents and outline of this report will be agreed upon during initial discussions between the consultant, El Ruhama and UNHCR Sudan.
  • The Consultants will prepare and present the draft findings to sector stakeholder for validation purposes
  •  The Consultant/s will submit a final market systems and value chain analysis report based on s and feedback received during the validation exercise and from UNHCR Sudan (the report will not exceed 50 pages).
  • The Consultant/s will submit a report summary/brief for the final market system and value chain analysis highlighting to the most significant finding and recommendations (the reportbrief will not exceed5 pages)

 

The Consultant/s will work closely with designated EL RUHAMA FOR DEVELOPMENT AND HUMANITARIAN AID(EL RUHAMA) and UNHCR Sudan staff and report to both the Senior Livelihoods Officer and Deputy Representative Programs.

 

EXPECTED TIMEFRAMES

 

This assignment is anticipated to commence in 1.6.2018. Final reports should be completed and submitted no later than 30.7.2018. It is proposed that two consultants will be contracted for a total of 38 working days each (28 mission days and 10 home based days).

 

ROLES AND RESPONSIBILITIES

 

The Consultant will;

 

  • Conduct secondary research and desk reviews
  • Draft and submit an inception report and work plan for the assignment
  • Conduct field visits and interviews through Focus Group Discussions and Key Informant Interviews with different target groups
  • Engage a "local team" of 3-4 key partners and stakeholders (UNHCR livelihoods officers, partner NGOs, key partners from government and private sector if possible) to inform them about the approach, build their capacity to replicate the approach in the future and equip them to become drivers of subsequent livelihoods interventions
  • Present results of the analysis to UNHCR and other stakeholders to validate findings
  • Draft and submit a final report with all finding and recommendations
  • Validation workshop: Prepare a summary of key findings, Gaps and recommendations as result of assessment and field investigations. As well the value chains products will be ed at this workshop by livelihoods stakeholders within the South &West Kordofan States and South & East Darfur.
  • Draft a comprehensive report; submit for review and incorporate comments into a quality final report.

 

 

UNHCR Livelihood Officers from Khartoum and El Ruhama Grant and Programme Manager will:

 

  • Support EL RUHAMA and UNHCR Sudan to identify qualified consultants through the livelihoods roster
  • Provide technical guidance and support to EL RUHAMA  and UNHCR Sudan and the Consultant/s where needed and necessary
  • Provide technical s and feedback into the inception and final reports to ensure quality control
  • Participate in the validation workshops if scheduled work plans and itineraries allow

 

 

 

3.REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

a.      Education

  • Have an advanced university degree / Master in Development Studies or Economics or Socio-Economic Development or Business Administration or Agricultural and rural Development.

 

b.      Work Experience

  • Minimum 10 years' experience in agribusiness or agricultural and rural development programs or enterprise development
  • Experience with market data lection, analysis and presentation is an asset

 

c.       Key Competencies

  • Experience in conducting complex surveys related to commodity or labour markets (highly desirable)
  • Experience with sampling, data analysis and presentation (highly desirable)
  • Experience and knowledge of market and value chain development advisory methodologies (highly desirable)
  • Knowledge of strategic planning and development processes
  • Stakeholder management and engagement
  • Communication and presentation skills

 

4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Financial proposal
  • Personal CV including past experience in similar projects and at least 3 references

 

 

5. FINANCIAL PROPOSAL

  • Contracts based on daily fee

The financial proposal will specifythe daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, EL RUHAMA should not accept travel costs exceeding those of an economy class ticket.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

 

6. EVALUATION

Individual consultants will be evaluated based on the following methodologies:

  • Lowest price and technically compliant offer

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

  • responsive/compliant/acceptable, and
  • offering the lowest price/cost

"responsive/compliant/acceptable" can be defined as fully meeting the TORprovided.
