الخلفية
سيقدم منسق المالية الإقليمي لـ GFFO القيادة المالية الاستراتيجية والإشراف والالتزام لكتلة عابرة لعدة دول ممولة من مكتب الخارجية الألماني الاتحادي (GFFO) في السودان، جنوب السودان، وتشاد. يتمثل الدور في ضمان إدارة مالية فعالة، والامتثال للجهات المانحة، والتقارير في الوقت المناسب، والتحكمات الداخلية القوية، وتحليل مالي عالي الجودة لدعم تنفيذ البرامج واتخاذ القرار المؤسسي. بالعمل عن كثب مع مديري الشئون المالية للمكاتب القطرية، فرق البرنامج، زملاء المنح والالتزام، أعضاء التحالف، وموظفي المقر، سيقود منسق المالية الإقليمي جميع جوانب التخطيط والرقابة والتقرير والامتثال للجوائز الممولة من GFFO. يعمل كجهة اتصال مالية إقليمية رئيسية للمحفظة ومسؤول عن تعزيز قدرات الإدارة المالية عبر مكاتب الدول المشاركة وشركاء التحالف.
يتطلب المنصب محترفاً مالياً عالي المهارة لديه خبرة مثبتة في إدارة المنح الإنسانية والتنموية المعقدة في بيئات تشغيلية صعبة وتنسيق الإدارة المالية عبر عدة دول وأطراف معنية.
المهام والمسؤوليات
1- القيادة المالية الاستراتيجية، إدارة الميزانية، ومراقبة المحفظة:
• تقديم القيادة والإشراف المالي الاستراتيجي لجميع الجوائز الممولة من GFFO عبر السودان، جنوب السودان، وتشاد.
• قيادة مراقبة الميزانية، والتنبؤ، وتحليل معدل الاحتراق، ومراجعات الأداء المالي لضمان الاستخدام الفعال لموارد الجهات المانحة.
• رصد المصروفات مقابل الميزانيات المعتمدة وخطط التنفيذ واتفاقيات الجهة المانحة ومسارات التمويل.
• تحديد المخاطر المالية والانحرافات في الإنفاق ومعوقات التنفيذ وتوصية إجراءات التخفيف في الوقت المناسب للإدارة وفِرق البرنامج.
• تزويد القيادة العليا بالتحليل المالي والتخطيط السيناريوهاتي والتوصيات لدعم كفاءة البرنامج واتخاذ القرار وأداء الجائزة.
2- التنسيق المالي عبر عدة دول، والتقارير، ودعم دورة حياة المنح:
• التنسيق بين عمليات الإدارة المالية عبر السودان، جنوب السودان، وتشاد لضمان الاتساق والدقة والامتثال لمتطلبات الجهات المانحة والمنظمة.
• العمل بشكل وثيق مع فرق المالية القطرية لمراجعة اتجاهات الإنفاق واحتياجات التدفقات النقدية والتوقعات وأداء الميزانية.
• قيادة الدمج والمراجعة والتقديم في الوقت المناسب لتقارير مالية عالية الجودة للجهات المانحة بما يتوافق مع متطلبات GFFO والمواعيد النهائية.
• تحليل فروقات الميزانية وتقديم شرح واضح للفروق الكبيرة في تقارير الجهة المانحة وتحديثات الإدارة.
• دعم إعداد الميزانية للاقتراحات وتعديلات الميزانية وتعديلات المنح ونمذجة المالية وعمليات الإغلاق للجوائز الممولة من GFFO.
3- امتثال المانحين، الضوابط الداخلية، جاهزية التدقيق، وإدارة المخاطر:
• العمل كنقطة اتصال مالية إقليمية لمسائل الامتثال المالي لـ GFFO.
• التأكد من الامتثال للوائح GFFO، واتفاقيات المانحين، وسياسات CARE، والضوابط الداخلية واللوائح المحلية المعمول بها.
• مراجعة المعاملات والوثائق الداعمة للصلاحية، القابلية للتخصيص، المعقولية، الدقة، والكمال.
• تعزيز أنظمة الرقابة الداخلية لحماية أموال الجهة المانحة وتقليل مخاطر الامتثال المالي.
• تنسيق التحضير للمراجعة، ومراجعات الجهة المانحة، وزيارات المتابعة المالية، وخطط إجراءات التصحيح، والمتابعة على توصيات التدقيق.
4- امتثال المانحين والضوابط الداخلية والإنصاف المالي:
• توفير الإشراف المالي والدعم الفني لشركاء التحالف والمستفيدين الفرعيين والشركاء المنفذين المشاركين في مشاريع ممولة من GFFO.
• مراجعة موازنات الشركاء والتقارير المالية والتوقعات والتسويات ووثائق الإغلاق والسجلات الداعمة لضمان الامتثال والدقة.
• إجراء أو دعم تقييمات كفاءة الشركاء المالية وتطوير خطط تخفيف المخاطر وتقوية القدرة.
• بناء قدرات موظفي المالية والمنح والبرنامج والشركاء من خلال التدريب والتوجيه والأدوات والقوالب والوثائق الإرشادية وإجراءات التشغيل القياسية.
• تمثيل وظيفة المالية في اجتماعات إدارة الجوائز، ومنتديات المراجعة الإقليمية، وزيارات الجهات المانحة، ومهام المتابعة والتنسيق مع المنح، والبرامج، والالتزام، والمشتريات، والموارد البشرية، والمقر، وأصحاب المصلحة الخارجيين.
المؤهل الأدنى، المهارات والخبرة المطلوبة
التعليم:
• درجة البكالوريوس في المالية، المحاسبة، إدارة الأعمال، الاقتصاد، أو مجال ذو صلة.
• مؤهل محاسبي محترف مثل CPA، ACCA، CIMA، CA، أو ما يعادله مفضل بشدة.
• درجة الماجستير في المالية أو المحاسبة أو إدارة الأعمال أو تخصص ذي صلة تعتبر ميزة إضافية.
الخبرة المطلوبة:
• الحد الأدنى 5 سنوات من الخبرة ذات الصلة في الإدارة المالية والمنح
• مهارات قوية في الإدارة المالية والميزنة والتنبؤ والتقارير.
• معرفة صلبة بالامتثال للمانحين وإدارة المنح المالية.
• إجادة متقدمة لبرنامج Excel وأنظمة ERP
• القدرة على تفسير لوائح المانحين وتقديم إرشادات تشغيلية.
المطلوب:
• ما لا يقل عن 7-10 سنوات من الخبرة المسؤولة تدريجياً في الإدارة المالية لبرامج إنسانية وتنموية ممولة من الجهات المانحة.
• خبرة مميزة في إدارة منح كبيرة ومعقدة ممولة من الجهات المانحة المؤسسية.
• خبرة مثبتة في دعم برامج متعددة الدول أو إقليمية أو عبر الحدود.
• خبرة في إدارة ترتيبات تمويل التحالف أو الشراكة والمنح الفرعية.
• إلمام قوي بلوائح GFFO ومتطلبات الامتثال المالي مفضل بشدة.
• يفضَّل الخبرة العمل في سياقات إنسانية وهشة، وخصوصاً في إفريقيا أو الشرق الأوسط.

Background
The GFFO Regional Finance Coordinator will provide strategic financial leadership, oversight, and stewardship for a multi-country portfolio funded by the German Federal Foreign Office (GFFO) across Sudan, South Sudan, and Chad. The position is responsible for ensuring effective financial management, donor compliance, timely reporting, robust internal controls, and high-quality financial analysis to support program delivery and organizational decision-making.Working closely with Country Office Finance Managers, Program Teams, Grants and Compliance colleagues, consortium members, and headquarters staff, the Regional Finance Coordinator will lead all aspects of financial planning, monitoring, reporting, and compliance for GFFO-funded awards. The role serves as the primary regional finance focal point for the portfolio and is responsible for strengthening financial management capacity across participating country offices and consortium partners.
The position requires a highly skilled finance professional with demonstrated experience managing complex
humanitarian and development grants in challenging operating environments and coordinating financial management across multiple countries and stakeholder.
Duties and responsibilities
1- Strategic Financial Leadership, Budget Management, and Portfolio Oversight:
• Provide strategic financial leadership and oversight for all GFFO-funded awards across Sudan, South Sudan, and Chad.
• Lead budget monitoring, forecasting, burn-rate analysis, and financial performance reviews to ensure effective utilization of donor resources.
• Monitor expenditures against approved budgets, implementation plans, donor agreements, and funding pipelines.
• Identify financial risks, spending variances, implementation bottlenecks, and recommend timely mitigation actions to management and program teams.
• Provide senior leadership with financial analysis, scenario planning, and recommendations to support program efficiency, decision-making, and award performance.
2- Multi-Country Financial Coordination, Reporting, and Grant Lifecycle Support:
• Coordinate financial management processes across Sudan, South Sudan, and Chad to ensure consistency, accuracy, and compliance with donor and organizational requirements.
• Work closely with country finance teams to review expenditure trends, cash flow requirements, forecasts, and budget performance.
• Lead the consolidation, review, and timely submission of high-quality donor financial reports in line with GFFO requirements and deadlines.
• Analyze budget variances and provide clear explanations for significant deviations in donor reports and management updates.
• Support proposal budgeting, budget revisions, grant modifications, financial modelling, and close-out processes for GFFO-funded awards.
3- Donor Compliance, Internal Controls, Audit Readiness, and Risk Management:
• Serve as the regional finance focal point for GFFO financial compliance matters.
• Ensure compliance with GFFO regulations, donor agreements, CARE policies, internal controls, and applicable local regulations.
• Review transactions and support documentation for allowability, allocability, reasonableness, accuracy, and completeness.
• Strengthen internal control systems to safeguard donor funds and reduce financial compliance risks.
• Coordinate audit preparation, donor reviews, financial monitoring visits, corrective action plans, and follow-up on audit recommendations.
4- Donor Compliance, Internal Controls, and Financial Stewardship:
• Provide financial oversight and technical support to consortium partners, subrecipients, and implementing partners involved in GFFO-funded projects.
• Review partner budgets, financial reports, forecasts, reconciliations, close-out documentation, and support records to ensure compliance and accuracy.
• Conduct or support partner financial capacity assessments and develop risk mitigation and capacity-strengthening plans.
• Build the capacity of finance, grants, program, and partner staff through training, coaching, tools, templates, guidance documents, and standard operating procedures.
• Represent the finance function in award management meetings, regional review forums, donor visits, monitoring missions, and coordination with Grants, Programs, Compliance, Procurement, HR, Operations, HQ, and external stakeholders.
Minimum Qualification, Skills and Experience Required
Education:
• Bachelor's degree in finance, Accounting, Business Administration, Economics, or a related field.
• Professional accounting qualification such as CPA, ACCA, CIMA, CA, or equivalent strongly preferred.
• Master's degree in finance, Accounting, Business Administration, or related discipline is an added advantage.
Required Experience:
• Minimum 5 years of relevant experience in finance and grants management
• Strong financial management, budgeting, forecasting, and reporting skills.
• Sound knowledge of donor compliance and grant financial management.
• Advanced Excel and ERP system proficiency
• Ability to interpret donor regulations and provide operational guidance.
Desired:
• Minimum of 7-10 years of progressively responsible experience in financial management of donor-funded
humanitarian and development programs.
• Demonstrated experience managing large and complex grants funded by institutional donors.
• Proven experience supporting multi-country, regional, or cross-border programs.
• Experience managing consortium or partnership funding arrangements and subawards.
• Strong familiarity with GFFO regulations and financial compliance requirements strongly preferred.
• Experience operating in humanitarian and fragile contexts, particularly within Africa or the Middle East, is highly desirable.
