Background

The FSL Projects Officer works under the direct supervision of the Program Manager, with functional collaboration from the Logistics Officer, Finance Officer, and MEAL teams.

He/she is responsible for supporting the planning, implementation, monitoring and reporting of SIF’s Food Security and Livelihoods (FSL) interventions, including emergency food assistance, seasonal distributions (Ramadan food baskets, Sacrifice meat distributions), and community-based livelihood activities. The FSL Projects Officer is the focal point for all ongoing FSL activities in the mission’s operational areas.

The role ensures that FSL activities are implemented in line with SIF procedures, donor requirements, humanitarian standards, and the needs of targeted communities

Duties and responsibilities

Objective 1: Ensure Smooth Implementation of FSL Interventions

• Support the planning, implementation and monitoring of all FSL activities at base level, as outlined in project action plans.
• Lead and follow up operational planning and implementation of Ramadan food basket distributions, including beneficiary targeting, distribution site preparation, coordination with stakeholders, documentation and post-distribution monitoring.
• Lead and follow up operational planning and implementation of Sacrifice meat distribution activities, including supplier coordination, quality control, beneficiary lists, distribution organization and reporting.
• Organize and support the running of FSL activities, ensuring quality, accountability and adherence to humanitarian principles.
• Support beneficiary identification, verification and selection processes with project officers, MEAL teams and community representatives.
• Actively participate in field assessments (needs assessments, market assessments, monitoring visits).
• Contribute to the identification of potential suppliers relevant to FSL interventions.
• Participate and support field staff during distribution processes, ensuring proper documentation and safe delivery.
• Conduct training and sensitization sessions for beneficiaries and stakeholders on FSL activities.
• Assist the Programmes Manager and Field Coordinator in preparing documents, forms and tools required for FSL implementation.
• Ensure the quality and quantity of materials provided to beneficiaries.
• Develop stakeholder mapping and conduct joint field monitoring with partners and authorities.
• Organize capacity-building events for stakeholders and staff.
• Ensure accountability, inclusion, safety and respect for humanitarian principles throughout all FSL activities.
 

Objective 2: Coordination
• Coordinate activities with local authorities, community leaders, partners, and other humanitarian actors to ensure harmonized implementation and avoid duplication.
• Maintain strong communication and information-sharing with implementing partners and stakeholders at field level.
• Participate in food security coordination mechanisms and clusters when required.
• Provide timely feedback and field updates to the Programmes Manager and Field Coordinator.

Objective 3: Monitoring, Documentation & Reporting
• Ensure timely submission of weekly and monthly progress updates.
• Maintain proper record-keeping of project activities in both hard and soft formats.
• Maintain accurate records of beneficiary lists, distribution documents, delivery notes, monitoring tools, supplier follow-up documents and other project files.
• Support data entry and database maintenance as needed.
• Prepare distribution reports, field visit reports, situation analyses and technical notes.
• Document community feedback and ensure concerns are referred through appropriate channels.
• Ensure compliance with SIF procedures, donor requirements and humanitarian standards in all reporting.
 

Minimum Qualification, Skills and Experience Required

Required Qualifications & Experience
• University degree (bachelor's in agriculture preferred) or relevant field such as food security, livelihoods, economics, development studies or humanitarian action.
• Minimum 3 years of relevant experience in FSL project implementation, with strong knowledge of DRR and climate change adaptation strategies, especially in drought-affected contexts.
• Minimum 2 years of experience in emergency or humanitarian settings.
• Experience in international development and/or non-profit organizations.
• Experience in organizing food distributions, seasonal assistance (Ramadan, Sacrifice), cash or in-kind assistance is a strong asset.
• Experience writing reports in English.
• Strong computer skills: Word, Excel, PowerPoint, database management.
Assets (Preferred Skills & Knowledge)
• Experience conducting rapid needs assessments, socio-economic surveys, baseline/endline assessments, KAP surveys, evaluations.
• Knowledge of PRA tools, project management cycle, SDGs, SPHERE standards, CHS, humanitarian principles.
• Experience maintaining beneficiary databases, distribution trackers and monitoring tools.
