الخلفية
عن المجلس الدنماركي للاجئين في السودان
يعمل المجلس الدنماركي للاجئين (DRC)، وهو أحد المنظمات غير الحكومية الرائدة في العالم والتي تركز على الاستجابة للنزوح، ورسمياً في السودان منذ عام 2004، حيث يقدم برامج منقذة للحياة في مجالات الحماية والاستجابة للطوارئ والمأوى والأمن الغذائي وسبل العيش والحد من مخاطر الكوارث وإدارة المخيمات والأعمال المتعلقة بالألغام الإنسانية. وقد نفذ المجلس مشاريع في وسط دارفور وجنوب كردفان والقضارف وبورتسودان والنيل الأبيض. يستضيف السودان واحداً من أكبر أعداد النازحين في إفريقيا، حيث يضم أكثر من 3.7 مليون نازح داخلياً وأكثر من 1.1 مليون لاجئ من جنوب السودان وإثيوبيا وإريتريا وجمهورية إفريقيا الوسطى وتشاد واليمن وسوريا. وفي ظل الأزمة السياسية، يواجه السودان اضطرابات الاقتصادية والاجتماعية مع ارتفاع حاد في تكاليف الغذاء والطاقة، مما تفاقم بسبب تفشي الأمراض والنزاع المستمر.
نبذة عن الوظيفة

- إجراء تقييمات ميدانية لتحديد الفرص المناسبة لسبل العيش والتوظيف والدخل للأسر الضعيفة والشباب.
- إعداد خطط عمل تفصيلية وجداول زمنية للتنفيذ واستهداف المستفيدين ومتطلبات الموارد.
- التنسيق عن كثب مع البرامج وفريق المراقبة والتقييم والحماية والمالية وسلسلة الإمداد والفرق الأخرى ذات الصلة لضمان التنفيذ في الوقت المناسب وبجودة عالية.
- ضمان تنفيذ جميع الأنشطة وفقاً لوثائق المشروع المعتمدة وإجراءات التشغيل القياسية والميزانيات وخطط العمل.
النقد مقابل العمل (CFW):
- دعم تحديد وإعطاء الأولوية للأشغال العامة المجتمعية المناسبة بالتشاركية مع المجتمعات والسلطات المحلية.
- تسهيل الاختيار الشفاف والمشارك للمشاركين في مشروع النقد مقابل العمل بناءً على معايير الهشاشة والأهلية المعتمدة.
- إعداد خطط أنشطة النقد مقابل العمل وقوائم المستفيدين وسجلات الحضور وسجلات ساعات العمل ووثائق الدفع والسجلات الأخرى المطلوبة.
- مراقبة المشاركة اليومية وساعات العمل وجودة العمل والامتثال لمتطلبات السلامة والحماية.
- التنسيق مع الشؤون المالية ومزودي الخدمات المالية لتسهيل الدفعات النقدية الدقيقة وفي الوقت المناسب.
تشكيل المجموعات التجارية/التعاونية:
- تسهيل تشكيل وتعزيز المجموعات التجارية أو التعاونية أو مجموعات سبل العيش المجتمعية.
- إجراء مشاورات مجتمعية لتحديد أعضاء المجموعات المحتملين بناءً على معايير شفافة ومتفق عليها.
- دعم المجموعات لتطوير الهياكل المناسبة وترتيبات القيادة والقواعد الداخلية وخطط العمل وأنظمة الإدارة.
- تسهيل التسجيل والتنسيق مع الجهات الحكومية والمؤسسات الفنية ذات الصلة عند الاقتضاء.
- دعم المجموعات في تحديد الفرص التجارية المجديّة بناءً على طلب السوق والموارد المتاحة والمهارات والظروف الاقتصادية المحلية.
التدريب على المهارات المهنية وسبل عيش الشباب:
- تحديد المهارات المهنية الموجهة نحو السوق والمناسبة للشباب، بما في ذلك فرص العمل الحر والعمل بأجر.
- إجراء مشاورات مع الشباب وأصحاب العمل ومؤسسات التدريب والجهات الفاعلة الأخرى لتحديد المهارات وفرص العمل ذات الأولوية.
- دعم اختيار الشباب المشاركين المستحقين باستخدام معايير شفافة وشاملة.
- التنسيق مع مزودي التدريب المهني المؤهلين والمؤسسات الفنية لتقديم حزم التدريب المعتمدة.
التخطيط المشارك القائم على المجتمع (CBPP):
- تسهيل المشاورات المجتمعية التشاركية لتحديد الاحتياجات ذات الأولوية وفرص سبل العيش وأولويات التنمية المجتمعية.

- تسهيل رسم الخرائط المجتمعية وتحليل المشكلات وتمارين تحديد الأولويات وتحديد الحلول المناسبة محلياً.
- ربط الأولويات المجتمعية بالتدخلات المتاحة في المشروع والجهات الحكومية أو التنموية ذات الصلة.
الحد الأدنى من المؤهلات والمهارات والخبرة المطلوبة
المهارات والخبرات
- درجة جامعية في الاقتصاد، أو إدارات الأعمال، أو دراسات التنمية، أو الزراعة، أو العلوم الاجتماعية، أو سبل العيش، أو أي مجال ذي صلة.
- خبرة في تقييم مهارات الشباب واحتياجات التوظيف.
- ما لا يقل عن 3-4 سنوات من الخبرة المهنية ذات الصلة في التعافي الاقتصادي، وسبل العيش، وتوليد الدخل، والتدخلات القائمة على النقد والتنمية المجتمعية.

Background
ABOUT DRC SUDAN
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
The Economic Recovery Officer is responsible for executing and managing key livelihoods interventions within the sector. The role encompasses overseeing Cash-for-Work (CFW) activities, including community mobilization, beneficiary selection, registration, and the preparation of distribution lists. Additionally, the officer will facilitate the formation of cooperative groups, support income-generating activities (IGAs), and select qualified vocational training programs to empower youth in developing their own businesses.
Key responsibilities also include identifying market-oriented vocational skills relevant to youth and assisting groups in establishing viable enterprises based on market demands, available resources, and local economic conditions
Duties and responsibilities
Program Planning and Implementation:
- Support the planning, implementation, monitoring, and reporting of Economic Recovery and Livelihoods activities in line with project objectives, donor requirements, and DRC standards.
- Conduct field-level assessments to identify appropriate livelihood, employment, and income-generating opportunities for vulnerable households and youth.
- Develop detailed activity plans, implementation schedules, beneficiary targets, and resource requirements.
- Coordinate closely with Program, MEAL, Protection, Finance, Supply Chain, and other relevant teams to ensure timely and quality implementation.
- Ensure that all activities are implemented according to approved project documents, SOPs, budgets, and workplans.
Cash for Work (CFW):
- Support the identification and prioritization of appropriate community-based public works in
- consultation with communities and local authorities.
- Facilitate transparent and participatory selection of CfW participants based on approved vulnerability and eligibility criteria.
- Prepare CfW activity plans, beneficiary lists, attendance sheets, timesheets, payment documentation, and other required records.
- Monitor daily participation, working hours, work quality, and compliance with safety and protection requirements.
- Coordinate with Finance and Financial Service Providers to facilitate timely and accurate cash
- payments.
Business/Cooperative groups formation:
- Facilitate the formation and strengthening of community-based business, cooperative, or livelihood groups.
- Conduct community consultations to identify potential group members based on transparent and agreed criteria.
- Support groups to develop appropriate group structures, leadership arrangements, internal rules,
- business plans, and management systems.
- Facilitate registration and coordination with relevant government authorities and technical institutions where required.
- Support groups in identifying viable business opportunities based on market demand, available resources, skills, and local economic conditions.
Vocational Skills Training and Youth Livelihoods:
- Identify market-oriented vocational skills relevant to youth, including opportunities for self-employment and wage employment.
- Conduct consultations with youth, employers, training institutions, and other stakeholders to identify priority skills and employment opportunities.
- Support the selection of eligible youth participants using transparent and inclusive criteria.
- Coordinate with qualified vocational training providers and technical institutions to deliver approved training packages.
Community-Based Participatory Planning (CBPP):
- Facilitate participatory community consultations to identify priority needs, livelihood opportunities, and community development priorities.
- Ensure meaningful participation of women, youth, persons with disabilities, refugees, host
- communities, and other relevant groups.
- Facilitate community mapping, problem analysis, prioritization exercises, and identification of locally appropriate solutions.
- Link community priorities with available project interventions and relevant government or development actors.
Minimum Qualification, Skills and Experience Required
SKILLS AND EXPERIENCES
- University degree in Economics, Business Administration, Development Studies, Agriculture, Social Sciences, Livelihoods, or a related field.
- Experience in Assessing youth skills and employment needs.
- At least 3–4 years of relevant professional experience in economic recovery, livelihoods, income generation, cash-based interventions and community development.
- Demonstrated knowledge and practical experience in Cash for Work programming, including activity Planning, beneficiary selection, worksite monitoring, attendance verification, payment processes.
- Previous experience working with an international NGO or humanitarian organization
EDUCATIONAL QUALIFICATIONS
Bachelor’s degree in economics, Agriculture, Rural Development or other related field.
