الخلفية
I. ملخص الوظيفة:
سيكون موظف MEAL جزءاً من فريق المتابعة والتقييم والمساءلة والتعلم (MEAL)، لدعم تنفيذ MEAL الكلي.
سيساعد فريق MEAL والمشروع في أنشطة MEAL، بما في ذلك جمع البيانات، تحديث ITT، تنفيذ رصد ما بعد التوزيع (PDM) وكذلك المساعدة في FAM للمجتمعات المستهدفة. سيدعم موظف MEAL جميع الجهود لتعزيز مستوى عالٍ من مسؤولية المستفيدين وسيُدير نظام آلية التغذية الراجعة.
سيعمل موظف MEAL عن كثب مع موظف MEAL الأول لدعم إدخال البيانات والإدارة حسب الحاجة والتأكد من أن أنظمة التعلم والمساءلة تعمل بفعالية.
سيرفع تقاريره إلى موظف MEAL وسيعمل عن كثب مع موظفي البرنامج.
الواجبات والمسؤوليات
1- الرصد والتقييم لأنشطة المشاريع ومخرجاتها ونتائجها:
- المساعدة بشكل عام في تنفيذ أنشطة MEAL وفق الحد الأدنى من معايير إستراتيجية MEAL
- المساعدة في جميع مهام المراقبة والتقييم بما في ذلك تقارير الرصد وتنفيذ الأساسيات والتقييمات والتقييمات وأي أبحاث أخرى.
- إجراء زيارات ميدانية إلى مواقع المشروع، مشاركة النتائج مع موظفي المشروع والتأكد من اتخاذ إجراءات للتحسين.
- العمل مع فريق المشروع لضمان جمع البيانات من الميدان وفق خطة الرصد.
- المتابعة بنشاط مع فريق البرنامج والإدارة لضمان جمع بيانات MEAL عند فترات محددة.
- ضمان جودة البيانات التي تجمعها الشركاء وتشاركها مع موظفي CARE المعنيين للمراجعة.
- العمل عن كثب مع Sr,MEAL Officer في تصميم/تحديث أدوات MEAL.
- المساعدة في إدخال البيانات المجمعة بصيغة محددة كما هو مطلوب.
- الحضور في موقع تقديم مواد الإغاثة(NFI) والقسائم (المستودع أو موقع التوزيع) وملء نماذج التقييم المناسبة
- المساعدة في إجراء رصد ما بعد التوزيع/المساعدة.
- قيادة أو دعم جلساتuzu debriefing مع موظفي البرنامج لمناقشة القضايا المبلغ عنها خلال زيارة الرصد وتحديد نقاط عمل بجدول زمني واضح لها.
2- ضمان جودة البيانات وإدارتها:
- التحقق من جودة واكتمال نماذج الرصد والتقديم الرقمي وتقارير الشركاء.
- إجراء فحوصات عشوائية وتمارين التحقق الروتينية للبيانات.
- دعم التحويل الرقمي وتنظيم مجموعات البيانات بالتعاون مع مسؤول إدارة البيانات.
- تحديث أدوات تتبع المؤشرات وقواعد بيانات مشاريع MEAL بانتظام.
- المساعدة في إعداد مجموعات البيانات للتحليل للتقارير والمراجعات والتقييمات.
3- المساءلة:
- ضمان وجود نظام FAM للمناطق التدخلية الجديدة وفق معايير CARE FAM
- ضمان مشاركة المعلومات حول آليات المساءلة المتاحة للمستفيدين لتقديم التغذية الراجعة ورفع الشكاوى في جميع مناطق التشغيل المستهدفة.
- ضمان تسجيل جميع التغذية الراجعة والشكاوى المستلمة وتحديث قاعدة البيانات الخاصة بالإدارة باستمرار.
4- التعلم والمشاركة:
- المشاركة في تسهيل فعاليات دروس مستفادة وتوثيق تقرير الدروس المستفادة.
- المساهمة في تعزيز ثقافة التعلم الثنائي الاتجاه في المؤسسة.
- تقديم ملخصات منتظمة لقضايا رئيسية أثيرت من خلال آلية الشكاوى إلى إدارة المكتب الميداني والموظفين الكبار بالاقسام مع التوصيات.
- دعم الأقسام والبرامج لاستيعاب التغذية الراجعة المستلمة من خلال نظام الشكاوى لتعزيز جودة الأنشطة والخدمات.
5- تعزيز القدرات والتنسيق:
- توفير الدعم الفني والتوجيه أثناء العمل للمجمعين.
- دعم توعية الشركاء حول أدوات MEAL، والعمليات الرصد وبيانات التقارير.
- التنسيق عن كثب مع موظفي البرنامج لضمان توافق مهام MEAL مع خطط العمل وواقع الميدان.
6- المساهمة في نجاح نهج شراكة CIS:
- المساهمة بشكل دوري في مراجعة قدرات وظائف MEAL لدى وكالات الشركاء وتيسير مهارات وقدرات موظفي الشركاء
- دعم ومرافقة وتوجيه شركاء مختارين في وظائف MEAL.
7- الالتزام بقيم CARE والمساهمة في أولويات CIS المشتركة:
- الاطلاع على خطة إدارة السلامة والأمن CIS (SSMP) والالتزام بها في جميع الأوقات.
- تعزيز القيم الأساسية لCARE في جميع الأوقات.
- الإلمام بالتزامات CARE تجاه النوع الاجتماعي والتنوع، والسعي للحفاظ عليها.
- مهام أخرى حسب متطلبات الإدارة، لصالح CIS بشكل عام.
- أداء واجبات أخرى كما هو مقرر.
8- الاتصالات والعلاقات الرئيسية:
من المتوقع أن يقوم موظف MEAL بإقامة علاقات جيدة مع موظفي البرنامج ومنسقيهم ومستشاريهم ومديري المكاتب ورؤساء الأقسام وأعضاء فريق تصميم البرنامج وجودته في الخرطوم. سيبني علاقات مع الشركاء والمنظمات غير الحكومية المقابلة وNGOs.
9- ظروف العمل:
- كما هو مذكور في شروط العقد ودليل الموارد البشرية لـ CARE International السودان.
- سيكون المنصب في الخرطوم مع زيارات ميدانية متكررة إلى مواقع المشروع.
- نظراً للوضع الحالي في السودان، يجب أن يلتزم موظف MEAL بإطار بروتوكولات السلامة والأمان التابعة لـ CARE International وتسهِّل له العمل ضمنه.
المؤهل Minimum Qualifications, Skills and Experience Required
- 3 سنوات من الخبرة في العمل لدى منظمات غير حكومية.
- 2 سنوات من الخبرة في المراقبة والتقييم والمسائلة والتعلم.
- حد أدنى سنتان من الخبرة في آليات التغذية الراجعة والمسائلة.
- خبرة مثبتة في الإدارة و/أو التنسيق.
- خبرة مثبتة في التدريب وبناء القدرات.
- فهم في منع الاستغلال الجنسي والاعتداء، حماية الطفل، وكيف يمكن أن تنشأ أنواع أخرى من قضايا مدونة السلوك في آليات FAM وأفضل الممارسات لرفع الوعي والاستجابة لتلك القضايا
- درجة البكالوريوس في العلوم الاجتماعية، ودراسات التنمية، وعلوم زراعية، وغيرها من التخصصات ذات الصلة بتنمية الريف.

Background
I. Job Summary:
The MEAL Officer will be a part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supporting implementation of the overall MEAL.
S/he will assist the MEAL and project team with MEAL activities, including data collection, updating ITT, implementing post-distribution monitoring (PDM) as well as assisting on FAM for target communities. The MEAL Officer will support all efforts to promote a high level of beneficiary accountability and will manage the feedback mechanism system.
The MEAL Officer will work closely with the Sr. MEAL Officer to support data entry and management as needed and ensure learning and accountability systems are working effectively.
S/he will report to MEAL Officer and work closely with program staff.
Duties and responsibilities
1- Monitoring and evaluation of Projects’ activities, outputs and outcomes:
- Assist generally on the implementation of MEAL activities following the MEAL strategy minimum standard
- Assist in all M&E tasks including monitoring reports and implementation of Baselines, assessments, evaluations and any other research.
- Carry out field visits to project sites, share findings with project staff and ensure actions were taken for improvement.
- Work with the project team to ensure data is collected from the field as per the monitoring plan.
- Follow up proactively with program team and management to ensure MEAL data is collected at agreed intervals.
- Ensure quality of data collected by partners and shared with respective CARE staff for combination.
- Closely work with Sr,MEAL Officer in designing/updating the MEAL tools.
- Assist in entry of gathered data in a prescribed format as required.
- Be present on the site of delivery of NFI and vouchers (warehouse or distribution site) and fill out appropriate assessment forms
- Assist in conducting post distribution/assistance monitoring.
- Lead or support debriefing sessions with program staff to discuss issues reported during the Monitoring visit and set action points with clear time frame for them.
2- Data Quality Assurance & Data Management:
- Validate the quality and completeness of monitoring forms, digital submissions, and partner reports.
- Conduct spot checks and routine data verification exercises.
- Support digitization and organization of datasets in collaboration with the Data Management Officer.
- Update indicator tracking tools and project MEAL databases regularly.
- Assist in preparing datasets for analysis for reports, reviews, and evaluations.
3- Accountability:
- Ensure the FAM system is in place for the new intervention areas following CARE FAM standard
- Ensure information about the available accountability mechanisms for beneficiaries to provide feedback and raise complaints shared in all targeted operating areas.
- Ensure the feedback and complaints received, and management adaptation implemented to improve the project performance.
- Ensure all feedback and complaints received are logged on the FCRM and the database is updated regularly.
4- Learning and Sharing:
- Participate in facilitation of Lessons Learnt Events and document lessons learnt report.
- Contribute in promoting a culture of two way learning in the organization.
- Provide regular summaries of key issues raised through complaints mechanism to the field office Management and senior staff of departments with recommendations.
- Support departments and programs to internalize the feedback received through complaints system to enhance the quality of activities and services.
5- Capacity Strengthening & Coordination:
- Provide technical support and on-the-job coaching to enumerators.
- support sensitization of partners on MEAL tools, monitoring processes, and data reporting.
- Coordinate closely with program staff to ensure alignment of MEAL tasks with workplans and field realities.
6- Contribute to the Success of CIS Partnership Approach:
- Contribute periodically to reviewing the capacity of MEAL functions of the Partner agencies and facilitate partner staff skills and capacity
- Support, accompany and coach selected partners in MEAL functions.
7- Uphold CARE Values and contribute to CIS shared priorities:

8- Contacts and Key Relationships:
The MEAL Officer is expected to establish and maintain good relations with program Officers coordinators, advisors, managers, heads of offices, and members of the Program Design and Quality Team (PDQ) in Khartoum. S/he will build relationship with partners, counterpart NGOs and NGOs.
9- Working Conditions:
- As stated in the terms of contract and the CARE International Sudan HR manual.
- The position will be based in (Khartoum ) with frequent field monitoring visits to the sites of the project.
- Due to the current situation in Sudan the MEAL Officer shall comply with, and be facilitated to operate within, the framework of the CARE International safety protocols.
Minimum Qualification, Skills and Experience Required
- 3 years of experience workingfor NGOs.
- 2 years of experience with Monitoring, Evaluations, Accountability and Learning.
- Minimum 2 years of experience with feedback and accountability mechanisms.
- Proven experience in management and/or coordination.
- Proven experience with training and capacity building.
- Understanding of preventing sexual exploitation and abuse, childsafeguarding and how other types of code of conduct issues may arise in FAM mechanisms and best practices for raising awareness of and responding to those concerns
- A bachelor’s degree in social sciences, Development Studies,Agricultural Science, and other disciplines relevant to rural development.
