الخلفية
I. ملخص الوظيفة:
ينوي موظف MEAL أن يكون مسؤولاً عن المسؤولية الشاملة لقيادة مهام الرصد والتقييم والمساءلة والتعلم في المشروع. يؤدي حامل المنصب هذه المسؤوليات بالتعاون الوثيق مع المدراء والمنسقين وفريق البرنامج. يمكن أن تشمل الأنشطة تقديم مدخلات لتصميم المشروع، والتأكد من أن فريق المشروع لديه نماذج الرصد والتقرير المناسبة، وإجراء زيارات ميدانية وإنتاج رسائل تنبيه وممارسات ناجحة، وقيادة اجتماعات مراجعة المشروع لقياس التقدم مقابل الأهداف، والتأكد من أن آليات المساءلة المتفق عليها موجهة وموثقة ومطبقة، وتقديم التدريب لبناء قدرات موظفي CARE والشركاء فيما يتعلق بوظيفة MEAL، كما سيشارك بنشاط في تنسيق عمليات التقييمات، وبدء الأبحاث، وجمع وتوثيق ونشر الدروس المستفادة وأفضل الممارسات.
الواجبات والمسؤوليات
1- وظيفة الرصد وتقييم أنشطة المشاريع ومخرجاتها ونتائجها:
- التأكد من وجود خطة MEAL لجميع المشاريع.
- التأكد من وجود أداة الرصد المطلوبة ومشاركتها مع المشروع واستخدامها لجمع البيانات من جميع القطاعات وأنواع التدخل المختلفة.
- قيادة/المشاركة في فعاليات الرصد الشهرية والربع سنوية والسنوية للمشروعات والتقاط البيانات والمعلومات الرئيسية من الاجتماعات.
- إجراء زيارات ميدانية مخططة وعشوائية لمراقبة تقدم خطط المشروع والتزامات جودة البرنامج التنظيمي مثل المشاركة وشمول الأشخاص المهمَّشين وعدالة الاستهداف والجندر وغيرها.
- تسهيل وضمان استخدام الرصد والتقييم التشاركيين بمشاركة المجتمع والتأكد من امتلاكهم للقدرات والأدوات البسيطة للمشاركة الفعالة في التخطيط والتنفيذ والرصد والتقييم.
- التأكد من إجراء رصد ما بعد التوزيع المرتبط بمشروعات مختلفة في الوقت المحدد باستخدام منهجيات وأدوات CCS MEAL واتباع معايير CCS MEAL.
2- وظيفة الدراسات والاستقصاء والتقييم:
- التأكد من أن جميع الدراسات والاستقصاءات والتقييمات المطلوبة مخططة جيداً وتنفذ في وقتها لجميع المشاريع.
- قيادة/المشاركة في جهود التقييم من قبل المشاريع.
- تقديم مدخلات إلى قوائم التقييم مع الأخذ في الاعتبار سياق المشروع والمجتمع والولاية.
- التأكد من اختيار موظفي CARE المناسبين والموظفين الحكوميين وغيرهم للمشاركة في التقييمات.
- تقديم التدريب لموظفي المشاريع حول صلة التقييم بما في ذلك التقييم المستمر ومفاهيم التقييم التشاركي.
- القيادة في تقييمات احتياجات متعددة القطاعات وتقييمات السوق والرصد وفقاً لمعايير CCS MEAL وإرشاداتها.
3- وظيفة المساءلة:
التأكد من وجود آلية التغذية الراجعة والمساءلة وتعمل لجميع المشاريع وتغطي المجتمعات المستهدفة؛
- استشارة جميع جماعات المجتمع والسيدات والرجال والشباب والأطفال وذوي الإعاقة حول آليات التغذية الراجعة والشكاوى المفضلة لديهم وتحديث أدوات المكتب الميداني.
- إجراء توجيه دوري عن آلية التغذية وال accountability التي تتبعها CARE وخطة للموظفين والمنظمات المجتمعية.
- تقييم وظيفة كل نظام وتحليل كيفية ضمان أفضل استخدام للأدوات من قبل مجموعات جنسية مختلفة
- تقديم تحديث شهري عن FAM للموظفين في المكتب الميداني وفي المقر.
- التأكد من امتلاء قاعدة بيانات FAM وتحليلها والتواصل بما يشمل رصد الاستجابات
- التأكد من أن المبلغين عن الشكوى تلقوا الرد المناسب في الوقت المحدد.
- إجراء مسح رضا لتحديد مجالات التحسين المحتملة.
- اختيار وتوفير التدريب لمسؤولي FAM في المجتمع وقادة آخرين.
- دعم أي وظائف أخرى متعلقة بـ FAM في CO.
4- وظيفة التعلم:
- إنشاء مستوى الفهم المطلوب حول صلة التعلم وكيفية التقاط الدروس المستفادة.
- التأكد من أن كل زيارة رصد واجتماع مراجعة المشروع وغيرها من الأحداث تحتوي على غرف لاستخراج الدروس والممارسات الجيدة.
- تطوير قائمة تحقق لمساعدة الموظفين على تحديد الدروس المستفادة من تفاعلهم اليومي مع النساء والرجال والشباب والأطفال والأشخاص ذوي الإعاقة والخبراء الحكوميين والمنظمات غير الحكومية الوطنية وغيرهم.
- إنتاج صفحة واحدة ربع سنوية عن الدروس المستفادة والدروس المستخلصة.
- تنظيم وقيادة فعاليات تعلم سنوية تشمل جميع القطاعات.
- التأكد من تعزيز التعلم ذو اتجاهين بين الموظفين والمنظمات غير الحكومية الوطنية والوزارات والمجتمعات.
- التأكد من التقاط الدروس من مراجعات/تقييم المشاريع ومشاركتها مع الموظفين المعنيين للتحسين.
- المساهمة في أنشطة التعلم والبحث CCS.
- دعم الفاعلين الرئيسيين في السوق لاستعادة وظائف السوق.
5- إدارة البيانات والتحليل:
- المساعدة في جمع البيانات وإدخالها وتنظيفها وإعداد التقارير.
- تطوير إجراءات اختبار لتقييم الجودة.
- تقديم مدخلات ومعلومات وإحصاءات لتقارير ربع سنوية وسنوية وتقارير أخرى.
- التأكد من جودة البيانات التي يجمعها الشركاء.
- دعم منسق الرصد والتقييم في إعداد البيانات للتقارير الداخلية والخارجية المطلوبة.
- التأكد من حفظ البيانات على الإنترنت وكذلك في نسخ ورقية يمكن الوصول إليها من قبل الجميع.
- التأكد من وجود مؤشرات للمشروعات ومتابعتها في التقارير.
6- المساهمة في نجاح مقاربة شراكة CIS:
- مراجعة دورياً للقدرات في وظائف الرصد والتقييم لدى وكالات الشركاء وتسهيل مهارات وقدرات موظفي الشركاء.
- دعم ومرافقة وتوجيه الشركاء المختارين في وظائف MEAL.
- تقديم تدريبات منتظمة وتدريبات على رأس العمل للوطنيين (الشركاء والمنظمات القاعدية) حول مهارات MEAL ذات الصلة.
7- الالتزام بقيم CARE والمساهمة في أولويات CIS المشتركة:
- الوعي بخطة إدارة السلامة والأمن الخاصة بـ CIS والالتزام بها في جميع الأوقات.
- الوعي بالتزامات CARE تجاه النوع الاجتماعي والتنوع والسعي للحفاظ عليها.
- تعزيز قيم CARE الأساسية في جميع الأوقات.
- المهام الأولوية الأخرى كما تطلبها الإدارة، لتحقيق فائدة شاملة لـ CIS.
- أداء واجبات أخرى تم تكليفها.
- III. المسؤولية المالية: إعداد ميزانية MEAL المطلوبة للأنشطة المختلفة والتأكد من تضمينها في تصميمات المشاريع المختلفة.
- المسؤول عن جمع كل الميزانيات المخصصة لوظيفة MEAL من كل مشروع في شكل مصفوفة ومشاركتها مع فريق MEAL والمديرين للتخطيط لاستخدامها في الوقت المحدد.
IV. الاتصالات والعلاقات الرئيسية:
من المتوقع أن يقوم موظف MEAL بإقامة علاقات جيدة والحفاظ عليها مع منسقي البرنامج والمستشارين والمدراء والموظفين ورؤساء المكاتب وأعضاء فريق البرنامج في الخرطوم. سيبني علاقات مع الشركاء والمنظمات غير الحكومية المقابلة والمنظمات غير الحكومية.
الاتصالات الداخلية
- المديرون المباشرون: مستوى عالٍ من التواصل للإبلاغ والحصول على الموافقات ومشاركة الآراء لتعزيز مناطق البرنامج ولضمان استمرار الدعم للبرنامج.
- فريق المشروع (المدير/الموظفين/المنسقين: مستوى عال من التواصل لدعم وتقديم المساعدة لفهم النموذج والحفاظ على المشروع على المسار الصحيح والتقارير في الوقت المناسب والرد على الاستفسارات.
- التواصل المنتظم مع قسم البرنامج في CO لمشاركة تقدم العمل والمتابعات الفنية.
الاتصالات الخارجية
- الشركاء – مستوى عال من التواصل للمشاركة وفهم تقدم البرنامج.
- الجهات المانحة، المكاتب الوطنية، لجنة الاستشارة/التوجيه – مستوى منخفض من التواصل في شكل مشاركة نتائج البرنامج بشكل منتظم.
V. ظروف العمل:
- كما هو مذكور في شروط العقد ودليل الموارد البشرية لـ CARE International Sudan.
- الموقع سيقع في أم ديوان مع شرط سفر لا يقل عن 50%.
- دارفور منطقة ذات حساسية أمنية ويجب على الموظف الامتثال والتسهيل للعمل ضمن إطار بروتوكولات السلامة CARE International Sudan.
المؤهلات الدنيا والمهارات والخبرة المطلوبة
- خبرة INGO/NGO – 3 سنوات في رصد وتقييم البرامج.
- درجة بكالوريوس في العلوم الاجتماعية، دراسات التنمية، العلوم الزراعية وغيرها من التخصصات ذات الصلة بتنمية الريف.

Background
I. Job Summary:
The MEAL Officer is assuming to be Responsible of the overall responsibility to lead the monitoring, evaluation, accountability and learning tasks in the project. The post holder functions these responsibilities in close collaboration with managers, coordinators and program team. The activities could include providing inputs for project design, ensuring project team have appropriate monitoring and reporting formats, conducting field visits and produce alert messages and successful practices, leading project review meetings to measure progress against targets, ensure agreed accountability mechanisms are oriented, implemented and reported, provide training to build the capacity of CARE and partners staff in relation of MEAL function, S/he also will be actively involved in coordinating evaluations; initiating researches, gathering, documenting and disseminating lessons learnt and best practices.
Duties and responsibilities
1- Monitoring function and evaluation of Projects’ activities, outputs and outcomes:
- Ensure All projects have MEAL plan.
- Ensure required monitoring tool is in place, shared with the project and used for collecting data of all sectors and different types on intervention.
- Lead/ participate in projects monitoring monthly, quarterly and annual events and capture key data and information from the meetings.
- Conduct planned and ad hoc field visits to monitor progress of project plans and organizational program quality commitments such as participation, inclusion of the marginalized, fairness of targeting, gender and others.
- Facilitate and ensure the use of participatory M&E involving communities and ensure that they have required capacity and simple tools to effectively participate in planning, implementation, monitoring and evaluation.
- Ensure required Post Distribution Monitoring related to different projects conducted in time using the CCS MEAL approaches and tools and following the CCS MEAL standards.
2- Surveys Studies and Evaluation function:
- Ensure all the required studies, surveys and evaluations is well planned and conducted in time for all projects.
- Lead/ co-lead evaluation efforts by projects.
- Provide inputs on evaluation ToRs considering the context of the project, community and the state.
- Ensure appropriate CARE staff, government staff and others are selected to participate on evaluations.
- Provide training to projects staff on the relevance of evaluation including ongoing evaluation, participatory evaluation concepts.
- Lead on multi- sectoral needs assessments, market assessments and monitoring as per the CCS MEAL standards and guidelines.
3- Accountability function:
Ensure that; the Feedback and Accountability Mechanism in on place and functioning for all projects and covering all targeted communities;
- Consult each community groups and individual women, men, youth, children, people with disability on their preferred feedback and complaint mechanisms and update the field office tools.
- Conduct regular orientation on the Feedback and Accountability Mechanism (FAM) CARE employs to implementing staff and community groups.
- Assess the functionality of each system and analyze how to ensure best use of the tools by different gender groups
- Provide monthly update on the FAM to staff in the field office and the CO.
- Ensure the FAM database is filled, analyzed, and communicated including the monitoring of the responses
- Ensure complainants have received appropriate response on time.
- Conduct satisfaction survey to identify potential improvement areas.
- Select and provide training to community FAM focal persons and other leaders.
- Support any other FAM related functions in the CO.
4- Learning function:
- Create the required level of understanding on the relevance of learning and how to capture learnings.
- Ensure every monitoring visit, project review meeting and other events have rooms to extract learnings and good practices.
- Develop a checklist to help staff identify learnings from their daily interaction with women, men, youth, children and people. with disabilities, government experts, national NGOs and others.
- Produce quarterly one pager on key learnings and lessons learnt.
- Organize and lead annual learning events for including all sectors.
- Ensure two-way learning is promoted among staff, with NNGOs and government ministries and communities.
- Ensure capturing of learnings from project reviews/evaluation and share it with respective staff for improvement.
- Contribute towards the CCS learning and research activities.
- Support key market actors to recover market functionality.
5- Data Management and Analysis:
- Assists with data collection, entry, cleaning, and reporting.
- Develops testing procedures for assessing quality.
- Provides inputs, information and statistics for quarterly, annual and other reports.
- Ensure quality of data collected by partners.
- Support the Monitoring and Evaluation Coordinator in preparing data for internal and external reports as required.
- Ensure data are stored online as well as in hard copies accessible by all.
- Ensure all projects have indicators trackers and used in reporting.
6- Contribute to the Success of CIS Partnership Approach:
- Periodically review capacity of M&E functions of the Partner agencies and facilitate partner staff skills and capacity.
- Support, accompany and coach selected partners in M&E functions.
- Provide regular training and on the job training to national (partners and CBOs on MEAL related skills).
7- Uphold CARE Values and contribute to CIS shared priorities:
- Be aware of the CIS Safety and Security Management Plan (SSMP) and comply with it at all times.
- Be aware of CARE’s commitments to Gender and Diversity and strive to uphold them.

- III. Budgetary responsibility: Prepare of M&E required budget for different M&E activities and ensure that it is included in the different project designs.
- Responsible to pull all budgets allocated for MEAL function by each project in matrix format and share to other MEAL team and managers plan to use them on time.
IV. Contacts and Key Relationships:
The M&E Officer is expected to establish and maintain good relations with program coordinators, advisors, managers and officers, heads of offices, and members of the Program Team in Khartoum. S/he will build relationships with partners, counterpart NGOs and NGOs.
Internal Communication
- Line Managers: High level of Communication to report, seek approvals, sharing views to strengthen the program areas and to ensure continues support for the program.
- Project team (manager/officers/coordinators: High level of communication to support and provide hand holding support to understand the model, keep project on track, timely reporting and to respond to queries.
- Regular communication with program department in CO to share work progress and updates and technical follow up.
External Communication
- Partners – high level of communication to share and understand progress of the program.
- Donors, National offices, Advisory\steering Committee – Low level of communication in form of sharing program outcomes on regular basis.
V. Working Conditions:
- As stated in the terms of contract and the CARE International Sudan HR manual.
- The position will be based in Ed Deian with at least 50% travel requirement.
- Darfur is a security sensitive area and the officer shall comply with, and be facilitated to operate within, the framework of the CARE International Sudan safety protocols.
Minimum Qualification, Skills and Experience Required
- INGO/ NGO experience – 3 years in program monitoring and evaluation.
- BSc Degree in Social Sciences, Development Studies, Agricultural Science and other discipline relevant to rural development.
Competencies:
- Action oriented.
- A solid understanding of the management of cross cutting issues, with a focus on participatory processes, integrated programming and gender issues;
- Supportive attitude towards processes of strengthening staff capacity;
- Ability to thrive in a fast-paced, multi-tasking environment;
- Strong organizational skills;
- Arabic and English- fluent written and spoken
- Ability and willingness to conduct the field monitoring visits the site of the project.
Desirable qualifications and Competencies
- Qualifications- preferably specialist training in MEAL related subject.
- Good level of proficiency in Windows Excel and quantitative analysis.
- Demonstrated ability to train and build capacity of others.
