الخلفية
استجابت GOAL لأهم الأزمات الإنسانية العالمية منذ تأسيسها في عام 1977، بالتعاون مع المجتمعات الضعيفة في أكثر من 60 دولة خلال الأربعين عامًا الماضية. بينما تواصل GOAL كونها أول مستجيب مرن للأزمات الإنسانية، فهي ملتزمة أيضًا بالعمل مع المجتمعات الضعيفة لمساعدتهم على النجاة من الأزمات ودعمهم في طريق التعافي.

الغرض من الدور:
يلعب منسق السلامة والوصول دوراً محورياً في توفير التوجيه الاستراتيجي والقيادة الخبيرة لجميع أبعاد السلامة والأمن والوصول الإنساني عبر برنامج البلد. تُعهد لهذه الوظيفة بضمان أن تكون استراتيجيات السلامة القوية متوافقة بشكل منسجم مع الأهداف الشاملة للمنظمة مع الالتزام بالمبادئ الإنسانية وأفضل الممارسات القطاعية. يمارس المدير إدارة خطية لأدوار مدير السلامة والوصول (SAM)، وكبار موظفي السلامة والوصول (SSAO)، وموظفي السلامة والوصول (SO) عند الحاجة، مع الحفاظ على هيكل هرمي واضح وتغذية الاحتراف المؤسسي. يقع في مقدمة تنسيق السلامة، يعمل المنسق كنقطة اتصال مركزية لشبكات السلامة الوطنية والإقليمية، ويعمل بنشاط على بناء القدرات والتطوير المهني عبر جميع المستويات التشغيلية.
الواجبات والمسؤوليات
المسؤوليات الأساسية:
1. القيادة الإستراتيجية والتنسيق:
- صياغة وإدارة استراتيجيات السلامة والوصول الشاملة على مستوى البلد، مع ضمان التكامل السلس مع إطار سياسات المنظمة والتزاماتها الإنسانية.
- دفع توحيد إجراءات ومعايير السلامة عبر بيئات تشغيلية متنوعة، مع ضمان الاتساق والامتثال.
- تمثيل المنظمة بامتياز في منتديات التنسيق الأمني الوطنية والإقليمية، مع إبراز الثقة والتأثير.
2. إدارة خطية:
- تقديم قيادة خطية مباشرة وحازمة لأدوار SAM وSSAO وSO، مع وضوح تفويض الأدوار والاشراف.
- دعم رصد الأداء بشكل صارم وفرص التطوير المهني المستهدفة للأفراد المعنيين بالسلامة والوصول.
- تعزيز ثقافة التعاون والاحترام المتبادل والتميز ضمن فريق السلامة، بما يضمن بيئة عمل داعمة وعالية الأداء.
3. المهارات التقنية والعرض التقديمي:
- إعداد تقارير سلامة موثوقة وعروض تقديمية مؤثرة باستخدام أدوات متقدمة مثل Microsoft PowerPoint وCanva.
- الإشراف على تصميم وتوزيع فيديوهات تدريب وتوعية جذابة؛ تعزيز ثقافة السلامة بين الموظفين والمجتمع الأوسع.
- توظيف منصات viz البيانات الحديثة (مثل Power BI وTableau) لنقل اتجاهات السلامة والمعوقات التشغيلية إلى قادة كبار وأصحاب مصالح خارجيين بوضوح ودقة.
4. منصات الإدارة:
- قيادة التنفيذ والتقييم المستمر لأدوات إدارة المشاريع والتعاون—بما في ذلك Microsoft Teams وTrello وAsana—لدعم تنسيق السلامة بكفاءة.
- ضمان تحديثات وتقارير دقيقة وفي الوقت المناسب عبر المنصات الرقمية لإدارة الحوادث وتحليل المخاطر واتخاذ القرار.
5. التوجيه وبناء القدرات:
- تصميم وتقديم برامج تدريب متقدمة ومخصصة لموظفي السلامة والشركاء المحليين ونقاط اتصال سلامة المجتمع المخصصة، لضمان قدرة سلامة مستدامة عبر العمليات.
- توفير التوجيه الخبير لـ SAMs وSSAOs، تعزيز قيادتهم ومهارتهم الفنية ودعم التعاقب داخل الفريق.
- تشجيع التعلم من الأقران ومبادرات تبادل المعرفة بنشاط، تعزيز ثقافة النمو المهني المستمر في جميع أنحاء البلد.
6. الرصد والتقييم والتعلم:
- التعاون بثقة مع فرق MEL لدمج مؤشرات السلامة والوصول ضمن أطر الرصد التنظيمية.
- قيادة توثيق الدروس المستفادة وأفضل الممارسات بشكل منهجي، driving التحسين المستمر في بروتوكولات السلامة والوصول.
7. إدارة الفريق:
- الإشراف على التوظيف القوي وعمليات الانضمام وإدارة الأداء لجميع أعضاء فريق السلامة، ضمان أعلى معايير الاحتراف والنزاهة.
- تيسير التخطيط التعاقبي وبناء القدرات المستهدفة لضمان فريق سلامة ديناميكي ومرن.
المؤهلات الدنيا والمهارات والخبرة المطلوبة
- خبرة مثبتة لا تقل عن سبع سنوات في مناصب السلامة والوصول في منظمات دولية، مع حد أدنى ثلاث سنوات كمدير أو رئيس قسم.
- سجل حافل في إدارة فرق سلامة متعددة المستويات في سياقات إنسانية.
- إجادة حزمة Microsoft Office كاملة، وأدوات تصور البيانات الحديثة، ومنصات تحرير الفيديو.
- فهم باللغات المحلية المحكية والكتابية
الصفات المرغوبة:
- الخبرة في تطوير مواد تعلم رقمية لبيئات عن بُعد أو ذات اتصال ضعيف.
- الإلمام بأدوات الابتكار الإنسانية وأنظمة الإنذار المحمولة
- مؤهل عالٍ في إدارة الأمن أو العلاقات الدولية أو تخصص ذي صلة.

Background
GOAL has responded to the world’s major humanitarian crises since its founding in 1977, working with vulnerable communities in more than 60 countries over the last 40 years. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them on the road to recovery.
GOAL has been working in Sudan since 1985. Despite the ongoing civil war, GOAL continues to be a leading health and nutrition, WASH and FSL INGO in Sudan, working in South Kordofan and North Darfur states. Overall, GOAL provides integrated health, nutrition, WASH, and FSL programming to meet urgent humanitarian needs of the population and build capacity of agencies to respond
Purpose of the Role:
The Safety & Access Coordinator plays a pivotal role in providing strategic direction and expert leadership for all dimensions of safety, security, and humanitarian access throughout the country programme. This position is entrusted with ensuring that robust safety strategies are cohesively aligned with the organisation’s overarching goals, whilst upholding humanitarian principles and sector best practice. The coordinator exercises line management for Safety & Access Managers (SAM), Senior Safety & Access Officers (SSAO), and Safety & Access Officers (SO) as needed, maintaining a clear hierarchy and nurturing professional excellence. Positioned at the forefront of safety coordination, the coordinator acts as the central liaison for both national and regional safety networks, actively fostering capacity building and professional development across all operational levels.
Duties and responsibilities
Key Responsibilities:
1. Strategic Leadership & Coordination:
- Formulate and steward comprehensive safety and access strategies at a national level, ensuring seamless integration with the organisation’s policy framework and humanitarian commitments.
- Drive the harmonisation of safety procedures and standards across diverse operational settings, guaranteeing consistency and compliance.
- Represent the organisation with distinction in national and regional security coordination forums, projecting confidence and influence.
2. Line Management:
- Deliver direct and assertive line management to SAM, SSAO, and SO roles, providing clarity in role delegation and oversight.
- Champion rigorous performance monitoring and targeted professional growth opportunities for safety and access personnel.
- Cultivate a culture of collaboration, mutual respect, and excellence within the safety team, ensuring a supportive and high-performing working environment.
3. Technical and Presentation Skills:
- Prepare authoritative safety reports and impactful presentations utilising advanced tools such as Microsoft PowerPoint and Canva.
- Oversee the design and dissemination of engaging training and awareness videos, reinforcing safety culture amongst staff and the wider community.
- Harness the power of cutting-edge data visualisation platforms (such as Power BI and Tableau) to communicate meaningful safety trends and operational constraints to senior leaders and external stakeholders with clarity and precision.
4. Management Platforms:
- Drive the implementation and ongoing evaluation of project management and collaboration tools—including Microsoft Teams, Trello, and Asana—to underpin efficient safety coordination.
- Ensure timely, accurate updates and reporting via digital platforms for incident management, risk analysis, and decision making.
5. Mentoring and Capacity Building:
- Design and deliver advanced, tailored training programmes for safety staff, local partners, and designated community safety focal points, securing sustainable safety capacity across operations.
- Provide expert mentoring for SAMs and SSAOs, enhancing their leadership and technical acumen and supporting succession within the team.
- Actively encourage peer-learning and knowledge-sharing initiatives, reinforcing a culture of continuous professional growth country-wide.
6. Monitoring, Evaluation & Learning:
- Collaborate confidently with MEL teams to embed safety and access indicators within organisational monitoring frameworks.
- Lead the systematic documentation of lessons learnt and best practices, driving ongoing improvement in safety and access protocols.
7. Team Management:
- Oversee the robust recruitment, onboarding, and performance management of all safety team members, securing the highest standards of professionalism and integrity.
- Facilitate effective succession planning and targeted capacity building to ensure a dynamic, resilient safety team.
Minimum Qualification, Skills and Experience Required
- At least seven years’ proven experience in safety and access positions in International Organizations, with a minimum of three years as a Manager or head of section.
- Demonstrable track record of success in managing multi-tiered safety teams in humanitarian contexts.
- Proficient in the full Microsoft Office Suite, modern data visualisation tools, and video editing platforms.
- Understanding in both verbal & written local languages
Desirable Attributes:
- Experience in developing digital learning materials for remote or connectivity-challenged environments.
- Familiarity with humanitarian innovation tools and mobile-based alert systems
- A high-level qualification in Security Management, International Relations, or a closely related discipline.
