يقود كبير صيدليي البعثة أيضاً تصميم وتطبيق وتحسين أنظمة إدارة المعلومات الصيدلانية (PIMS) لضمان رؤية دقيقة وفورية للمخزون والاستهلاك وبيانات التوريدات المستقبلية عبر جميع مستويات العملية.
المهام والمسؤوليات
التمثيل:
- تمثيل قسم الصيدلة في جميع الاجتماعات ذات الصلة داخلياً وخارجياً داخل الهيئة الطبية الدولية
- التواصل مع الشركاء الصحيين الآخرين وممثلي وزارة الصحة والجهات المعنية الأخرى خلال الاجتماعات الثنائية أو متعددة الأطراف عند مناقشة المستلزمات الطبية على المستوى الوطني
إعداد المقترحات:
- المساهمة في المدخلات الفنية ومراجعة المدخلات الميدانية المتعلقة بالمستلزمات الطبية الخاصة بتصميم المشروع
- إعداد القائمة النهائية لجدول الكميات للمستلزمات الطبية وفقاً لدليل الأدوية الوطني ودليل الأدوية المعتمد من المانحين ضمن نطاق المشروع المعتمد وقيود الميزانية
- قيادة عملية التوريد الخارجي للمستلزمات الطبية الإضافية لتعزيز المواد التي تم شراؤها من المانحين لضمان تقديم دعم شامل وفقاً لتصميم المشروع.
إدارة الميزانية:
- تنسيق استخدام بنود الميزانية المتعلقة بالمستلزمات الطبية بما في ذلك الشحن والتخليص الجمركي حسب الاقتضاء.
- مراجعة وتقديم الملاحظات حول عمليات الشراء التي تمت على بنود الميزانية المتعلقة بالمستلزمات الطبية للموظفين المعنيين.

- العمل مع مدير البرنامج الصحي من خلال مسؤول الصيدلة لضمان التزام جميع المرافق المدعومة من الهيئة الطبية الدولية بلوائح إدارة المخزون الخاصة بالهيئة بالإضافة إلى الإدارة السليمة لسلسلة التوريد الصيدلانية
- ضمان التزام الموظفين المبتدئين تحت إدارته/إدارتها ببحسب إجراءات الامتثال وضمان الجودة
إعداد التقارير:
- ضمان الإبلاغ الفوري عن النقص الوشيك في المخزون أو الأدوية التالفة أو أي مخالفات أخرى تم ملاحظتها بشأن استخدام الأدوية والمستلزمات الطبية إلى الموظفين المعنيين بمن فيهم المشرف ومنسق اللوجستيات
- المراجعة والتدقيق في أي تقارير شهرية مجمعة للاستهلاك والمخزون تم تقديمها
بناء القدرات:
- المسؤولية عن التطوير الشخصي والمهني الخاص به/بها من خلال الحضور المنتظم لفرص التعلم عبر الإنترنت أو أشكال التواصل المباشر
- المسؤولية عن تخطيط وتقديم برامج بناء القدرات بين الكوادر السريرية وموظفي الهيئة الطبية الدولية الآخرين حول الإجراءات الصيدلانية الصحيحة وسياسة الأدوية الأساسية وإدارة الأدوية.
التنسيق:
- التعاون مع الأقسام الأخرى بانتظام لضمان التنفيذ السلس والتكامل في الخدمات
- التنسيق مع مديري البرامج الصحية ومسؤولي الصيدلة في الموقع لضمان طلب الأدوية والمستلزمات الطبية المناسبة من منظمة الصحة العالمية أو للشراء الداخلي
- بالتشاور مع المشرف، تجميع طلبات الشراء على مستوى الدولة للشراء بالجملة للمستلزمات الطبية والمعدات الطبية والأصناف الصيدلانية
- التنسيق مع الجهات الخارجية ذات الصلة مثل منظمة الصحة العالمية وصندوق الأمم المتحدة للسكان فيما يتعلق بالمعالجة السلسة والتسليم للتبرعات العينية
المتابعة والتقييم:
- التنسيق مع قسم المتابعة والتقييم والتحصيل والتعلم (MEAL) لضمان مراجعة أدوات جمع البيانات المناسبة وتحديثها ونشرها بانتظام
- ضمان قيام جميع المواقع، من خلال مسؤولي الصيدلة، بالحفاظ على سجلات مخزون محدثة وتسجيل الاستخدام من خلال تقارير الاستهلاك وتقديم ملاحظات حول الأدوية قريبة الانتهاء والنقص الوشيك في المخزون بالإضافة إلى المستلزمات الطبية بطيئة الحركة.
قيادة أنظمة إدارة المعلومات الصيدلانية (PIMS)
- العمل كنقطة اتصال للبعثة والملاذ الفني لجميع منصات وأدوات أنظمة PIMS.
- ضمان التوحيد والاستخدام المتسق لنظام PIMS عبر جميع المواقع الميدانية والمستودعات.

- صيدلي مؤهل ومسجل لدى المجلس الطبي السوداني
- خبرة لا تقل عن سنتين في إدارة الصيدلة أو ما يعادلها
- الدراية بحزمة الخدمات الدنيا بالسودان وفقاً لوزارة الصحة
- المعرفة والخبرة السابقة في العمل مع إدارة المخزون. يفضل وجود خبرة في المستلزمات الطبية والأدوية.
- القدرة على العمل تحت الضغط والاستعداد ليكون على أهبة الاستعداد للحضور عند الحاجة
- مهارات الكتابة والقراءة باللغة الإنجليزية أساسية.

Background
The Senior Mission Pharmacist provides overall leadership, technical oversight, and quality assurance for pharmaceutical services and medical supply chain management across the Sudan mission. The role ensures the safe, effective, and compliant procurement, storage, distribution, and use of medicines and medical supplies in line with national regulations, donor requirements, and International Medical Corps (IMC) standards. The senior mission pharmacist is to ensure that all medical supplies including pharmaceuticals, consumables, and equipment are made available to the appropriate IMC-supported facilities by coordinating with the different IMC departments – logistics, programs, and finance. This responsibility will entail knowledge in supply chain management and familiarity with the country’s pharmaceutical policies and regulations including importation regulations and IMC’s logistics policies and procedures.
The senior mission pharmacist is expected to lead a team of pharmacy officers, medical commodities officers, and pharmacists to ensure that appropriate materials are ordered at the highest quality and appropriate quantity needed for the implementation of IMC’s programs.
The senior mission pharmacist is responsible for the pharmaceutical chain management of the country's mission in consultation with her/his technical supervisor and in coordination with the logistics coordinator and his designates.
The senior mission Pharmacist also leads the design, implementation, and optimization of Pharmaceutical Information Management Systems (PIMS) to ensure accurate, real-time visibility of stock, consumption, and pipeline data across all levels of the operation.
Duties and responsibilities
Representation:
- Represents the pharmacy department in all pertinent meetings internally and externally within IMC
- Communicates with other health partners, MOH representatives, and other pertinent agencies during bilateral or multilateral meetings when medical commodities are discussed at the national level
Proposal Development:
- Contributes to the technical inputs and review of field inputs about medical commodities pertinent to the project design
- Finalize the bill of quantities of medical commodities in accordance with the national drug and donor- approved formularies within the approved project scope and budget limitations
- Lead outsourcing of additional medical commodities to augment donor-procured items to ensure comprehensive support according to project design.
Budget Management:
- Coordinate the use of budget lines that are pertinent to medical commodities including shipping and customs clearance as appropriate.
- Review and provide feedback on procurements raised against budget lines pertinent to medical commodities to relevant staff.
- Ensures that expenditure of budget lines pertinent to his/her responsibility is spent in accordance to IMC and donor regulations and within the planned timeframe.
Quality Control:
- Leads the health department in ensuring that all medical commodities which include pharmaceuticals, medical and laboratory equipment, and supplies are at par with globally accepted standards
- Participates as the technical expert during vendor pre-qualification and vendor verification processes
- Promotes the highest standards of supply chain management through the adherence to WHO standards in the acquisition, storage, delivery, distribution, and disposal of medical commodities
Supervision:
- Responsible for the technical supervision of site pharmacy officers and medical commodity officers
- Together with the health program manager through the pharmacy officer ensure that all IMC-supported facilities adhere to IMC’s stock management regulations as well as proper pharmaceutical supply chain management
- Ensure that junior staff under his management adhere to compliance and quality assurance procedures
Reporting:
- Ensures that pending stockouts, damaged medication, or any other irregularities observed about the use of pharmaceuticals and medical commodities are reported promptly to pertinent staff including his supervisor and the logistics coordinator
- Counter-check any submitted monthly consolidated consumption and stock reports
Capacity Building:
- Responsible for his/her own personal and professional development by regularly attending learning opportunities online or face-to-face
- Responsible for planning and presenting capacity building among clinical and other IMC staff in proper pharmaceutical procedure, essential drug policy, and drug management.
Coordination:
- Collaborate with other departments regularly to ensure smooth implementation and integration of services
- Coordinate with the health program managers and pharmacy officers on site to ensure that appropriate pharmaceuticals and medical commodities are requested from WHO or for internal procurement
- In consultation with his supervisor, consolidate country-wide procurement requests for bulk procurement of medical commodities, medical equipment and pharmaceutical items
- Coordinate with relevant external counterparts such as WHO and UNFPA regarding smooth processing and hand-over of gifts-in-kind
Monitoring and Evaluation:
- Coordinates with the MEAL department to ensure that appropriate data collection tools are regularly reviewed, updated, and disseminated
- Ensures that all sites, through the pharmacy officers are maintaining updated tock inventories, record usage through consumption reports and provide feed back on near expiring medications, impending stockouts as well as slow moving medical commodities.
Pharmaceutical Information Management Systems (PIMS) Leadership
- Serve as the mission focal point and technical lead for all PIMS platforms and tools.
- Ensure standardization and consistent use of PIMS across all field sites and warehouses.
- Oversee system configuration, user access, and data governance protocols.
- Ensure timely and accurate data entry, validation, and reporting across all levels.
- Analyze PIMS data to generate actionable insights for program and supply chain decision-making.
- Develop dashboards and reporting tools to track: Stock levels and consumption trends, Stock-out risks and pipeline gaps and Expiry tracking and wastage rates
- Train and mentor staff on PIMS use, data quality, and reporting standards.
- Coordinate with HQ and IT teams to improve system functionality and integration.

Minimum Qualification, Skills and Experience Required
- Qualified Pharmacist registered with Sudan Medical Council
- With at least2 years of experience pharmacy management or equivalent
- Familiar with the Sudan Minimum Service Package according to MOH
- Knowledge and previous experience working with stock management. Experience with Medical supplies and Medicines preferred.
- Ability to work under pressure and willing to be on call when the need arises
- English writing, reading and writing skills essential.
- Ability to work within a team
