Job Title:  Regional Program Coordinator

Work Location:  Amman (30 to 50% travel required)

Proposed Start Date: June 2024

Line Manager: Regional Humanitarian Director (with a dotted line to CARE Germany Desk Officer)

Position Summary

The Regional Program Coordinator (RPC) is responsible for ensuring a smooth regional coordination, cross learning and ensuring the quality of the project implementation and reporting (narrative and financial) among the four implementing Country Offices of NWS, NES, Yemen and Palestine. The RPC will supervise and ensure efficient implementation of the program interventions as well as encourage regional approaches, learning and synergies. The RPC will spend up to 50% of working time in the project countries. The role is also required to provide overall management support to the Country Offices to guarantee full compliance with donor’s rules and regulations, in addition to ensuring program quality. The RPC will supervise and collaborate closely with the Regional Financial Coordinator (RFC) to ensure program quality in terms of content and financial management and consolidation of narrative and financial reports.

Key Responsibilities

  • Lead and consolidate the planning, implementation and reporting of the program, overseeing all aspects (programmatic and technical, financial and administrative);
  • Ensure that all program interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information;
  • The Regional Program Coordinator has the responsibility for programme monitoring which includes revising and sharing consolidated narrative and financial reports;
  • Establish, support and guide program oversight bodies such as Program Steering Committee (PSC), Program Coordination groups (PCG);
  • Support the programmatic relationship with the CMP and donor ensuring that the CARE Germany Desk Officer has up to date and timely information;
  • Monitor to ensure that program resources are used efficiently, effectively, and transparently towards meeting program objectives;
  • Supervise and manage the performance of the Regional Finance Coordinator following CARE performance management processes and principles.

Required Qualification, Skills and Experience

  • At least 8 years’ practical experience in humanitarian programming preferably with refugee and/ or displaced populations and a gender-sensitive approach as well as field experience in the region is required; 
  • Advanced knowledge and at least 10 years of proven practical project management experience; 4 of which should have been at management level or managing at least two different grants at once, including strong skills and experience in M&E, report writing, participatory planning, financial management and Human Resource Management;
  • Track record of managing complex multi-country programs with diverse stakeholders;
  • Proven experience of managing diverse teams and individuals’ performance for success;
  • Fluent verbal and written communication skills in English is required and Arabic;
  • Computer skills (email, word processing, spreadsheets);
  • Capacity to maintain a regular communication and coordination with CARE’s Country Offices team and partner organizations;
  • Teamwork, facilitation, and training. Knowledge of INGO operations and sub-grantee management is an added advantage;
  • Capacity to work in a diverse and multicultural team;
  • Capacity to demonstrate CARE core competencies (Relationship Building, Communication, Inclusion, Delivering Results and Dynamic Learning Mindset.
