Qualifications And Experience Required


Education


  • Degree or equivalent qualification in HSE Risk Assessment, Environment, Engineering, or related fields.


Experience


  • A minimum of 10 years of experience in roles with similar responsibilities.
  • Proficient knowledge and practical experience in rigging & lifting, working at height, and scaffolding activities.
  • Previous involvement in large EPCIC projects, both in greenfield and brownfield environments.
  • Extensive experience working in Southeast Asian Construction Yards.
  • Specialist in major oil and gas standards and best practices.


Technical Skills


  • Familiarity with HSE Management Systems and related software.
  • Knowledge of hazard identification, risk assessment techniques, and incident investigation methodologies


Certifications


  • Relevant health and safety certifications such as OSHA, CSP, NEBOSH, H2S OPITO, and T-BOSIET are advantageous but not required.


Job Role: With a role necessitating stringent compliance with and enforcement of HSE rules, the lead will be crucial in incorporating the company's Incident Free Safety Culture Program within their scope of responsibility.


The key accountabilities of the Package HSE Lead during the execution of the project include:


  • Safety Culture Advocacy: Advocate for and foster the company's Incident Free Safety Culture Program within their sphere of responsibility.
  • HSE Policy Development: Create and promote the HSE policy, integrating the Incident Free program and the Golden Rules.
  • Onsite Personnel Management: Supervise health and safety for all project personnel onsite.
  • Contractor Compliance: Ensure that contractors strictly adhere to the contractual requirements.
  • HSE Team Management: Select and manage HSE personnel, ensuring comprehensive coverage across all operational sites.
  • Risk Analysis and Mitigation: Execute detailed risk analyses and formulate effective mitigation strategies across all project phases.
  • Engineering Team Support: Assist the engineering team during the detailed engineering phase by incorporating HSE considerations into design and planning.
  • Field Presence: Maintain a visible field presence, embodying the principle of "walking the talk" to demonstrate the prioritization of HSE measures.
  • Collaboration: Collaborate closely with the MP Construction HSE Lead to promote the project's HSE objectives.
  • Policy Compliance Monitoring: Monitor and ensure compliance with the project's HSE policies.
  • HSE Team Coordination: Work in tandem with the HSE team during the planning and execution of critical activities.
  • Emergency Response Planning: Develop and supervise the implementation of Emergency Response Plans for all designated areas.
  • Contractor HSE Systems Evaluation: Review and assess contractors' HSE management systems, ensuring they comply with project and company standards.
