The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen.  Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time we support measures to rehabilitate basic services for and enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones. 

With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position: 

  • Position: Contracting Specialist- (Financing agreements)
  • End of contract: 31.05.2025
  • Duty station: Sana’a or other duty station as assigned by the management.

Responsibilities

The Contracting Specialist is responsible for

  • Preparing the financing agreements (Local contributions (small grant) and financing agreement) for the GIZ Country Office (CO), programs/projects according to GIZ rules and regulations 
  • Preparing service contract for GIZ Country Office, programs/projects according to GIZ rules and regulations
  • Keeping informed the experts and/or programs/projects about the status of financing agreements/ service contracts
  • Coordinating effectively with all process related colleagues in the Country Office, the projects and the Head Office
  • Processing Consulting and Firm contracts.
  • Coordinating effectively with colleagues in the administrative division and with procurement specialists at Head Office
  • Filing documents in reference files or DMS in line with GIZ’s filing rules.
  • Confidentially handling all contracting related issues and documents and emphasising on the importance of complying with GIZ code of conduct, code of ethics and GIZ rules.
  • Performing tasks in compliance with GIZ.P+R

 Main Tasks  
                                                          
The Contracting Specialist

  • Prepares contracts for local contributions and financial contracts using Cosoft.
  • Checking the budget and proposal which submitted by partners.
  • Verifying the partners financial and commercial assessments.
  • Assists the head of Procurement in framework contracts related procedures.
  • Prepares contracts for consultants and consulting companies using Cosoft
  • Supports in Honorary raster (Preparation of database consultants fee scheme in coordination with the superior.
  • Monitors contracts for consultants and companies (to follow up the deadline of contracts and close in SAP).
  • Monitors contracts for local contributions and financial contracts (to follow up the deadline of contracts and close in SAP).
  • reports all problems for contractual matters without delay.
  • Is responsible for filing in accordance with GIZ rules.
  • Maintains files and data of service provider.
  • Maintains procurement files, including all related documentation of correspondence to assure completeness of documentation.
  • Processes and follows up complaints.
  • Checks Service invoices, and other (delivery) papers and payment instruction 
  • Documents and files properly completed contracts.
  • Develop the process and improve it.
  • Conducting procurement of good process using Prosoft and according to GIZ regulations.
  • Informs GIZ staff in the country in question about customs issues relating to private goods and registration and insurance of private cars 
  • Uses external service providers to complete customs declarations procedures and vehicle registrations and related follow up.
  • Performs other duties and tasks at the request of management 

Required qualifications, competences, and experience

  • BA in business administration
  • At least 5 years’ professional experience in a comparable position
  • Very good experience in Finance.
  • Experience in guiding partners/projects in financial reporting and building their capacity in this context.
  • Outstanding knowledge of grant agreement management
  • Very good knowledge in designing budget and linking it with Proposal.
  • Digital literacy.
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
  • Very good knowledge of English and Arabic languages, ideally knowledge of German.
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management.
  • Valid driving license.
  • Very good knowledge of service procurement
  • Team player, communication and intercultural skills, advisory skills and reliable and customer oriented. 
  • Knowledge of local law in topics related to contract and finance.
