DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.</p><p> </p><p><strong>POSITION PROFILE</strong></p><p><strong>The overall purpose of the role</strong>:</p><p>The MEAL Partnership Specialist supports the strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and practices of DRC’s local partners, including national NGOs, CBOs, and volunteer groups such as Emergency Response Rooms and Mutual Aid Groups. </p><p>Working under the supervision of the MEAL Manager and in close coordination and technical guidance from the Partnership Manager/ Partnership Coordinator, the role provides tailored technical support to partners in developing MEAL frameworks, data collection tools, partners’ IPTTs, FCM and reporting systems while ensuring compliance with DRC MEAL standards and donor requirements.</p><p>The position focuses on improving data quality, verification of Means of Verification (MoVs), capturing and sharing lessons learnt, and accuracy of reporting practices, including consolidation of indicators in the indicators in the Indicator Performance Tracking Table (IPTT). It also contributes to strengthening partners’ capacities and promoting the use of the data for accountability, learning and program design and improvement.</p><h4>Duties and DCA هي منظمة متعددة الولاية تعمل غالباً بشراكة مع منظمات المجتمع المدني لإنقاذ الأرواح وبناء مجتمعات resilient ومكافحة عدم المساواة الشديد.</p><p>DCA عضو في تحالف ACT، أحد أكبر التحالفات الإنسانية في العالم مع أكثر من 130 منظمة عضو. </p><p>DCA مؤسسة غير حكومية دولية مسجلة في السودان وتوجد لها مكتب قطر في بورسودان.</p><p>تبحث DCA عن ضابط أمني ولائي ذو خبرة ليكون الرابط الأساسي بين DCA وحكومة السودان (GoS)، وبخاصة مفوضية العون الإنساني (HAC). الدور مسؤول عن التواصل مع الحكومة، الوصول الإنساني، تنسيق الأمن والامتثال التنظيمي لدعم عمليات DCA في السودان. إضافة إلى ذلك، يوفر المنصب دعماً تشغيلياً ولوجستياً للمكتب القطري من خلال تنسيق مقدمي الخدمة المحليين، وتسهيل الترتيبات اللوجستية للمكتب، والحفاظ على علاقات فعالة مع الموردين والبائعين، ودعم التنفيذ السلس للأنشطة الإدارية والتشغيلية.</p><p><strong>ملاحظة:</strong> سيقام هذا المنصب في بور سودان، لكن حال انتقال HAC الفدرالي إلى الخرطوم فسيتم نقل المنصب إلى الخرطوم حتى قبل عملية الانتقال الكلية للمكتب في بورسودان.</p><p> </p><p>كضابط ربط، كن الرابط الأساسي بين DCA وحكومة السودان (GoS)، وبخاصة HAC. هذا الدور حاسم لجميع التنسيق الحكومي ويتضمن إصدار تأشيرات الدخول، تصاريح العمل، تأمين تصاريح السفر، الاتفاقيات الفنية، توظيف الموظفين والتصاريح اللازمة لفصل الأعمال التي تضمن تقديم المساعدة المنقذة للحياة للسكان المتأثرين بالنزاع.</p><p> </p><p>كضابط أمني للدولة، دعم المكتب القطري في التنفيذ الآمن والفعّال لأنشطة DCA في السودان عن طريق دعم تقديم البرنامج بأمان في بيئات معقدة وعالية المخاطر في السودان. يوفر المنصب إشرافاً أمنياً مستمراً وتوجيهاً ومراقبة لضمان حماية الموظفين والأصول والمباني وفق سياسات DCA وأفضل الممارسات. هذا المنصب سيكون مقره بورسودان، ولكن بمجرد نقل HAC الفدرالي إلى الخرطوم، سيتم نقل المنصب إلى الخرطوم حتى قبل اكتمال transitioning مكتب بورسودان.</p><p> </p><p>بالإضافة إلى مسؤوليات الولاية الحكومية والأمنية، سيقوم ضابط الرِبط والأمن بدعم الوظائف التشغيلية واللوجستية للمكتب القطري من خلال تنسيق ترتيبات لوجستية محلية، والحفاظ على علاقات فعالة مع الموردين والبائعين والمُلاك ومزودين النقل الفنية (TAs)</i>: العمل مع الشركاء وقودادة عند الضرورة وضع وتقديم ومتابعة الاتفاقيات الفنية مع الوزارات المعنية لضمان تنفيذ المشروع بشكل قانوني.</li><li><i>التأشيرات والتصاريح العمل</i>: تنسيق معالجة تأشيرات الدخول، تصاريح الإقامة، وتوكيلات العمل للموظفين الدوليين مع وزارة الخارجية والهجرة.</li><li><i>التقارير</i>: تجميع وتقديم تقارير النشاط الشهرية والربع سنوية والسنوية الإلزامية إلى HAC بالصيغة الحكومية السودانية المطلوبة.</li></ul><p><strong>2. الوصول الإنساني والحركة</strong></p><ul><li><i>تصاريح السفر</i>: تأمين تصاريح السفر في الوقت المناسب.</li><li><i>التفادي التلافي (Deconfliction)</i>: إشعار الجهات المعنية بحركات لضمان سلامة قوافل المساعدات.</li><li><i>التفاوض على الوصول</i>: دعم المدير القُطري في التفاوض على الوصول المادي إلى المناطق “الصعبة الوصول” من خلال بناء علاقات مع قادة المجتمع المحلي والسلطات الولائية.</li></ul><p><strong>3. الدعم التشغيلي والتوظيف</strong></p><ul><li><i>تنسيق مكتب العمل</i>: إدارة عملية توظيف الكوادر الوطنية وفقاً لقانون العمل السوداني ومتطلبات مكتب العمل HAC، بما في ذلك التراخيص الإعلانية ولوائح المقابلات المشتركة.</li><li><i>التخليص الجمركي</i>: التنسيق مع سلطات الجمارك ووزارة المالية لتسهيل استيراد سلع إنسانية معفاة من
