لوائح وسياسات GoS (الضريبة على القيمة المضافة، الفواتير التقديرية والنهائية… الخ)</p><h4>الواجبات والمسؤوليات</h4><p><strong>أبعاد الدور</strong></p><p>سيقوم موظف الشراء بإبلاغ منسق خدمة الدعم ويعمل بتعاون مع فريق خدمة الدعم المعني على مستوى PA.</p><p>يركز موظف الشراء أساساً على الأبعاد التالية للأدوار:</p><p>o مسؤول عن الشراء العام في مكاتب ESPA<br>o تقديم التوجيه الاستراتيجي والتقني لأنشطة الشراء التي تدعم تنفيذ استراتيجيات PLAN العالمية والقطرية.<br>o الحفاظ على علاقة عمل جيدة مع الشركاء والموردين على مستوى PA<br>o الإشراف على جميع مهام الشراء الدولية عبر دورة الشراء من التخطيط إلى تقييم أداء الموردين واختيار المورد والتفاوض على السعر لضمان أفضل قيمة للتمويل المنفق، ومراقبة الأداء المستمر للموردين والحفاظ على ملاحظات الأداء في قاعدة بيانات ومتعقبات الشراء.<br>o قيادة أنشطة The role is tasked to ensure quality and compliance with relevant corporate standards as well as GoS regulations and policies (VAT, Performa and Final invoices … etc.)</p><h4>Duties and responsibilities</h4><p><strong>DIMENSIONS OF THE ROLE</strong></p><p>The Procurement Officer will report to the Support Service Coordinator and will work collaboratively with the respective Support Service team at PA level.</p><p>The Procurement Officer mainly focus on the following dimensions of roles:</p><p>o Responsible for general Procurement in ESPA offices<br>o Provide strategic and technical guidance on procurement activities that support the implementation of PLAN Global and Country Strategies.<br>o Maintaining a good working relationship with partners and vendors at PA level<br>o Overseeing all international procurement assignments throughout the Procurement Cycle, from planning to vendor performance evaluation, vendor selection, negotiate price to secure best value for funds expended, monitor on-going vendor performance and maintain performance Notes in procurement database and trackers.<br>o Lead Procurement activities of PA in Emergency contexts.<br>o Ensure that all procurement actions are undertaken in accordance with PLAN’s Procurement Principles and prevailing PLAN Policies and Procedures<br>o Find solutions to procurement challenges with internal teams, Country Office (CO) and other PAs, PLAN suppliers and partners</p><p>ACCOUNTABILITIES<br>Key End Results of the Procurement Officer position: <br> Update the vendor list regularly and register them in SAP <br> Assist on cleaning open items.<br> Always implementing financial policies and procedures.<br> Support in Arranging booking for outside meetings/conferences and workshops<br> SAP vender master data and requisitions focal point.<br> Support in Organizing, provision and monitoring administrative services.<br> Ensuring payment of utilities bills (office telephone lines, water, mDSL P.O.
