Background

Supporting the Medical Coordinator through delegated tasks and responsibilities including defining, leading and coordinating the entire medical scope of the mission, according to MSF protocols, standards, policies and values, in order to ensure the quality of the medical care given to the targeted population and thus improving their overall health and living conditions. Fully assuming the medical coordinator's responsibilities in case of absence

Duties and responsibilities

  • Supporting the Medical Coordinator in defining, monitoring and updating the medical content of the MSF country policy and annual plan, by scanning health needs and translating them into objectives, priorities and resources needed in order to cover medical and humanitarian needs of the population at risk. 
  • At the request of the Medical Coordinator, representing MSF before third parties concerning medical issues, ensuring its good public image and the alignment with the mission interests, through regular contacts with other actors in the country, negotiating with authorities when necessary, and informing on MSF charter, values and principles 
  • Participating and contributing in the definition and update of the country policy, annual plan and budgets in order to develop the projects and programmes aimed at addressing humanitarian issues at stake ensuring its efficiency and quality ( i.e. monitoring the project implementation, assisting the Project Coordinator and the medical teams in drafting the project proposal and follow up, identifying priority needs, other potential areas of action and emergency situations and collaborating and assisting in the production of medical reports)
  • Coaching, training and motivating the teams in the mission in order to align all field staff with MSF values and ethics, and ensuring their capability to carry out their job achieving MSF quality standards (i.e. induction, briefing/debriefing, training, potential detection, evaluation) 
  • Collaborating, together with the logistics department and according to project needs, in the pharmacy management in order to ensure enough and quality supply of drugs and medical material (i.e. review of medical orders and monitoring of medicines consumption and stock levels of the different projects)
     
  • Assisting in defining and implementing the staff health and security policies for international and national staff in order to ensure its overall safety (i.e. monitors both physical and mental health state of staff, promotes compliance of all related protocols and procedures and collaborates in the update of issues regarding the security context) 
  1. Ensuring the Medical Coordination in the Mission and fully assuming the Medical Coordinator’s tasks and responsibilities in case of absence/gaps.

 

  1. MSF Section/Context Specific Accountabilities

Medical Policy and Planning

  • Participates in the development of the Annual Plan (AP) and Mid-Year Review (MYR) of the mission and/or in the drafting of project proposals, health-related SOPs as well as the medical component of the country policy.
  • Supports the Project Coordinators (PCs), Project Medical Referent (PMR) and the medical teams to translate the objectives of the project proposals and its indicators into an implementable medical work plan.
  • Contributes in developing and/or updating of the MSF country policies like Referral, E-Prep, MedEvac, SGBV etc. including the health policy.
  • Monitors the health needs (including water and sanitation, nutrition, etc.) and priorities in the different parts of the country, especially around project localities/States and alerts the MedCo and CMT accordingly.
  • Responsible for the maintenance of the country medical component of the emergency preparedness and response (EPREP).
  • Participates in country exploratory/need assessments missions and assists MedCo in considering possibilities for MSF-OCA intervention(s).

 

Monitoring and Supervision 

  • Ensures proper implementation and maintenance of MSF OCA HIS in close cooperation and collaboration with the mission epidemiologist and data manager. 
  • Provides detailed feedback to the projects on their Monthly Medical Report (MMR) and contributes as required to the country Sitrep. Collates and prepares the summary of mission MMR for the MedCo. 
  • In collaboration with the Medco, pprovides technical support to the projects and medical teams in medical data compilation, report writing and the dissemination of information to relevant actors.
  • Conducts field visits to supervise and monitor quality/coverage as needed.

 

Representation, medical advocacy and Communication

  • Acts as a liaison between the MedCo and local authorities by maintaining regular and close contacts, also with other NGOs, agencies and the Federal and State MoH as needed. 
  • At the direction of Medco, represents/ participates on behalf of OCA in relevant technical and coordination meetings with locality, State and Federal health authorities and relevant stakeholders.
  • Participates in MoU (Memorandum of Understanding) negotiations as needed and/or required.
  • Actively involved in initiating and participating in any communications and advocacy activities on medical needs in close collaboration with the HoM, MedCo, Advocacy Manager and PCs.
  • Supports the mission in its ambition to enhance information sharing with and advocacy towards local, state and federal authorities.
  • In close collaboration with HAM, maintains strong working relationship and identifies opportunities for engagement/collaboration with key non-governmental public health stakeholders such UNICEF, UNCHR, WHO, WFP etc. on identified public health issues

 

Staff Health

  • Together with the MedCo, participates in the review/update of the National Staff Health Policy and its implementation especially with assessing designated medical institutions and its services for staff use. Assist in policy issues that have implications in the translation of the MSF health policy.
  • Supports the PMR, Medco Support and Staff Psychologist in the implementation of the national staff health policy as needed. 
  • Assists the Medco in the day-to-day management of international Mobile staff (IMS) health care.
  • Assists the MedCo in his/her responsibility for Medical Evacuations as needed.

 

Human Resources Management

  • Contributes in any revisions, writing, updating of job descriptions for medical staff.
  • Participates in the recruitment/hiring of medical staff, medical staff development, supervision, coaching and evaluation. 

 

  • The Dep-MedCo assumes overall mission medical responsibilities during MedCo gaps and or holidays.

 

Minimum Qualification, Skills and Experience Required

  1. Education
  1. Essential degree in Medicine. Training in tropical medicine or Master in Public Health will be an asset
  1. Experience
  1. Essential 2 years’ experience in relevant jobs, in MSF or other NGO’s in developing countries
