Background
The MEAL Officer works under the administrative supervision of the Field Coordinator / HoM and the technical supervision of the MEAL Manager at SIF Country Office. He/she is a key member of the MEAL Department and the Programme Quality Support Team within the SIF Sudan Mission.
The MEAL Officer is responsible for supporting the design, implementation, monitoring, evaluation, accountability and learning processes for SIF’s humanitarian operations in Sudan. This includes assessments, surveys, data collection, data quality assurance, accountability mechanisms, reporting, learning documentation and evidence-based programme improvement.
He/she supervises MEAL Assistants and project MEAL staff in different districts and ensures that MEAL systems are applied consistently across all projects.
Duties and responsibilities
Objective 1: Surveys & Assessments
• Conduct needs assessments, baseline surveys, endline surveys, post-distribution monitoring (PDM), market assessments and emergency assessments.
• Develop data collection tools (questionnaires, Focus Group Discussions [FGD], Key Information interviews [KIIs], observation checklists) and sampling methodologies.
• Train data collection teams and supervise field data collection.
• Conduct PRA exercises (Participatory Rural Appraisal) and interviews with line departments and stakeholders.
• Ensure data quality, consistency and completeness during collection and entry.
• Manage MEAL databases and facilitate data cleaning and analysis.
• Conduct data audits (minimum 5% sample) and share audit reports with MEAL-Manager.
• Prepare first draft reports for assessments, baselines, endlines and emergency assessments.
• Use digital data collection tools (Kobo/ODK Toolbox, mobile data collection apps) when applicable.
Objective 2: Project Design & Implementation Support
• Assist supervisors in desk reviews and documentation for project design.
• Extract and analyze information from existing surveys to support proposal development and concept notes.
• Ensure field implementation adheres to SIF’s MEAL system and minimum standards.
• Provide technical inputs for log frame development (indicators, Means of Verifications [MOVs], risks, assumptions).
• Support programme teams in defining indicators, targets and monitoring tools.
Objective 3: Monitoring & Evaluation
• Develop MEAL Plans for new projects using the PMP tool, in coordination with Project Managers.
• Conduct regular field monitoring visits and produce monitoring visit reports.
• Hold debrief sessions with programme teams and develop action plans.
• Conduct follow-up monitoring visits and maintain Monitoring-Action Plan Tracker.
• Support internal monitoring and evaluation exercises, including case studies and success stories.
• Manage internal evaluation activities and ensure results are shared with stakeholders.
• Ensure completion and accuracy of beneficiary databases.
• Review and update PMP monthly and share with MEAL-Manager with complete MOVs.
• Support development of TORs for external evaluations and assist evaluators during fieldwork.
• Contribute reliable data, analysis and evidence for donor reporting.
Objective 4: Accountability
• Ensure accountability mechanisms are implemented at field level.
• Orient programme teams and beneficiaries on SIF’s help desk / complains procedures.
• Ensure help desk / complains banners are displayed at activity sites.
• Ensure complaints and feedback are acknowledged, registered, processed, resolved and responded to.
• Maintain and update database and share monthly updates with MEAL-Manager.
• Promote accountability to affected populations by ensuring communities are informed about project activities, selection criteria, feedback channels and their rights.
Objective 5: Learning
• Support MEAL Manager and Programme Manager in organizing review meetings and lessons-learned workshops.
• Take minutes of meetings and share with supervisors.
• Identify and document key learning points during project implementation.
• Lead development of case studies and success stories for learning and evaluation purposes.
• Contribute to learning exercises and programme improvement processes.
Objective 6: Data Protection
• Manage and process all project and beneficiary data responsibly.
• Ensure personal data is protected, archived safely and handled according to SIF data protection standards.
• Train staff on safe data handling, privacy and confidentiality.
• Respect confidentiality and safeguarding principles in all MEAL activities.
Objective 7: Coordination
• Coordinate with Village Development Committees (VDCs), committees, cooperatives, government departments and other stakeholders.
• Ensure stakeholder participation in monitoring and supervision.
• Maintain strong upward, parallel and downward coordination with all departments.
• Act as a proactive team member and support inter-departmental collaboration.
Objective 8: Reporting & Communication
• Meet weekly and monthly reporting deadlines.
• Share MEAL reports with line and technical supervisors.
• Ensure supervisors are informed about future tasks and ongoing activities.
• Follow proper communication protocols when sharing confidential information.
• Prepare weekly and monthly progress and planning reports.
Objective 9: Capacity Building
• Support MEAL Manager in building capacity of MEAL Assistants and project staff.
• Train programme staff and community members on help desk/ complains, data collection and monitoring.
• Build capacity of field stakeholders (VDCs, committees, cooperatives) in project monitoring.
• Support staff understanding of safeguarding and child protection principles.
Minimum Qualification, Skills and Experience Required
Education
• Bachelor's degree or equivalent in Project Management, Monitoring & Evaluation, Social Sciences, Statistics, Economics, Econometrics or related field.
Experience
• Minimum 3 years of relevant MEAL experience with an NGO/INGO.
• Experience in emergency and disaster response MEAL systems.
• Experience conducting assessments, surveys, FGDs, KIIs, PDMs and evaluations.
Knowledge
• MEAL systems, logical frameworks, indicators, accountability mechanisms.
• Data collection tools (Kobo, ODK), Excel, Word, PowerPoint.
• Strong report writing skills.
• Understanding of humanitarian principles, safeguarding, CHS, SPHERE.
