Role & responsibilities CBT Welding inspector with experience in offshore structure fabrication in onshore yard Job Title: CBT Welding Inspector Third Party Inspection (TPI) Location: Oman (Onshore Fabrication Yard Offshore Structures) Industry: Oil & Gas / Offshore / Third Party Inspection Job Summary The CBT Welding Inspector (TPI) will act as an independent third-party representative to ensure that all welding and fabrication activities for offshore structures are executed in full compliance with client specifications, international standards, and project quality requirements. The role involves unbiased inspection, verification, and reporting to the client.</p><p>Key Responsibilities</p><ul><li>NDT Coordination Witness and validate NDT activities such as RT, UT, MT, and PT. Review NDT reports and ensure acceptance criteria compliance.</li><li>Documentation & Reporting Review and endorse QA/QC documentation including: Welding procedures (WPS/PQR) Inspection reports Material traceability records Prepare daily/weekly inspection reports and submit to client/TPI agency. Identify and report non-conformances (NCRs) and follow up on corrective actions.</li><li>Compliance & Standards Ensure adherence to: AWS D1.1, ASME Section IX, ISO standards, Client specifications and project requirements Verify material identification and traceability.</li><li>Stakeholder Coordination Interface with contractor QA/QC, client representatives, and project team. <p>INTRODUCTION TO GGGI The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. In the Sultanate of Oman, GGGI has partnered with the Government through the leadership of the Environment Authority (EA) to develop the "Accelerating Resilience and Innovation for Sustainable Ecosystems management" (ARISE) Program . The ARISE Program is a USD 100 million initiative spanning six years, designed to deliver climate action, ecosystem restoration, and economic growth through Nature-based Solutions (NbS) integrated into the Bioeconomy and Sustainable Special Economic Zones (SSEZs) . The program ultimately targets the restoration of 30,000 hectares of land, an estimated 750,000 tCO2e/year in greenhouse gas emission reductions, and the creation of over 1,000 green jobs. The implementation of the ARISE Program is structured around two phases. Phase 1 will cover 2 years, and Phase 2 will be over 4 years. The funding has been approved for Phase 1.</p><p>POSITION SUMMARY Based in Salalah, in Dhofar Governorate, Oman, the MEL & Data Officer plays a key role as the MEL focal point for the Oman ARISE Program. Reporting directly to the ARISE Program Lead, this position supports the on-the-ground delivery of the multi-year program s results framework. The Officer will work in close collaboration with the Regional MEL Senior Officer for the Middle East and North Africa (MENA) to implement GGGI s organizational-wide MEL framework at the program level. This role involves coordinating MEL implementation, data collection, analysis, and visualization, learning & reporting following the comprehensive MEL plan for ARISE, including supporting baseline assessments such as Knowledge, Aptitude, and Practices (KAP) surveys and ecological data tracking. Additionally, the Officer will collaborate with the Program Implementation Unit (PIU) to create tailored MEL tools, assist in internal and external reporting, and contribute to the capacity of local partners and government stakeholders.</p><p>PURPOSE • Coordinate the implementation and periodic review of MEL framework and MEL Plan specifically for the Oman ARISE Program, ensuring alignment with overall program objectives and GGGI s global MEL standards. • Support updates to the Theory of Change (TOC) and Detailed Implementation Plan (DIP) based on field validations and data collection. • Coordinate and execute formal baseline assessments including integrating GIS spatial data, GHG emission tracking, and socio-economic data within the first months of the inception phase. • Collaborate with the Program Lead and technical experts to design tailored mobile data collection tools and dashboards that effectively monitor and evaluate program outputs and outcomes. • Compile lessons learned and best practices to refine the program s adaptive management strategies.</p><p>ENGAGEMENT • Collaborate with program team members to design, test, and implement tailored MEL and data collection tools that effectively monitor and evaluate community-level project activities. • Maintain close communication with the RO-MENA and collaborates closely with the Regional MEL Senior Officer (MENA) to ensure adherence and contribute to GGGI s Project/Program Cycle Management (PCM) guidelines and MEL methodologies. • Engage actively with key Omani government stakeholders, including the Environment Authority (EA), the National Centre for Statistics and Information (NCSI), and the Oman Zero Carbon Center, to align program MRV methodologies with national tracking systems and NDCs. • Partner with local academic institutions, primarily the Dhofar University Biodiversity Research Center (BRC), to execute randomized field surveys, focus group discussions, and ecological data triangulation.</p><p>DELIVERY • Coordinate and support mixed-methods baseline assessments, including large-scale KAP surveys targeting Dhofar communities, ensuring high-quality data collection following statistically valid random sampling frameworks.
