وفقاً للتقييم التمويلي والأداء)<br>آخر موعد للتقديم: 30 سبتمبر 2026</p><h4>الخلفية</h4><p>منظمة العمل ضد الجوع هي منظمة غير حكومية، غير سياسية، غير دينية، وغير ربحية، تأسست عام 1979 لتقديم المساعدات في جميع أنحاء العالم، وقد عملت في أكثر من 50 دولة حتى الآن. تهدف منظمة العمل ضد الجوع إلى إنقاذ الأرواح من خلال مكافحة الجوع والأمراض التي تهدد حياة الأطفال والنساء والرجال الضعفاء.</p><p>تم تأسيس منظمة العمل ضد الجوع في السودان عام 2018، وتقدم حالياً الدعم للسكان المتضررين من الأزمات في ولايات <strong>دارفور الوسطى، جنوب كردفان، النيل الأزرق والنيل الأبيض</strong> في السودان من خلال التدخلات الطارئة والبرامج المتكاملة الحساسة للتغذية. في جنوب كردفان والنيل الأبيض، تعمل منظمة العمل ضد الجوع من خلال شركائها التنفيذيين، حيث تتمثل شركاؤها في منظمة كافا (CAFA) في ولايتي النيل الأبيض وجنوب كردفان، ومنظمة جومكو (JMCO) في ولاية دارفور الوسطى.</p><p>عند تنفيذ أنشطتها، تلتزم منظمة العمل ضد الجوع (AAH) بالمبادئ الستة التالية:</p><p><strong>الاستقلال:</strong> تعمل منظمة العمل ضد الجوع وفقاً لمبادئها الخاصة للحفاظ على استقلاليتها الأخلاقية والمالية. لا تحدد إجراءات المنظمة وفقاً للسياسات المحلية أو الأجنبية أو مصالح أي حكومة معينة.</p><p><strong>الحياد:</strong> الضحية هي ضحية. تحافظ أموالها.</p><h4>المهام والمسؤوليات</h4><p><strong>المهمة 1: ضمان جودة العمليات الطارئة في الميدان</strong></p><p><strong>المهام:</strong></p><ul><li>ضمان تنفيذ بروتوكولات العلاج القياسية في الميدان والمراكز الصحية.</li><li>الإشراف على جودة الخدمات الصحية والتغذوية المقدمة من خلال مختلف مستويات المرافق الصحية (العلاج المتكامل لحالات سوء التغذية الحادة، الرعاية المتكاملة للأمراض الشائعة في مرحلة الطفولة، التغذية المثلى للأطفال والرضع، صحة الأمهات وحديثي الولادة، التطعيمات، علم الأوبئة، وغيرها).</li><li>المساهمة في استراتيجية التعبئة المجتمعية.</li><li>زيادة الوصول والتغطية للخدمات الصحية والتغذوية من خلال تحديد العوائق والفرص في هيكل المجتمع.</li><li>تحديد الاحتياجات التدريبية لفئات مختلفة من موظفي الحكومة والشركاء في البرنامج.</li><li>ضمان وجود آلية إحالة مناسبة بين المجتمع والمرافق الصحية، ضمن مكونات العلاج المتكامل لحالات سوء التغذية (العلاج الفائق، العلاج الخارجي، العلاج الوقائي، التغذية المثلى للأطفال والرضع) وبين خدمات التغذية والصحة (الرعاية المتكاملة للأمراض الشائعة في مرحلة الطفولة، صحة الأمهات وحديثي الولادة).</li><li>المشاركة بنشاط في تسهيل جلسات التدريب لفئات مختلفة من الموظفين.</li><li>إجراء المتابعة بعد التدريب ومراجعة الأداء الفني باستخدام الأدوات القياسية.</li><li>وضع معايير الجودة ومراقبة الأنشطة بناءً على الأدوات القياسية.</li><li>التخطيط والتنفيذ المنتظم للإشراف على المرافق الصحية والمنظمات غير الحكومية المحلية.</li><li>الإبلاغ في الوقت المناسب لمدير البرنامج في حال وجود أي مشكلة تتعلق بجودة برنامج التغذية.</li></ul><p><strong>المهمة 2: ضمان وجود بنية تحتية وظيفية في المرافق ولديها إمدادات كافية</strong></p><p><strong>المهام:</strong></p><ul><li>المساهمة في تطوير قائمة الأدوية القياسية للمهمة بناءً على مجموعة من بروتوكولات الصحة والتغذية.</li><li>تقديم طلبات الشراء في الوقت المناسب للسلع الغذائية وغير الغذائية والأدوية بالتنسيق مع الجهات المعنية.</li><li>ضمان الاستخدام السليم للسلع الغذائية وغير الغذائية والأدوية والمنتجات العلاجية وفقاً للبروتوكولات القياسية في برنامج الصحة والتغذية.</li><li>ضمان إدارة المخزون بشكل صحيح في الميدان للسلع الغذائية وغير الغذائية والأدوية، وتقديم الدعم الفني للشركاء التنفيذيين لضمان جودة إدارة المخزون.</li><li>تقديم أدوات الدعم الوظيفي وأدوات الإبلاغ والمراقبة والإرشادات للمرافق الصحية.</li><li>تقييم المشاكل المتعلقة ببنية المرافق التحتية واقتراح الحلول (المياه، الكهرباء، وغيرها).</li><li>الإبلاغ في الوقت المناسب عن أي مشكلة تتعلق مناسب</strong></p><p><strong>المهام:</strong></p><ul><li>ضمان استخدام الأشخاص المعنيين في المرافق للنماذج القياسية للتقارير.</li><li>ضمان وجود سجل يومي وأسبوعي وشهري للمستفيدين (القبول، الشفاء، المتغيبون، الوفيات، الإحالات، زيادة الوزن، مدة الإقامة، وغيرها) وأن يكون موظفو برنامج التغذية قادرين على ملئها بكفاءة.</li><li>جمع وتجميع وتحليل التقارير الشهرية من برنامج التغذية (الفحص والإحالة، العلاج الخارجي، العلاج الوقائي، التغذية المثلى للأطفال والرضع، مراكز الاستقرار، الرعاية المتكاملة للأمراض الشائعة في مرحلة الطفولة، صحة الأمهات وحديثي الولادة) وتقديمها إلى مدير The aim of Action against Hunger is to save lives by combating hunger and diseases that threaten the lives of vulnerable children, women, and men.</p><p>AAH Established in Sudan in 2018, AAH is currently assisting crisis – affected populations in <strong>Central Darfur, South Kordofan, Blue Nile and White Nile </strong>states of Sudan with emergency intervention and / or nutrition-sensitive integrated program. In South Kordofan and White Nile, Action against Hunger implementation partner is CAFA in White Nile and South Kordofan states and JMCO in Central Darfur.</p><p>While carrying out its activities, Action against Hunger (AAH) respects the 6 following principles:</p><p>Independence: Action Against Hunger acts according to its own principles to maintain its moral and financial independence. implementation </li><li>Provide technical support to seconded staff at HFs levels and community health workers </li><li>Conduct regular monitoring to the HFs and conduct on the job training when needed </li><li>Select and establish IYCF counselors at the health facilities level and the community level.</li><li>Collect and compile monthly statistics reports and share with program manager .</li><li>Strengthening breast feeding corners (BFC) at targeted health facilities and diagnose difficulties of feeding for all PLWs coming for other services, for screening, and at the community.</li><li>Make sure that the health staff have adequate training on providing proper nutrition messages </li><li>Conduct formative assessment for key behaviors and skills for IYCF and develop culturally appropriate and effective IEC materials and adapt it to the day-to-day counseling.</li><li>Ensures the availability of job aids, reporting formats, and all other supplies at HFs .</li><li>Create and maintain relationships with locality base health system and other authorities and link the IYCF program with the existing health structure smoothly,</li><li>Works and liaise with beneficiaries (admissions, cured, defaulters, death, transfer, gain of weight, length of stay, etc) is in place and staff of nutrition program is able to fulfill efficiently.</li><li>Collection, compilation and analysis of the monthly reports from nutrition program (Screening and referral, OTP, SFP, IYCF, Stabilization centers, ICCM, MNH) and submission to the program Manager. </li></ul><p> Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.</p><p> </p><p><strong>POSITION PROFILE</strong></p><p><strong>The overall purpose of the role</strong>:</p><p>The MEAL Partnership Specialist supports the strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and practices of DRC’s local partners, including national NGOs, CBOs, and volunteer groups such as Emergency Response Rooms and Mutual Aid Groups. </p><p>Working under the supervision of the MEAL Manager and in close coordination and technical guidance from the Partnership Manager/ Partnership Coordinator, the role provides tailored technical support to partners in developing MEAL frameworks, data collection tools, partners’ IPTTs, FCM and reporting systems while ensuring compliance with DRC MEAL standards and donor requirements.</p><p>The position focuses on improving data quality, verification of Means of Verification (MoVs), capturing and sharing lessons learnt, and accuracy of reporting practices, including consolidation of indicators in the indicators in the Indicator Performance Tracking Table (IPTT).
