Job Summary: </strong></p><p>The MEAL Officer is assuming to be Responsible of the overall responsibility to lead the monitoring, evaluation, accountability and learning tasks in the project. initiating researches, gathering, documenting and disseminating lessons learnt and best practices.</p><h4>Duties and responsibilities</h4><p>1- <strong>Monitoring function and evaluation of Projects’ activities, outputs and outcomes:</strong></p><ul><li>Ensure All projects have MEAL plan.</li><li>Ensure required monitoring tool is in place, shared with the project and used for collecting data of all sectors and different types on intervention. </li><li>Lead/ participate in projects monitoring monthly, quarterly and annual events and capture key data and information from the meetings.</li><li>Conduct planned and ad hoc field visits to monitor progress of project plans and organizational program quality commitments such as participation, inclusion of the marginalized, fairness of targeting, gender and others.</li><li>Facilitate and ensure the use of participatory M&E involving communities and ensure that they have required capacity and simple tools to effectively participate in planning, implementation, monitoring and evaluation. </li><li>Ensure required Post Distribution Monitoring related to different projects conducted in time using the CCS MEAL approaches and tools and following the CCS MEAL standards.</li></ul><p><strong>2- Surveys Studies and Evaluation function:</strong></p><ul><li><strong> </strong>Ensure all the required studies, surveys and evaluations is well planned and conducted in time for all projects.</li><li>Lead/ co-lead evaluation efforts by projects.</li><li>Provide inputs on evaluation ToRs considering the context of the project, community and the state.</li><li>Ensure appropriate CARE staff, government staff and others are selected to participate on evaluations.</li><li>Provide training to projects staff on the relevance of evaluation including ongoing evaluation, participatory evaluation concepts.</li><li>Lead on multi- sectoral needs assessments, market assessments and monitoring as per the CCS MEAL standards and guidelines. </li></ul><p><strong>3- Accountability function:</strong></p><p>Ensure that; the Feedback and Accountability Mechanism in on place and functioning for all projects and covering all targeted communities;</p><ul><li>Consult each community groups and individual women, men, youth, children, people with disability on their preferred feedback and complaint mechanisms and update the field office tools.</li><li>Conduct regular orientation on the Feedback and Accountability Mechanism (FAM) CARE employs to implementing staff and community groups.</li><li>Assess the functionality of each system and analyze how to ensure best use of the tools by different gender groups</li><li>Provide monthly update on the FAM to staff in the field office and the CO.</li><li>Ensure the FAM database is filled, analyzed, and communicated including the monitoring of the responses</li><li>Ensure complainants have received appropriate response on time.</li><li>Conduct satisfaction survey to identify potential improvement areas.</li><li>Select and provide training to community FAM focal persons and other leaders.</li><li>Support any other FAM related functions in the CO. <strong> </strong></li></ul><p><strong>4- Learning function:</strong></p><ul><li>Create the required level of understanding on the relevance of learning and how to capture learnings.</li><li>Ensure every monitoring visit, project review meeting and other events have rooms to extract learnings and good practices.</li><li>Develop a checklist to help staff identify learnings from their daily interaction with women, men, youth, children and people. with disabilities, government experts, national NGOs and others.</li><li>Produce quarterly one pager on key learnings and lessons learnt.</li><li>Organize and lead annual learning events for including all sectors.</li><li>Ensure two-way learning is promoted among staff, with NNGOs and government ministries and communities.</li><li>Ensure capturing of learnings from project reviews/evaluation and share it with respective staff for improvement.</li><li>Contribute towards the CCS learning and research activities. </li><li>Support key market actors to recover market functionality. </li></ul><p><strong>5- Data Management and Analysis:</strong></p><ul><li>Assists with data collection, entry, cleaning, and reporting. </li><li>Develops testing procedures for assessing quality. </li><li>Provides inputs, information and statistics for quarterly, annual and other reports.</li><li>Ensure quality of data collected by partners.</li><li>Support the Monitoring and Evaluation Coordinator in preparing data for internal and external reports as required.</li><li>Ensure data are stored online as well as in hard copies accessible by all.</li><li>Ensure all projects have indicators trackers and used in reporting.</li></ul><p><strong>6- Contribute to the Success of CIS Partnership Approach:</strong></p><ul><li>Periodically review capacity of M&E functions of the Partner agencies and facilitate partner staff skills and capacity.</li><li>Support, accompany and coach selected partners in M&E functions.</li><li>Provide regular training and on the job training to national (partners and CBOs on MEAL related skills).</li></ul><p><strong>7- Uphold CARE Values and contribute to CIS shared priorities:</strong></p><ul><li>Be aware of the CIS Safety and Security Management Plan (SSMP) and comply with it at all times.</li><li>Be aware of CARE’s commitments to Gender and Diversity and strive to uphold them.</li><li>Promote CARE’s core values at all times.</li><li>Other priority tasks as required by management, for overall benefit of CIS.</li><li>Perform other assigned duties.</li></ul><p> </p><ul><li><strong>III. Contacts and Key Relationships:</strong></p><p>The M&E Officer is expected to establish and maintain good relations with program coordinators, advisors, managers and officers, heads of offices, and members of the Program Team in Khartoum. Specifically, ensure children harmed or at risk of being harmed are identified and receive individual case management support by ensuring the use of the standardized case management tools, and case management principles are adhered to by the case workers and social workers. Provide training and technical support to the case workers & social workers in consultation with the Project Manager and Area CPiE Coordinator. Coordinate with other child protection agencies on case management and Mental Health and Psychosocial Support services.</p><p> </p><p>Accountabilities</p><p> </p><p><strong>Case management</strong></p><ul><li>Ensure that solid case management, referral and information management systems are in place for appropriate identification, responses and follow-up for children harmed or at risk of being harmed</li><li>Oversee the activities of the Adolescent Girls Safe Spaces (AGSS) which include GBV case management, PSS and recreational activities, life skills and information sessions. This includes supervision of the AGSS Coordinator and Social workers.</li><li>Review the follow up of cases, and ensure all cases are managed within acceptable timelines.</li><li>Organise weekly case management conferences/ case review with all case workers and social workers to reflect case progress and to accommodate the lessons learned and improve case management system accordingly.</li><li>Supervise and support the case workers or social workers in family visits if necessary</li><li>Support the CPiE Area Manager in the ongoing capacity building of case workers including ensuing that case workers respect confidentiality and follow ethical guidelines</li></ul><p> </p><p><strong>Documentation</strong></p><ul><li>Ensure the CPIMS+ is set up, regularly updated, analyse for trends in the caseload, and efficiently and confidentially managed in collaboration with the social workers and Case workers.</li><li>Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure case workers adhere to proper documentation and data protection protocols.</li></ul><p><strong> </strong></p><p><strong>Coordination</strong></p><ul><li>Participate in the Case management taskforce working group at the target location.</li><li>Work with the child protection team to ensure close links between case management and our work with community-based child protection mechanisms and CFSs.</li><li>Coordinate with other agencies offering case management services to children on referral and transfer of cases.
