<p>Supervisor: ICT Manager \Operations Manager<br>Duty Station: Head Office - Khartoum/Omdurman<br>Duration: One year<br>Closing Date: 19 Sept 2026</p><h4>Background</h4><h4>Organizational Background</h4><p>JASMAR Human Security Organization (JHSO) is a national humanitarian and development organization working to support vulnerable and conflict-affected communities through integrated humanitarian, recovery, and development interventions.</p><p>JASMAR implements programs across different sectors, including Protection, Health and Nutrition, WASH, Education, Food Security and Livelihoods, Shelter/NFI, Mine Action, and other humanitarian and resilience interventions in partnership with UN agencies, international NGOs, donors, government institutions, and local communities.</p><p> </p><h4><strong>Purpose of the Position</strong></h4><p>The IT & Communication Officer is responsible for the design, implementation, and maintenance of the organization's information technology and communication systems in Sudan, ensuring reliable, secure, and efficient connectivity and data management across the Khartoum HQ and field offices. The role also supports the organization's external and internal communication functions, including visibility, documentation, and information-sharing, in line with donor and organizational requirements.</p><p>This position is critical to ensuring operational continuity in a complex and often volatile operating environment, including support for remote/field connectivity, data security, and business continuity planning.</p><h4>Duties and responsibilities</h4><h4>Key Responsibilities</h4><h4>A. IT Infrastructure & Systems Management</h4><ul><li>Install, configure, and maintain computer hardware, software, networks, servers, and peripherals at the Khartoum HQ and, where applicable, field/sub-offices.</li><li>Manage local area networks (LAN), wireless networks, and internet connectivity, including VSAT, fiber, and mobile data solutions where applicable.</li><li>Maintain and monitor data backup systems, cloud storage, and disaster recovery procedures to safeguard organizational data.</li><li>Ensure timely troubleshooting and resolution of IT issues for staff, minimizing downtime.</li><li>Manage user accounts, email systems, and access permissions (e.g., Microsoft 365 / Google Workspace administration).</li><li>Maintain an inventory of IT equipment, licenses, and warranties; coordinate procurement and maintenance of IT assets.</li></ul><h4>B. Cybersecurity & Data Protection</h4><ul><li>Implement and enforce IT security policies, including antivirus, firewall, password protocols, and data protection standards.</li><li>Monitor systems for vulnerabilities and respond promptly to security incidents.</li><li>Ensure compliance with organizational data protection policies and applicable Sudanese regulations regarding data and telecommunications.</li><li>Train staff on cybersecurity awareness, safe data practices, and acceptable use of IT resources.</li></ul><h4>C. Communications & Visibility</h4><ul><li>Support internal communication systems (intranet, mailing lists, collaboration platforms) to ensure effective information flow across departments and offices.</li><li>Assist in developing and maintaining external communication materials (website content, social media, newsletters, fact sheets) in line with organizational branding and donor visibility guidelines.</li><li>Support documentation of project activities (photos, videos, success stories) for reporting and visibility purposes, respecting beneficiary consent and protection protocols.</li><li>Liaise with communications focal points at country and regional/global level to ensure consistent messaging.</li></ul><h4>D. Remote & Field Support</h4><ul><li>Provide remote and on-site IT support to field offices/sub-offices across Sudan, including during field missions as required.</li><li>Support connectivity solutions for staff working in hard-to-reach or insecure areas, in coordination with logistics and security teams.</li><li>Contribute to business continuity and contingency planning for IT/communications in the context of access constraints, power outages, or connectivity disruptions common in the operating environment.</li></ul><h4>E. Capacity Building & Support</h4><ul><li>Provide training and user support to staff on standard software, hardware use, and communication tools.</li><li>Develop and update simple IT/communication guidance notes and SOPs for staff use.</li><li>Support onboarding of new staff with IT equipment setup and orientation.</li><li>Developing and maintaining website.</li></ul><h4>F. Other</h4><ul><li>Represent the organization in relevant IT/communications coordination forums as required.</li><li>Perform other duties as assigned by the supervisor, consistent with the scope of the role.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><h4>Education</h4><ul><li>Bachelor's degree in Information Technology, Computer Science, Telecommunications, Communications, or a related field. The role is expected to work with a high degree of autonomy while maintaining strong coordination with Relief International. </p><p> </p><p> </p><p><strong> Key Responsibilities</strong></p><p> </p><p><strong>Accountability and Complexity</strong></p><ul><li>Lead the Health Cluster information management function at assigned level, ensuring timely, reliable and consistent collection, analysis, production and dissemination of critical health-response information.</li><li>Maintain an effective flow of information from sub-national coordination hubs and health partners, identifying data gaps, resolving quality issues and supporting consistent reporting across the response.</li><li>Translate complex health, operational and partner data into clear analysis, dashboards, maps, situation reports and other information products that support evidence-based prioritization and decision-making.</li><li>Work across multiple agencies and coordination structures in a volatile humanitarian context, balancing urgent operational information needs with data quality, standardization and accountability requirements.</li><li>Provide technical input to national response planning, partner coordination, emergency preparedness and response monitoring, including time-sensitive outbreak and service availability analysis.</li></ul><p><strong> </strong></p><p><strong>Information Management, Analysis and Reporting</strong></p><ul><li>Collect and analyze response-specific information, including who is responding, what activities are being delivered, where, at what scale, how quickly and with what current status, and use this analysis to produce internal and external Health Cluster situation reports (SitReps).</li><li>Compile and maintain inter-country information from WHO and partners, including contact lists, performance monitoring data, health indicators, health situation data and response data.</li><li>Review and clean the Arabic Health Facility Master List provided by FMoH, ensuring accuracy and standardization, and use the approved master list to improve consistency in partner health-facility reporting.</li><li>Unify the health partners’ reporting using the cleaned master list, ensuring high-quality data and consistency in health facility reporting.</li><li>Conduct basic geographic analysis and produce maps, dashboards and visualizations for SitReps, operational reporting and coordination products.</li><li>Maintain and strengthen relevant information management platforms and products, including 4Ws, HeRAMS, ActivityInfo, databases, dashboards and other response-monitoring tools.</li></ul><p> </p><p><strong>Assessments, Planning and Humanitarian Programme Cycle</strong></p><ul><li>Conduct and support rapid needs assessments, health risk assessments and Public Health Situation Analyses, ensuring robust health inputs to humanitarian needs overviews (HNO), strategic response plans and other planning processes.</li><li>Design and support the information management components of Health Cluster assessments in collaboration with national and sub-national coordination teams, including partner capacity mapping, service availability and functionality assessments, response monitoring, operational gap analysis, and preparedness and response capacity assessments.</li><li>Provide information and analysis for project proposals, appeals, reports and dashboards, supporting coordinated resource mobilization and operational decision-making.</li><li>Contribute data-driven analysis to the 2027 Humanitarian Programme Cycle (HPC), Humanitarian Response Plan (HRP) and Joint Inter-Agency Appeals Group (JIAG), ensuring health data and needs are integrated into broader humanitarian planning and prioritization.</li><li>Prepare monthly updates from sub-national hubs by compiling weekly inputs from health partners for the National Health Sector Partner Coordinator and other relevant coordination forums.</li></ul><p><strong> </strong></p><p><strong>Coordination, Technical Leadership and Capacity Building</strong></p><ul><li>Collaborate with OCHA, WHO, FMoH, UN agencies, NGOs and other partners on inter-agency information management initiatives, strengthening information sharing and contributing to inter-sectoral dashboards and reports.</li><li>Provide ongoing technical guidance and training to team members and partners on data gathering, analysis, quality assurance, performance monitoring, information dissemination and the practical application of Health Cluster information management standards.</li><li>Develop capacity-building materials and facilitate training on the Public Health Information Management Toolkit and other relevant tools and approaches for health partners.</li><li>Support national and sub-national Health Cluster coordination teams, including Roving Health Cluster Coordinators, with information products, operational analysis and evidence required for partner coordination and response decisions.</li><li>Subject to funding availability and approval, plan and undertake field missions to support Health Cluster and Public Health Information Systems assessments; document findings and recommendations to inform provincial and national health-response priorities and implementation of the Disease Outbreak Emergency responsible experience in humanitarian information management, preferably supporting Health or Nutrition Clusters, including at least 5 years of directly related experience in information management, monitoring, needs assessment, data management, project management and information dissemination in public health, health development or humanitarian emergency settings.</li><li>Demonstrated Health Cluster information management experience, including 4Ws, HeRAMS, ActivityInfo, dashboards, GIS mapping, humanitarian reporting, HNO processes, health assessments, partner mapping and service availability analysis.</li><li>Advanced practical skills in Power BI, Excel, Kobo Toolbox, ArcGIS/GIS, dashboard development, database management and data visualization.</li><li>Proven experience designing data collection tools, SOPs, information products, maps, infographics, dashboards and situation reports, with strong attention to data quality and standardization.</li><li>Experience working with WHO, UN agencies, NGOs and inter-agency coordination mechanisms in complex emergency settings.</li><li>Strong analytical, coordination, facilitation, communication and capacity-building skills,
