The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).</p><p> </p><p><strong>General Description of the Role</strong></p><p>The Clinical Services Manager is responsible for providing leadership, technical guidance, and oversight to ensure the effective delivery of quality clinical and preventive health services across supported Primary Health Care Centers (PHCs). The Manager coordinates and supervises clinical operations, ensures compliance with national standards and donor requirements, strengthens referral systems, and supports health staff capacity development.<br>The role also involves coordination with local health authorities, partners, and community stakeholders to improve access, quality, and efficiency of integrated PHC and nutrition services.</p><p> </p><p><strong>Overall Objective of the Position</strong></p><p>To strengthen and ensure the provision of high-quality, accessible, and integrated clinical services at PHC level, contributing to improved health outcomes for vulnerable populations, especially children under five, pregnant and lactating women, and other at-risk groups.</p><h4>Duties and responsibilities</h4><p><strong>Clinical Service Planning and Coordination</strong></p><ul><li>Lead the planning and implementation of clinical service delivery across supported PHCs, ensuring integration of curative, preventive, and promotive health services.</li><li>Coordinate with Local Health Departments (LHDs), State Ministry of Health (SMoH), Community Health Committees (CHCs), and partners to align services with national primary health care standards.</li><li>Participate in health coordination and technical working group meetings at locality and state levels.</li><li>Facilitate collaboration between PHC clinical services and other sectors, including nutrition, WASH, protection, and community health.</li></ul><p> </p><p><strong>Quality Assurance and Service Delivery</strong></p><ul><li>Oversee the quality and performance of clinical services, including outpatient consultations, maternal and child health (MCH), reproductive health (RH), Expanded Program on Immunization (EPI), and disease surveillance.</li><li>Ensure adherence to national clinical protocols, guidelines, and infection prevention and control (IPC) standards.</li><li>Strengthen referral pathways between PHCs, stabilization centers, and higher-level facilities.</li><li>Supervise clinical teams and provide on-site technical guidance, case management reviews, and mentoring.</li><li>Support integration of nutrition services (CMAM, IYCF, NIPP) into routine PHC activities.</li></ul><p> </p><p><strong>Monitoring, Evaluation, and Reporting</strong></p><ul><li>Conduct regular monitoring visits to PHCs to evaluate service quality, data accuracy, and overall performance.</li><li>Review and analyze health information data (HMIS) to identify gaps, trends, and areas for improvement.</li><li>Ensure timely and accurate reporting of health indicators to the Health Coordinator, SMoH, and donors.</li><li>Document lessons learned, success stories, and best practices to inform continuous quality improvement.</li></ul><p> </p><p><strong>Supply Chain and Medical Logistics Management</strong></p><ul><li>Oversee forecasting, requisition, and distribution of essential medicines, medical supplies, and equipment.</li><li>Ensure proper stock management, recordkeeping, and rational use of medical commodities.</li><li>Coordinate with the Supply Chain and Warehouse Officers to ensure timely replenishment and accountability.</li><li>Supervise the safe disposal of expired or damaged medical items in compliance with national and donor procedures.</li></ul><p> </p><p><strong>Capacity Building and Staff Supervision</strong></p><ul><li>Lead capacity-building initiatives for clinicians, nurses, and allied health staff on key PHC components including (Nutrition, IMCI, RH, EPI, IPC, data management, etc.).</li><li>Conduct regular supportive supervision and on-the-job mentoring to strengthen clinical competencies.</li><li>Support development and implementation of training plans and clinical supervision tools in collaboration with SMoH and partners.</li></ul><p> </p><p><strong>Emergency Preparedness and Response</strong></p><ul><li>Support emergency health responses including disease outbreaks, new IDP arrivals, and other humanitarian crises.</li><li>Ensure health service continuity and compliance with emergency response protocols.</li><li>Coordinate with surveillance and outbreak response teams for early detection and containment.</li></ul><p> </p><p><strong>Other Duties</strong></p><ul><li>Represent the organization in relevant coordination forums and technical working groups.</li><li>Perform any other tasks assigned by her/his supervisor or the Health and Nutrition Coordinator or Area Manager to support program goals.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li><strong>Education:</strong> Bachelor’s degree in medicine, Nursing, Public Health, or another health-related field from a recognized institution. The aim of Action against Hunger is to save lives by combating hunger and diseases that threaten the lives of vulnerable children, women, and men.</p><p>AAH Established in Sudan in 2018, AAH is currently assisting crisis – affected populations in <strong>Central Darfur, South Kordofan, Blue Nile and White Nile </strong>states of Sudan with emergency intervention and / or nutrition-sensitive integrated program. In South Kordofan and White Nile, Action against Hunger implementation partner is CAFA in White Nile and South Kordofan states and JMCO in Central Darfur.</p><p>While carrying out its activities, Action against Hunger (AAH) respects the 6 following principles:</p><p>Independence: Action Against Hunger acts according to its own principles to maintain its moral and financial independence. Action against Hunger's actions are not defined in terms of domestic or foreign policies nor in the interest of any particular government.</p><p>Neutrality: A victim is a victim. Action against Hunger maintains strict political and religious neutrality. Nevertheless, Action against Hunger might denounce human rights violations it may witness, as well as obstacles put in the way of its humanitarian action.</p><p>Non-discrimination: Action Against Hunger refutes all discrimination based on race, sex, ethnicity, religion, nationality, opinion or social class.</p><p>Free and direct access to victims: Action against Hunger demands free access to victims and direct control of its programs. allocation and management of its funds.</p><h4>Duties and responsibilities</h4><figure class="table"><table><tbody><tr><td><ul><li>Supervise and coordinate nutrition program to ensure effective implementation </li><li>Provide technical support to seconded staff at HFs levels and community health workers </li><li>Conduct regular monitoring to the HFs and conduct on the job training when needed </li><li>Select and establish IYCF counselors at the health facilities level and the community level.</li><li>Collect and compile monthly statistics reports and share with program manager .</li><li>Strengthening breast feeding corners (BFC) at targeted health facilities and diagnose difficulties of feeding for all PLWs coming for other services, for screening, and at the community.</li><li>Make sure that the health staff have adequate training on providing proper nutrition messages </li><li>Conduct formative assessment for key behaviors and skills for IYCF and develop culturally appropriate and effective IEC materials and adapt it to the day-to-day counseling.</li><li>Ensures the availability of job aids, reporting formats, and all other supplies at HFs .</li><li>Create and maintain relationships with locality base health system and other authorities and link the IYCF program with the existing health structure smoothly,</li><li>Works and liaise with any local health workers to integrate the IYCF program from the start,</li><li>Performs other related tasks as required and tasks assigned by the organization</li><li>Attend and participate in nutrition coordination meetings based on the PM Request.</li><li>Fill and submit Nutrition cluster reports timely based on the PM Request.</li></ul></td></tr></tbody></table></figure><figure class="table"><table><tbody><tr><td><p><i><strong>Mission-1: Make sure the standard quality of Emergency Operation program in the field </strong></i></p><p><i><strong>Tasks:</strong></i></p><ul><li>Ensure implementation of standard treatment protocols in the field and centers</li><li>Supervise the quality of health and Nutrition service provided through different level of health facility (CMAM, ICCM, IYCF, Maternal and Newborn health, immunization, epidomoligi …) .. </li><li>Contribute for community mobilization strategy </li><li>Increase access and coverage of health and nutrition services through identification of barriers and enablers in the community structure</li><li>Identify the needs for training of different categories of Government and partner staff in the program. </li><li>Ensure appropriate referral mechanism is in place between community and health facility, with in components of CMAM (SC, OTP,SFP, IYCF ) and between nutrition and health services (ICCM, MNH)</li><li>Actively participate and facilitate training sessions for different categories of staff </li><li>Conduct Follow-up after training and Technical Performance review meeting using standard tools</li><li>Set quality benchmark and monitor activities based on standard tools</li><li>Plan and execute regular supervision in health facilities and LNGOs</li><li>Report timely to the program manager if any problem related to the quality of nutrition program.</li></ul><p><i><strong>Mission-2:</strong></i><strong> </strong><i><strong>Make sure facilities have functional infrastructure and have adequate supplies </strong></i></p><p><i><strong>Tasks:</strong></i></p><ul><li>Contribute in development of mission standard drug list based on set of health and nutrition protocols</li><li>Provide timely request order submission for food and non- food items, medications in collaboration </li><li>Ensure the proper utilization of food & non food items, drugs and therapeutic products according to the standard protocols in nutrition and health program.</li><li>Ensure proper stock management at field level for food, nonfood and medications and provide technical support to implementing partner to ensure the quality of stock management.</li><li>Provide adequate job aids, reporting and monitoring tools, guidelines for health facilities</li><li>Assess problems with facilities infrastructure and recommend solutions (Water, electric..)</li><li>Report timely any problem related to the supply chain and utilization of food, non-food and medications in nutrition program to the program manager.</li></ul><p><i><strong>Mission-3: To ensure that appropriate reporting system is in place</strong></i></p><p><i><strong>Tasks:</strong></i></p><ul><li>Make sure that Facility focal person are using standard reporting formats.</li><li>Make sure that daily, weekly and monthly record of beneficiaries (admissions, cured, defaulters, death, transfer, gain of weight, length of stay, etc) is in place and staff of nutrition program is able to fulfill efficiently.</li><li>Collection, compilation and analysis of the monthly reports from nutrition program (Screening and referral, OTP, SFP, IYCF, Stabilization centers, ICCM, MNH) and submission to the program Manager. </li></ul><p> </p><p><i><strong>Mission-4: Ensure good Coordination, communication and collaboration with all the partners at field level</strong></i></p><p><i><strong>Tasks:</strong></i></p><ul><li>Establish good working relationship with all the partners ( MoH, LNGO, INGOs and UN agencies) at field level.</li><li>Timely communication of program related progress with partners.</li><li>Ensure proper communication, collaboration with other Action against Hunger programs and support functions (Food Security, WASH, administration and logistics) at field level.</li><li>Follow health and nutrition situation at field level and provide information on opportunities for new project development .</li></ul><p><i><strong>Mission-5: Proactively support ACTION AGAINST HUNGERs commitments to gender equality, child protection and disability sensitivity </strong></i></p><p><i><strong>Tasks:</strong></i></p><ul><li>Read and ensure a full understanding of Action Against Hunger’s Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary</li><li>Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries</li><li>Ensure the incorporation of gender equity principles in all policies and activities</li><li>Encourage the participation of all genders in meeting and on committees</li><li>Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability. </li></ul></td></tr></tbody></table></figure><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li>Bachelor’s degree in nutrition, Public Health and Nurse or relevant </li><li>2 years of minimum experience in the field of nutrition </li><li>Minimum two years’ working experience directly related to emergency health & nutrition related fields Knowledge, training, and experience in IYCF and community mobilization/BCC with SMoH, NNGOS or INGOs </li><li>Demonstrated skills in program planning, implementation, and monitoring.</li><li>Strong computer (Microsoft skills), all, and interpersonal skills.</li></ul><p><strong>Necessary skills:</strong></p><ul><li>Good organization skill and ability to work in a team.</li><li>Experience in capacity building of local staff.</li><li>Good communication skill and ability to coordinate with multi sectorial partners/ stakeholders. </li><li>Team building and training skills</li><li><strong>English
