<p>Section/Unit: Program Department<br>Supervisor: Program Manager<br>Duty Station: Head Office - Khartoum/Omdurman<br>Duration: One year<br>Closing Date: 19 Sept 2026</p><h4>Background</h4><h4>Position Summary</h4><p>The Partnership, Grant Management & Compliance Officer is responsible for JASMAR's partnership development, resource mobilization, proposal development, grant administration, and donor compliance.</p><p>The position leads the development and drafting of concept notes and proposals and coordinates required inputs from Program, MEAL, Finance, and other relevant teams. The Officer also maintains donor and partner relationships, tracks grant requirements and deadlines, and ensures donor contractual and compliance requirements are properly followed up.</p><h4>Duties and responsibilities</h4><h3>Key Responsibilities</h3><h4>A. Partnership and Donor Engagement</h4><ul><li>Identify, develop, and maintain relationships with donors, UN agencies, INGOs, national organizations, and other potential partners.</li><li>Conduct donor and partner mapping and maintain updated information on donor priorities and partnership opportunities.</li><li>Maintain regular communication and follow-up with existing and potential donors and partners.</li><li>Prepare donor and partner briefing materials, organizational profiles, and other required information.</li><li>Identify consortium and strategic partnership opportunities and coordinate them with management.</li></ul><h4>B. Funding Opportunities and Proposal Development</h4><ul><li>Identify and track relevant funding opportunities and maintain an updated funding pipeline.</li><li>Review calls for proposals and Expressions of Interest and summarize key requirements, eligibility criteria, deadlines, and funding priorities.</li><li>Lead the development and drafting of concept notes, proposals, EOIs, and other funding applications.</li><li>Collect and incorporate technical and organizational inputs from Program, MEAL, Finance, Area Managers, and other relevant teams.</li><li>Coordinate with Finance to ensure alignment between proposed activities and the budget.</li><li>Submit draft proposals to the Program Manager and General Manager for review and incorporate their feedback.</li><li>Finalize proposals after internal review and coordinate the approval and submission process.</li><li>Maintain records of submitted proposals, donor feedback, and application results.</li></ul><h4>C. Grant and Contract Management</h4><ul><li>Maintain an updated portfolio of all active grants and partnership agreements.</li><li>Review signed agreements and identify key donor requirements, reporting deadlines, contractual deliverables, and amendment requirements.</li><li>Maintain grant trackers and communicate key contractual requirements and deadlines to responsible teams.</li><li>Coordinate grant-related correspondence with donors and partners in consultation with the Program Manager.</li><li>Coordinate documentation for grant amendments, no-cost extensions, budget revisions, and other contractual modifications.</li><li>Ensure donor approvals and grant modifications are properly documented and filed.</li><li>Track contractual close-out requirements and communicate them to the responsible departments.</li></ul><h4>D. Donor Compliance</h4><ul><li>Review donor agreements and guidelines and maintain a compliance checklist for each grant.</li><li>Monitor donor contractual requirements and identify potential compliance gaps or missed obligations.</li><li>Follow up with the responsible department on grant-related compliance actions.</li><li>Escalate significant donor compliance risks, missed deadlines, unapproved modifications, or incomplete grant documentation to the Program Manager.</li><li>Maintain records of grant-related compliance actions and donor approvals.</li></ul><h4>E. Donor Reporting Coordination</h4><ul><li>Maintain an updated donor reporting calendar and communicate deadlines to responsible teams.</li><li>Provide donor reporting templates, guidance, and requirements to relevant staff.</li><li>Coordinate the collection and internal review of narrative, MEAL, financial, and other required report inputs.</li><li>Check reports for completeness and compliance with donor templates and contractual requirements before management review.</li><li>Coordinate final approval, submission, donor feedback, and required revisions.</li><li>Maintain final submitted reports and related donor correspondence.</li></ul><h4>F. Grant Documentation and Information Management</h4><ul><li>Maintain complete and organized electronic files for all grants and partnerships.</li><li>Ensure grant files include approved proposals, signed agreements, budgets, amendments, donor correspondence, reports, approvals, and close-out documentation.</li><li>Maintain consistent document naming, filing, version control, and archiving.</li><li>Ensure key grant documents are uploaded to SharePoint and other approved organizational systems.</li><li>Maintain accurate grant and partnership trackers and periodically follow up on missing documentation.</li></ul><h4>Key Deliverables</h4><ul><li>Updated donor and partner mapping and engagement tracker.</li><li>Updated funding opportunity and proposal tracker.</li><li>Complete and current grant portfolio and reporting calendar.</li><li>Grant-specific donor compliance checklists.</li><li>Complete grant agreements, amendments, approvals, reports, and correspondence files.</li><li>Regular updates to management on funding opportunities, proposal status, donor deadlines, and significant compliance issues.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><h4>Qualifications and Experience</h4><ul><li>Bachelor's degree in International Development, Development Studies, Project Management, Business Administration, Social Sciences, International Relations, or another relevant field.</li><li>Minimum of 3–5 years of relevant experience in partnerships, proposal development, grant management, donor compliance, or related NGO work.</li><li>Demonstrated experience developing concept notes, proposals, and donor applications.</li><li>Experience working with grants funded by UN agencies, institutional donors, INGOs, or pooled funds is highly desirable.</li><li>Experience in donor and partner engagement is desirable.</li></ul><h4>Required Skills and Competencies</h4><ul><li>Strong proposal and concept note writing skills.</li><li>Good knowledge of grant management and donor compliance requirements.</li><li>Strong partnership and donor relationship-management skills.</li><li>Ability to interpret donor guidelines, agreements, and contractual requirements.</li><li>Strong coordination, communication, and organizational skills.</li><li>Ability to manage multiple proposals, grants, and deadlines.</li><li>Strong attention to detail and document-management skills.</li><li>Excellent written and spoken English and Arabic.</li><li>Proficiency in Microsoft Office; familiarity with SharePoint, Odoo, or similar systems is an advantage.</li><li>High level of integrity, accountability, and confidentiality.</li></ul><h4>Role Boundaries</h4><p>The position focuses on partnership development, resource mobilization, proposal development, grant administration, donor reporting coordination, and donor compliance. It does not manage day-to-day project implementation. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.</p><p> </p><p>COOPI is currently implementing several projects in North Darfur and Khartoum in the sectors of WASH, Food Security and Livelihood, Climate Change adaptation, Disaster Risk Reduction (DRR) and Refugee Response.</p><p> </p><p>The Project Manager is responsible for the overall planning, implementation, monitoring, and oversight of the AICS funded Project (WASH). Together with a Sudanese NGO, we provide physical and functional rehabilitation as well as mental health & psychosocial support in health centers and communities.
