As part of Save the Children’s dual mandate, the WASH Officer will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required. </p><h4>Duties and responsibilities</h4><p><strong>Projects implementation:</strong></p><ul><li>Under the supervision of the WASH Coordinator/Health Manager, and in coordination with relevant ministries, directly implement assessment for WASH needs both at community and institutional level.</li><li>Implement Water, Sanitation and hygiene promotion activities in close collaboration with the WASH Coordinator/Manager. </li><li>Provide regular reports on WASH issues and program progress against work plans and program activities.</li><li>Sensitizing beneficiaries about various aspects, requirements and information needed to ensure participation in the project’s activities.</li><li>Support the development of hygiene promotion materials.</li><li>Mobilize communities, disiminate and convoy hygiene promotion messages among community members as well as elaborating plans of awareness raising activities. </li><li>Prepare distribution plans for WASH items, tools and hygiene kits and document distribution process.</li><li>Support in the development and establishing Community committees. </li><li>Conduct training sessions for the community volunteers and/or targeted populations.</li><li>Conduct regular field visits to ensure good implementation of WASH activities as well as sessions conducted by staff or community volunteers.</li><li>Supervise and conduct validation of beneficiaries. </li><li>Ensure good archiving and documentation of WASH program activities.</li><li>Under the supervision of WASH coordinator/manager, supervise the construction/rehabilitation process ensuring that it is completed within timelines, according to approved BoQs and quality outcomes and in compliance with Save the Children International construction policy.</li><li>Ensure that variations are approved by direct line manger according to SC procedures before giving work order to the contractor</li><li>Verify incoming materials are of the highest quality and from acceptable country of origin.</li><li>Certify achievement of contractual milestones, and provide report to line manager Health & Nutrition coorindaotr / Head of programme implmenation so payment to contractors can be processed </li><li>Develop and implement safety standard checklists ensuring that children’s safety is central </li><li>Ensure good and accurate data collection and reporting against project monthly achievement and progresses.</li><li>As needed, conduct Focus Group Discussions, assessments and questionnaires to ensure community’s feedbacks, analayze the data and recommend actions for improvements </li></ul><p><strong>Monitoring</strong></p><ul><li>Conduct on spot ckeck for WASH services delivery and ensure all planned activities implemented and delivered according to WASH standards (Sphere, local) and the WASH sector quality bench marks and conduct required corrections and actions.</li><li>Follow up implementation of WASH activities in close coordination with local partners and ensure WASH quality bench marks are met for all delivered services and activities.</li></ul><p><strong>Reportinting, assessment and proposal development</strong></p><ul><li>Provide daily, weekly and monthly reports on implementation of WASH activities and updatae projects IPTTs on monthly basis. </li><li>Assists with developing of proposal and concept papers.</li><li>Participates in related assessments and surveys.</li></ul><p><strong>Technical support/ capacity building</strong></p><ul><li>Technical training of local partners and ministerial and institutional staff, community volunteers and members of WASH committees, on how to use/maintain WASH facilities </li></ul><p><strong>Coordination/ representation</strong></p><ul><li>Coordinate with and mobilizes local communities, relevant government bodies and local NGOs to participate effectively in Wash program activities.</li><li>Coordinate with relevant partner to ensure implementation of activities.</li><li>Participates in WASH sector coordination meetings when required.</li><li>Represent Save the Children in official meetings and workshops, related to WASH, conducted by government sectors and other partners.</li><li>Implements WASH activities in close coordination with related sectors from government and other partners.</li><li>Works closely with WES, MoH and other relevant government departments and promotes good relationships with line government ministries, commissions, communities and Conducts regular supervision using the HR compliance checklist</li><li>Responsible to ensure all new staff were well inducted and have all the information required to enable them to perform -ensures each staff has a job description, performance objective linked to KPI against which individual staff will be perform managed, provide regular feedback to staff on his/her performance.</li><li>Responsible for the follow up whether the staff annual leave plans and update staff annual leave balance are prepared on time. </li><li>Responsible for the follow up that Annual staff performance review are compiled/completed and submitted on time.</li><li>With the support of the field HR and Admin department, the timely submission of the timesheets of all the field staff on the last day of the month.</li><li>Responsible for follow up schedule of recruitment process, staff contract renewal or termination based on grant cycles.</li><li>Follow up with local authorities (HAC, Labor office and local court) on all staff related and litigations</li><li>In coordination with the field HR and Admin department, ensure the timely submission of the field HR and Admin deliverables (weekly, monthly, quarterly, donor reports) in adherence to the minimum standards.</li></ul><p><strong>Budget & Finance </strong></p><ul><li>Prepares and submit monthly cash projection based on approved work plans and budget allocated by the project managers, as per the minimum standards</li><li>Review cash payment voucher/ follow-up for approval as per approval matrix</li><li>Follow up with the Senior Finance Officer that daily cash balance is submitted to the Country office on time. </li><li>Responsible for Conducting surprise cash count.</li><li>Follow up weekly/ monthly cash transaction journal are submitted on time to Shangil Tobaya, North Darfur Office. </li><li>In coordination with field finances department, ensure the timely submission of the field finances deliverables (daily, weekly, monthly, quarterly, donor reports) in adherence to the minimum standards.</li></ul><p> </p><p><strong>Reporting: </strong></p><ul><li>Submit a weekly field report – that includes the program, operational and security updates to the Director, Field Programs Implementation and close follow up on weekly priorities set by him and report regularly.</li><li>Submit the monthly minimum standards report to the Director, Field Programs Implementation</li><li>Assure that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations. </li></ul><p> </p><p><strong>Security </strong></p><ul><li>Ensure monitoring of the security situation by the security focal point and ensure implementation of security rules and regulations and in close coordination with the Roving Security Officer.</li><li>Serve as security focal person for the site in close coordination with the Roving Security Officer.</li><li>Responsible for attending regular security coordination meeting (when the Roving Security is away from Shangil Tobaya, North Darfur) and provide regular up-date to Director – Field Programs Implementation, Country Security Manager and Country Director.</li><li>Liaison with local authority/community and staff on security matters to ensure safe program operations (when the Roving Security is away from Shangil Tobaya, North Darfur). This includes always securing prior approval for movements in the field (when the Roving Security is away from Shangil Tobaya, North Darfur).</li><li>Work closely with the Roving Security Officer to ensure the timely submission of the weekly security update to the Security Manager, the Director – Field Programs Implementation and the Country Director.</li><li>When required and in the absence of the Roving Security Officer, Assist the Security Manager to review site security guideline/SOP based on existing realities</li></ul><p> </p><p><strong>Representation and outreach </strong></p><ul><li>Responsible for representation – with the MOH, HAC, UN, INGOs, local authorities, civil society and community groups field level donor meetings. Ensure the technical leads, participate in all WASH health and nutrition related coordination meetings and provides regular update.
