<p>Section/Unit: WASH<br>Grade Level: 13<br>Supervisor: WASH Manager<br>No. of Post: 1<br>Duty Station: Khartoum<br>Duration: I year with possibility of extension<br>Closing Date: 27 August 2026</p><h4>Background</h4><p>The WASH Officer is responsible for the technical design, implementation, supervision, monitoring, and reporting of WASH infrastructure and activities under assigned projects. The role supports preparation of designs, BoQs, specifications, tender documents, and site supervision to ensure quality delivery. The position also supports WASH behaviour change activities to improve sanitation and hygiene practices, prevent WASH-related disease outbreaks such as cholera, and strengthen community capacity for sustainable use and management of WASH facilities.</p><h4>Duties and responsibilities</h4><p><strong>1.Project planning and Implementation</strong> </p><p>• Support day-to-day implementation of WASH project activities in line with the approved work plan, DIP, budget, donor requirements, and World Vision standards.</p><p> • Prepare basic engineering designs and technical inputs for water supply and civil construction works, including drawings, BoQs, specifications, site measurements, and material estimates. Proficiency in engineering design software such as EPANET, AutoCAD, ArchiCAD, Civil 3D, or related tools for WASH and civil works design. </p><p>3. Practical experience in implementing WASH project models, including sanitation, hygiene promotion, behaviour change, and community-based approaches. </p><p>4. Experience supporting WASH assessments, proposal development, project reporting, and donor-compliant documentation. </p><p>5. Experience mainstreaming gender, environment, peacebuilding, disability inclusion, and community accountability in project implementation. </p><p>6. Experience coordinating with government authorities, UN agencies, NGOs, donors, private sector actors, and community structures.</p><p> </p><p><strong>Required Education, training, license, registration, and certification</strong></p><p>1.Bachelor’s degree in civil engineering, Water Engineering, Water and Environmental Sanitation Engineering, or a related field. </p><p>2. In particular, the sector includes: FSL, Health, Nutrition, Protection, WASH, and cash programs. SUDO is currently operating through 12 well-established field offices. </p><h4>Duties and responsibilities</h4><p>Under the direct supervision of the MEAL Coordinator, the Senior MEAL officer will lead MEAL activities guided by SUDO MEAL manual and donor requirements. ECE monitoring tool will be created to measure the quality of the ECE programme. </li><li>Insure conduction of quarterly teacher trainings for ECE teachers. </li><li>Insure conduction of ECE awareness campaign targeting parents and other community members. </li><li>Insure creation of a parenting programme curriculum based on the classroom curriculum. A ‘Learning at home’ curriculum will be developed. </li><li>Insure creation of a monitoring tool to measure the quality of parenting sessions.</li><li>Insure conduction of quarterly teacher trainings on how to conduct parenting programmes in their respective preschools. </li><li>Monitor closely activities implemented by the 2 applicants and submit field visits reports.</li><li>Insure partners advances were liquidated on time and that all needed documents were correct and meets donor compliances. </li><li>Work closely with two co-applicants in order to strengthen their capacities while respecting the guidelines of this project. </li><li>To be involved in the implementation of activities as noted <strong>1</strong>. above – particularly technical support on capacity building activities, campaigns, managing the Financial Support to Third Parties (FSTP) and working with local level actors. </li><li>Necessary information / training, performance monitoring skills acquired by the CBOs. </li><li>Communities properly mobilized and well contributed in the project in order to lead their development process themselves. </li><li>Participate in developing and maintaining of project reporting protocols, both narrative and financial, and ensure accurate and prompt reporting to all concerned (Plan International Sudan, donor, Government of Sudan, and other project stakeholders).</li><li>Work with the project’ partner to ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews.</li><li>Support project manager ensure timely quarterly performance indicator tracking tables. </li><li>Support project manager ensure grant/project management compliance with donor regulation.</li></ul></li><li><strong>Actively participate in the design and implementation of new initiatives that would improve the existing project. The role contributes to improving access, retention, and learning outcomes while reducing protection risks such as child labor, early marriage, and exploitation. The position ensures alignment with project design, INEE Minimum Standards, World Vision education in emergency implementation standard, and integrated multi-sector responses, working closely with government, clusters, and communities. <p>Section/Unit: Cash & Voucher Assistance<br>Grade Level: 9<br>Supervisor: Cash Program Manager<br>No. of Post: 1<br>Duty Station: Khartoum<br>Duration: 6 Months<br>Closing Date: 28 August 2026</p><h4>Background</h4><ol><li><strong>Job Summary: </strong></li></ol><p>The Cash Project Manager will be responsible for overseeing the Cash Transfer Programs under CARE International in Sudan’s response strategy. This position entails strategic leadership in the planning, execution, and monitoring of cash programs aimed at supporting vulnerable populations affected by conflict in Sudan. The Cash Project Manager will ensure the program's alignment with CARE's strategic objectives and donor requirements while promoting accountability, compliance, and high-quality implementation. The role demands close collaboration with internal teams, partners, stakeholders, and beneficiaries to maximize the impact of cash-based interventions.</p><h4>Duties and responsibilities</h4><p><strong>1- Program Strategy and Leadership:</strong></p><ul><li>Develop and lead the overall strategy for cash transfer programs, ensuring alignment with CARE’s humanitarian objectives and donor guidelines. </li><li> Provide strategic oversight and direction to program teams in the design, implementation, and scaling of cash-based interventions. </li><li> Foster innovation and continuous improvement in program delivery by integrating best practices and lessons learned. </li><li>Represent CARE International in high-level coordination meetings with donors, partners, and other stakeholders, advocating for effective cash assistance strategies. </li></ul><p><strong>2- Program Implementation and Management:</strong></p><ul><li>Lead the planning, coordination, and execution of cash transfer programs, ensuring that all activities are conducted in a timely, efficient, and transparent manner. </li><li>Oversee the beneficiary identification and registration processes, ensuring adherence to CARE’s targeting criteria and methodologies. </li><li>Ensure the effective management of program resources, including budgets, human resources, and logistics, in line with CARE’s policies and donor requirements.</li><li> Collaborate with sector leads within CARE to ensure integrated program delivery and maximization of impact.</li></ul><p><strong>3- Monitoring, Evaluation, and Reporting:</strong></p><ul><li>Develop and implement a comprehensive monitoring and evaluation framework to assess the effectiveness and impact of cash transfer programs. </li><li>Ensure the timely collection and analysis of data to inform program adjustments and decision-making.</li><li>Prepare and submit high-quality reports on program progress, challenges, and outcomes to CARE’s senior management and donors. </li><li>Lead the documentation of best practices, lessons learned, and success stories to enhance future program designs and proposals.</li></ul><p><strong>4. Capacity Building and Quality Assurance:</strong></p><ul><li> Identify capacity-building needs within the program team and local partners, providing training and support to enhance their skills in cash programming. </li><li>Ensure that all program activities comply with CARE’s quality standards, donor regulations, and international best practices. </li><li>Implement accountability mechanisms, including feedback and complaints systems, to ensure the program's responsiveness to beneficiaries' needs.</li></ul><p><strong>5. Compliance, Risk Management, and Accountability:</strong></p><ul><li>Oversee the implementation of compliance frameworks to ensure that all cash assistance activities adhere to CARE’s policies, donor requirements, and local laws. </li><li>Monitor and manage risks associated with cash programming, including fraud, security, and operational risks.</li><li>Ensure that all protection issues, including safeguarding concerns, are promptly reported and addressed in line with CARE’s protocols. </li></ul><p><strong>IV. Contacts and Key Relationships:</strong></p><ul><li>The position contact includes all CARE staff at field office and related local authorities, UN, NGOs and partners.</li></ul><p><strong>V. Working Conditions:</strong></p><ul><li>As stated in the terms of contract and the CARE HR manual.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><p><strong>Required:</strong></p><ul><li>bachelor’s degree in a relevant field, such as economics, business, international development, humanitarian studies, or another related field.</li><li><strong>Desired: </strong></li><li>Master’s degree in a relevant field.</li><li>Certified in Project Management (e.g. PMD Pro) or equivalent combination of education and work experience is an asset.</li></ul><p><strong>Skills and Experience Required:</strong></p><ul><li>Minimum of <strong>6 years’ experience</strong> of working with NGOs in fragile and humanitarian settings with<strong> Minimum 4 years</strong> of experience in designing and implementing cash assistance in humanitarian settings.</li><li>Training in Cash and voucher assistance and market-based approaches (CALP, MERS, sectoral such as WASH, Health, Nutrition).</li><li>Training in gender.</li><li>Strong contextual knowledge of Sudan ‐ social, cultural, and economic context, priorities, and constraints</li><li>Knowledge of the humanitarian program cycle, humanitarian coordination frameworks, and the general humanitarian funding landscape.</li><li>Commitment to equal opportunity and gender equality.</li><li>Demonstrated experience in integrating gender and diversity issues into programs.</li></ul><p>
