Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service </li><li>Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures. </li><li>Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)</li><li>Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participation in shifts and replaces a doctor, if necessary</li><li>Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required</li><li>Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).</li></ul><p><strong>MSF Section/Context Specific Accountabilities</strong></p><ul><li>Implementation of medical activities in pediatric and maternity hospitals + PHCCs → new project.</li><li>Closely manages the Medical Doctors including the fulfilment of their job accountabilities.</li><li>Ensures all MOH/WHO/MSF medical protocols are followed and implemented, checking universal precautions are always followed and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.</li><li>Excellent capacity to negotiate: this position will play a key role in negotiations with MOH and other actors and authorities partners.</li><li>Excellent in networking and bulding relations as this position will play a key role in coordinationg with other actors and authorities.</li><li>Takes active role in surveillance of alerts in collaboration with PMR and EPI team: diseases with oubreak potential, displacement of population and mass casaulty.</li><li>Contribute to improve the active emergency surveillance system, alert investigation, emergency preparedness and timely provision of response for priority diseases and events (cholera, measles, meningitis, diphteria and malaria/dengue)</li><li>Essential good communication skills and Capacity building of MSF and MOH teams on diverse medical topics: clinical topics as relevant, outbreak management, mass casaulty planning, and triage systems.</li><li>Jointly with the rest of medical team, ensure rational use of medications and appropiate use of biomed equipment by enforcing compliance with MSF protocols and conducting consumption vs morbidties analysis on monthly basis.</li><li>Lead or participate in rapid needs assessments and outbreak investigations </li><li>Ensure patient-centered care approaches, support nutritional screening and support for admitted children, and manage the safe discharge process with clear follow-up plans.</li><li>Design and implement a comprehensive capacity-building plan for MSF and MOH staff on diverse topics: clinical protocols (e.g., pediatric emergencies, outbreak case management), Iand data management.</li><li>Take an active role in surveillance of alerts (epidemic-prone diseases, population displacement) in collaboration with the PMR and Epidemiologist/EPI team.</li><li>In collaboration with the epidemiologist/data team, monitor disease trends and recommend adjustments in clinical practice, early warning triggers, and resource allocation.</li><li>Ensure the timely, accurate collection, analysis, and reporting of medical data.</li><li>Implementation and monitoring of the MSF National Staff Health Policy within the project. Serve as the focal point for all staff health issues.</li><li>Assessment of Referral Hospitals: Proactively assess, validate, and regularly re-evaluate the capacity, quality, and safety of identified referral hospitals for the referral of national/international staff. This includes evaluating clinical services, diagnostic capacity, pharmacy stocks, infection control, and cost structure.</li><li>In collaboration with the PMR and MD SH, ensure all staff are briefed on health risks, vaccination status is monitored, and appropriate post-exposure prophylaxis (PEP) and referral pathways for sick staff are clearly established and functional.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><figure class="table"><table><tbody><tr><td><strong>Education</strong></td><td>Medical doctor degree.
