We place a specific focus on girls and women, who are most often left behind. </p><p>We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries.</p><p>The role is to provide technical support to the design, implementation and monitoring of the <strong>Early Childhood Education</strong> (ECE) activities in the project in the target project locations with a special focus on improving access to early childhood education in Kassala State, through ensuring 550 children 0-5 years old are enrolled ECE centers in in the targeted localities. </p><h4>Duties and responsibilities</h4><ul><li><strong>Dimensions of the Role</strong></li></ul><p>The Program Officer – is a key person among the teams, the areas of his/her role is mainly focus on the following 04 dimensions of roles:</p><ul><li>Ensure that all project activities under his\her responsibility are implemented as planned and facilitate for smooth implementation.</li><li>Ensuring good management of project partners.</li><li>Ensure good working relationship with all the key stakeholders including, Kassala State’ Ministry of Education (SMOE), localities Level - Departments of Primary Education (DPE), PTAs and target communities.</li><li>Ensure and participate effectively in reporting for Donors and other partners reporting requirements-which are stated in the FAD and project agreements- in proper and timely manner.</li><li>Actively participate in the design and implementation of new initiatives that would improve the existing project. ECE monitoring tool will be created to measure the quality of the ECE programme. </li><li>Insure conduction of quarterly teacher trainings for ECE teachers. </li><li>Insure conduction of ECE awareness campaign targeting parents and other community members. </li><li>Insure creation of a parenting programme curriculum based on the classroom curriculum. A ‘Learning at home’ curriculum will be developed. </li><li>Insure creation of a monitoring tool to measure the quality of parenting sessions.</li><li>Insure conduction of quarterly teacher trainings on how to conduct parenting programmes in their respective preschools. </li><li>Monitor closely activities implemented by the 2 applicants and submit field visits reports.</li><li>Insure partners advances were liquidated on time and that all needed documents were correct and meets donor compliances. </li><li>Work closely with two co-applicants in order to strengthen their capacities while respecting the guidelines of this project. </li><li>To be involved in the implementation of activities as noted <strong>1</strong>. above – particularly technical support on capacity building activities, campaigns, managing the Financial Support to Third Parties (FSTP) and working with local level actors. </li><li>Necessary information / training, performance monitoring skills acquired by the CBOs. </li><li>Communities properly mobilized and well contributed in the project in order to lead their development process themselves. </li><li>Participate in developing and maintaining of project reporting protocols, both narrative and financial, and ensure accurate and prompt reporting to all concerned (Plan International Sudan, donor, Government of Sudan, and other project stakeholders).</li><li>Work with the project’ partner to ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews.</li><li>Support project manager ensure timely quarterly performance indicator tracking tables. </li><li>Support project manager ensure grant/project management compliance with donor regulation.</li></ul></li><li><strong>Actively participate in the design and implementation of new initiatives that would improve the existing project. The role contributes to improving access, retention, and learning outcomes while reducing protection risks such as child labor, early marriage, and exploitation. The position ensures alignment with project design, INEE Minimum Standards, World Vision education in emergency implementation standard, and integrated multi-sector responses, working closely with government, clusters, and communities. BFD aspires to provide an integrated humanitarian and development response to conflict-affected areas through a professional, neutral, transparent approach, and through adherence to the Core Humanitarian Standards (CHS).</p><h4>Duties and responsibilities</h4><p><strong>Duties and Responsibilities:</strong></p><ul><li>Inspect WFP food commodities upon receipt at BFD locality warehouses and verify quantity, package integrity, expiry date, and delivery documents.</li><li>Monitor warehouse conditions (cleanliness, ventilation, palletized stacking, moisture protection, pest control, and separation from non-food items).</li><li>Ensure proper stock rotation (FIFO/FEFO) and support checks of stock cards, bin cards, and warehouse records with the warehouse team.</li><li>Conduct routine and spot quality inspections in warehouses and distribution points using standard checklists and follow up corrective actions.<br>Develops and implements plans and procedures for executing the distribution of food commodities in accordance with the specifications, conditions and dates agreed upon.</li><li>Verify school dispatch quantities against approved plans and maintain traceability from WFP receipt to warehouse release and school delivery.</li><li>Conduct regular school visits to inspect storage, kitchen hygiene, utensils, water used for cooking/cleaning, and food handling practices.</li><li>Monitor food preparation, cooking, and serving practices in schools to ensure hygiene compliance and reduce contamination risks.</li><li>Observe commodity use and portioning, record wastage/spoilage, and provide recommendations to improve quality and minimize losses.</li><li>Train warehouse staff, loaders, distribution teams, school cooks, and school feeding committees on food safety, storage, hygiene, and incident reporting.</li><li>Support investigation of food safety complaints/incidents and implement immediate containment, documentation, and escalation procedures.</li><li>Coordinate with the Program Manager, logistics/warehouse teams, school administrations, and relevant WFP focal points on food safety and quality matters.</li><li>Preparing and implementing quality and food safety plans for all operations.</li><li>Identify and report damaged, expired, wet, infested, or non-conforming commodities, and ensure segregation until further instruction.</li><li>Monitor safe loading, offloading, handling, and transport to schools, ensuring vehicles are clean, covered, and suitable for food transport.</li><li>Undertakes the development of the food safety guide for the project and supervises the implementation of its content.</li><li>Develop preventive health measures in accordance with principles, standards and scientific evidence based on the principle of risk analysis, in a manner that protects the health of the beneficiary students and families and implement these measures.</li><li>Prepares periodic reports on the level of commitment to the approved plans and programs entrusted to him and determines deviations, obstacles and proposed solutions.</li><li>Prepares and submits periodic reports in accordance with the specified and approved forms on time, and provides supporting documents.</li><li>Documenting, preserving and archiving all documents, records and data related to his work duties.</li><li>Performs any other tasks related to his competence and objectives.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li>Excellent management and leadership skills.</li><li>Strong problem-solving skills.</li><li>Good organizational and time management skills.</li><li>Excellent communication, interpersonal and team building skills.</li><li>Good knowledge of food security norms and standards.</li><li>Knowledge of international humanitarian guidelines, standards and protocols is desirable</li><li>Good understanding and knowledge of supply chains.</li><li>Ability to achieve results and meet deadlines in a demanding, pressured and fast-paced environment. </li><li>Proficiency in Microsoft Office.</li><li>Dynamic personality.</li><li>Diplomacy, confidence and ability to support and train staff.</li><li>Capacity and willingness to travel to the field.</li><li>Fluency in written and spoken Arabic and English.</li></ul><p><strong>Qualification: </strong></p><ul><li>Bachelor degree in agriculture, agronomy, food security, humanitarian action or any related field. BFD aspires to provide an integrated humanitarian and development response to conflict-affected areas through a professional, neutral, transparent approach, and through adherence to the Core Humanitarian Standards (CHS).</p><h4>Duties and responsibilities</h4><p><strong>Administrative:</strong></p><ul><li>Ensure office reception is well managed, organized and attended to, at all times, receiving guests, directing them, as well as receiving and dispatching calls (i.e. seating, visibility, notice board, tidiness, etc.)</li><li>Ensure that the office stationery, office supplies and guesthouse supplies are order on time that involves raising purchasing requests.</li><li>Provide secretarial support such as typing, takings minutes, drafting letters, and translation of English or Arabic documents etc.</li><li>Ensure that the telephone bills, electricity and water bills are paid on time for the office, guest house and other compounds in collaboration with the finance team.</li><li>Be responsible for organizing BFD events such as seminars, meetings and workshops.</li><li>Keep record of all stationeries/stocks used in the office and produce monthly stationery stock reports; </li><li>Facilitation of office building, premises and equipment maintenance and repair</li><li>Day to day management of the guesthouse and office including direct supervision of cleaners.</li><li>Assist in filing, preparing and keeping updated database of all admin activities and BFD contact list regularly</li><li>To report all administration activities in weekly/ monthly basis to the line manager.</li></ul><p><strong>HR:</strong></p><ul><li>Adhere to BFD policies, tools, handbooks and guidelines.</li><li>Assist with the recruitment process by calling the candidates and arranging for the test and interviews also create longlist with close supervision of HR </li><li>Follow-up with staff attendance/timesheet/leave records on a daily basis and to prepare summary report of attendance to be submitted Field Office each month.</li><li>Ensure proper filing of documents as per the BFD standard.</li><li>Proactively participate in recruitment processes including interview scheduling, interviewing, preparation of outcome reports and reference checks.</li><li>Any other task requested from time to time.</li></ul><p><strong>On-boarding and staff orientation:</strong></p><ul><li> Working with the Field Coordinator and the HR in coordinating and facilitating a comprehensive orientation program for all new staff in the field office.</li><li>On-boarding new staff into BFD administration and staff policies.
