The realisation of our global strategy 2023-2027 “All girls standing strong creating global change” requires the accurate identification, analysis, and mitigation of safety and security risks in order to facilitate access and safety for development and humanitarian programming and influencing in Sudan. Therefore, this role has oversight for Plan International Sudan’s Office safety and security and ensures operations are within acceptable risk levels. The incumbent manages security focal point persons in all operational locations, whose role encompasses both traditional INGO safety and security management as well as various liaison and negotiation tasks that are critical to operating in Sudan.</p><p> </p><p><strong>Dimensions of Role</strong></p><p>This role is line managed by the Country Director (CD), and supervises all staff designated with security and liaison responsibilities, some of whom are stationed in programme areas. The incumbent is a budget holder for all security plans, and is a member of the extended Country Leadership Team (eCLT) will work with the mission to ensure that organizational security and access policies and procedures are responsive to the context, adequate and known to staff and advise on humanitarian access processes and approaches in close coordination with program teams.</p><h4>Duties and responsibilities</h4><p><strong>Accountabilities:</strong></p><p> </p><p><strong>Safety and Security Management</strong></p><ul><li>Develop, update, and maintain a security management plan, Standard operating Procedures (SoPs), tools, and resources for effective management of safety, security and access risks</li><li>In line with risk assessment guidelines, lead regular strategic and operational security risk assessments, evaluations, and analysis with CLT and relevant teams, and advise contextual factors</li><li>Provide proactive advice, guidance, and support to the CD and CLT on safety and security mitigation measures and their implementation, in line with local and federal laws and regulations</li><li>Lead the development of the safety and security section of the fiscal annual plan and budget</li><li>Develop safety and security scenario plans for risk management and propose risk reduction measures</li><li>Ensuring that all Plan International Sudan offices are meeting minimum standards of compliance with the security policy and procedures e.g. to safeguard lives, premises, and assets</li><li>Foster a ‘security culture’ among staff to prioritise safety and ensure that they are working within an environment consistent with accepted minimum safety and security standards</li><li>Develop office site selection criteria, protocols and a system to document, to ensure that all sites are properly evaluated</li><li>Regularly visits sites with conspicuous safety and security concerns as needed and recommend continuous security improvement measures</li><li>Compile documentation on disaster-prone areas and ensure that programming staff are aware of necessary security mitigation measures</li><li>Analyse working environments by assessing the nature of the threats (UXOs, landmines) and vulnerabilities in relation to emergencies, programming, advocacy, and communication</li><li>Regularly test security equipment such as satellite phones, radios and other Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health,<br>nutrition, peace building and protection, resilience, and Market Systems Development.<br>The EU Youth programme is an European Commission-funded action implemented by Mercy Corps in<br>consortium with the Danish Refugee Council (DRC) and local partners to support conflict- and<br>displacement-affected young people aged 15–35 in nine target states (of which Mercy Corps will work in<br>four (and potentially 5) states: South Darfur, Kassala, River Nile, and North and South Kordofans). The 42-<br>month program started in January 2026, and will respond to Sudan’s protracted crisis by combining shortterm<br>income opportunities with pathways to longer-term economic recovery, while strengthening protection<br>and social cohesion for youth, especially young women, internally displaced persons (IDPs), and youth with<br>disabilities.<br>Through an integrated approach, the EU Youth programme will deliver labour-intensive, community-based<br>public works and Cash for Work (CFW) activities that rehabilitate priority community assets and improve<br>access to services and markets, alongside market-relevant training, entrepreneurship support, and<br>linkages to employment and financial services (including VSLAs). All activities are designed using conflictand<br>inclusive approaches and are informed by assessments, with protection mainstreaming and<br>community safety measures embedded where feasible to support safe participation and reduce<br>vulnerabilities.</p><p><br><strong>POSITION SUMMARY</strong><br>The Grants and Partnerships Coordinator will support the EU Youth programme (EMPOWER), leading the<br>day-to-day management of the programme’s partnerships with five local implementing partner NGOs<br>across the five target states. Reporting to the Deputy Project Director, the Coordinator will ensure that<br>partnership agreements, EU-required Financial Support to Third Parties (FSTP) modalities, and donor<br>compliance requirements are effectively managed, and that partners are supported to deliver high-quality,<br>compliant, and conflict sensitive activities across all programme outputs, including:<br>- Labour-intensive community public works (Cash for Work),<br>- Youth skilling, vocational training, and life skills development,<br>- Financial inclusion (VSLAs, cash grants, stipends),<br>- Protection integration, and Youth-led peacebuilding and community safety initiatives.</p><p><br>The role will serve as the primary liaison between the programme and its five local partners, coordinating partner selection, due diligence, onboarding, agreement management, compliance monitoring, reporting, and close-out. A willingness to relocate within North Darfur upon request is required.<br>Duration: 12 months<br>Closing Date: 10 Oct 2026</p><h4>Background</h4><p>GOAL has been operating in Sudan since 1984 and currently implements programs in the North Darfur and South Kordofan states. These programs focus on health, nutrition, food security and livelihoods (FSL), and water, sanitation, and hygiene (WASH). Recently, GOAL successfully completed a health systems strengthening project called HealthPro in North Darfur, specifically in the localities of Kutum, Umbaro, and Serf Umra. The follow-on project, HealthPro-2, commenced in February 2024 and is being implemented in North Darfur, South Kordofan, and White Nile states. Funded by the European Union (EU), the project aims to improve the health conditions of vulnerable populations affected by extreme poverty, food insecurity, and malnutrition in the target states. HealthPro-2 is being implemented in collaboration with the State Ministry of Health (SMOH), the National Health Insurance Fund (NHIF), and the National Medical Supplies Fund (NMSF) across these states. The implementation encompasses various activities at the state, locality, health facility, and community levels. These activities will include a range of health systems strengthening (HSS) and social accountability (SA) activities along the six World Health Organization (WHO) health system building blocks to improve the availability and quality of health services in 16 primary healthcare (PHC) facilities, as well as the referral linkages between the PHCs and the rural hospitals. Additionally, several HSS and SA interventions are carried out at the State and Locality Health Department (LHD) levels, including the strengthening of the governance of the decentralized health system in the target states and localities. Despite the ongoing war in Sudan posing several challenges, GOAL remains committed to delivering humanitarian and development interventions to communities in North Darfur, South Kordofan, and White Nile State. Consequently, GOAL is currently seeking a senior, competent, and dedicated HSS and SA Coordinator to lead the implementation of a wide range of HSS and SA activities in North Darfur State.</p><p> </p><p>The HSS/SA Coordinator will lead the implementation of the HealthPro-2 project strategy and its components related to health system counterparts and stakeholders, as well as community engagement, health promotion, and accountability. The coordinator will work closely with the SMOH, LHDs, NHIF, and NMSF, as well as national NGOs, Community Health Committees (CHCs), and other health system stakeholders in North Darfur, all of which are central to the overall project strategy. Health System Strengthening</strong></p><p> • Lead the implementation of the Health Systems Strengthening (HSS) interventions, ensuring that the planned HSS activities are executed, and maintaining close collaboration with the North Darfur HSS stakeholders, including the SMOH, NHIF, NMSF, and LHDs, all of which are critical counterparts in HealthPro-2 implementation. </p><p>• Take the lead in facilitating discussions regarding the implementation of the HealthPro-2 project.
