Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health,<br>nutrition, peace building and protection, resilience, and Market Systems Development.<br>The EU Youth programme is an European Commission-funded action implemented by Mercy Corps in<br>consortium with the Danish Refugee Council (DRC) and local partners to support conflict- and<br>displacement-affected young people aged 15–35 in nine target states (of which Mercy Corps will work in<br>four (and potentially 5) states: South Darfur, Kassala, River Nile, and North and South Kordofans). The 42-<br>month program started in January 2026, and will respond to Sudan’s protracted crisis by combining shortterm<br>income opportunities with pathways to longer-term economic recovery, while strengthening protection<br>and social cohesion for youth, especially young women, internally displaced persons (IDPs), and youth with<br>disabilities.<br>Through an integrated approach, the EU Youth programme will deliver labour-intensive, community-based<br>public works and Cash for Work (CFW) activities that rehabilitate priority community assets and improve<br>access to services and markets, alongside market-relevant training, entrepreneurship support, and<br>linkages to employment and financial services (including VSLAs). All activities are designed using conflictand<br>inclusive approaches and are informed by assessments, with protection mainstreaming and<br>community safety measures embedded where feasible to support safe participation and reduce<br>vulnerabilities.</p><p><br><strong>POSITION SUMMARY</strong><br>The Grants and Partnerships Coordinator will support the EU Youth programme (EMPOWER), leading the<br>day-to-day management of the programme’s partnerships with five local implementing partner NGOs<br>across the five target states. Reporting to the Deputy Project Director, the Coordinator will ensure that<br>partnership agreements, EU-required Financial Support to Third Parties (FSTP) modalities, and donor<br>compliance requirements are effectively managed, and that partners are supported to deliver high-quality,<br>compliant, and conflict sensitive activities across all programme outputs, including:<br>- Labour-intensive community public works (Cash for Work),<br>- Youth skilling, vocational training, and life skills development,<br>- Financial inclusion (VSLAs, cash grants, stipends),<br>- Protection integration, and Youth-led peacebuilding and community safety initiatives.</p><p><br>The role will serve as the primary liaison between the programme and its five local partners, coordinating partner selection, due diligence, onboarding, agreement management, compliance monitoring, reporting, and close-out. He/she will work closely with the Grants & Partnerships Officer, programme, finance, subawards, and operations teams, as well as DRC counterparts, to ensure harmonized, accountable partnership management across all states and all activity areas.<br>The ideal candidate brings strong experience in grants and sub-award management, local partner capacity strengthening, donor compliance (ideally EU-funded programmes and FSTP modalities), reporting, and coordination across multiple locations in highly insecure, rapidly evolving contexts.<br>Time allocation (LoE – 100% EU Youth Programme (EMPOWER)).</p><h4>Duties and responsibilities</h4><p><strong>ESSENTIAL RESPONSIBILITIES</strong></p><p><br><strong>Grants and Partnership Management</strong><br>• Serve as the focal point for the management of the programme’s five local implementing partner NGOs across the five target states, ensuring effective, respectful, and accountable partnership engagement throughout the programme cycle.<br>• Support partner mapping, due diligence, vetting, and selection processes in coordination with the Grants & Partnerships Unit and Subawards team.<br>• Coordinate the development, review, and issuance of partnership agreements, amendments, and partner budgets in collaboration with programme, finance, and subawards teams.<br>• Organize partnership kick-off, review, and close-out meetings, ensuring clarity of roles, deliverables, and compliance requirements for each partner and that all relevant departments participate.<br>• Develop a thorough understanding of Mercy Corps internal and EU donor policies, regulations, and procedures; Job Summary:</strong></p><p>The MEAL Officer will be a part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supporting implementation of the overall MEAL.</p><p>S/he will assist the MEAL and project team with MEAL activities, including data collection, updating ITT, implementing post-distribution monitoring (PDM) as well as assisting on FAM for target communities. Mercy Corps Sudan is recognized as a leader in market systems, agricultural, and food security and building on this experience, the MC Sudan humanitarian program will layer in resilience and other program activities where appropriate and feasible to do so. Assistance is delivered with a focus on needs, in partnership with local actors and civil society. </p><p> </p><p>Collective Sudan (CCS) is a collaborative platform to advance a progressive vision of the potential of cash assistance to transform humanitarian response and recovery in partnership with vulnerable conflict-affected populations. CCS is led by Mercy Corps, building on its global experience and learning on leading cash consortia in multiple country contexts, as well as general expertise in cash coordination and breadth of technical resources. The consortium has 19 partners including 8 international NGOs and 11 national NGOs. IMPACT is a non-implementing partner dedicated to Monitoring, Evaluation, Research and Learning. IMPACT will support quality data systems and an objective evidence base that will be essential to CCS’ accountability and adaptive management to refine programming approaches to enhance impact as the Sudan crisis context evolves. The CCS works closely with other consortia and actors in Sudan to deliver an effective CVA response for communities affected by the crisis.</p><p> </p><p>The core pillars of the CCS response include: 1) basic needs through cash assistance both at the community level through Group Cash Transfers (GCTs) delivered to Community-Based Organizations (CBOs), as well as at the household-level through Multi-Purpose Cash Assistance (MPCA); 2) strengthening market systems to ensure resilience of key market actors and supply chains as well as strengthening the availability and affordability of key commodities; 3) strengthening capacity of local partner organizations with an emphasis on accompaniment and mentorship; and 4) generation of learning and evidence to inform broader response efforts.</p><h4>Duties and responsibilities</h4><p> </p><h4><strong>Essential Responsibilities </strong></h4><p><i>1. Programmatic Coordination & Facilitation</i></p><ul><li>Support facilitation of ABC coordination meetings at the state level.</li><li>Ensure coordination processes are inclusive, neutral, and solutions-oriented.</li><li>Support alignment with clusters, INGO Forum, ERM, and other coordination structures.</li><li>Engage with private sector actors, including Chambers of Commerce and market actors, to support market-based programming.</li><li>Support identification of response gaps and coordination of follow-up actions.<br><br> </li></ul><p><i>2. Information Management & Coordination Support</i></p><ul><li>Maintain up-to-date service mapping (who does what, where).</li><li>Support partner mapping and tracking of operational presence and capacity.</li><li>Contribute to joint prioritisation exercises and area-based planning processes.</li><li>Support tracking of referrals and coordination follow-ups.</li><li>Ensure timely sharing of information with the ABC Coordinator.<br><br> </li></ul><p><i>3. Operational Tracking & Problem Solving</i></p><ul><li>Track operational bottlenecks, including access, logistics, and service delivery constraints.</li><li>Support coordination with the INGO Forum on access-related challenges.</li><li>Engage with INSO to ensure awareness of security dynamics affecting operations.</li><li>Facilitate communication between partners to address constraints.<br><br> </li></ul><p><i>4. Stakeholder Engagement</i></p><ul><li>Engage with local authorities, communities, and local actors to strengthen contextual understanding.</li><li>Support inclusion of NNGOs, local responders, and private sector actors in coordination processes.</li><li>Maintain strong working relationships with partners operating in the state.<br><br> </li></ul><p><i>5. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.</p><h4>Minimum Qualification, Skills and Experience Required</h4><h4><strong>Minimum Qualification & Transferable Skills </strong></h4><ul><li>Bachelor’s degree in humanitarian affairs, development studies, social sciences, or related field.</li><li>Minimum 4–6 years of experience in humanitarian programming or coordination roles.</li><li>Experience working with INGOs, NNGOs, and coordination structures.</li><li>Strong facilitation, communication, and coordination skills.</li><li>Fluency in Arabic required; English proficiency required.</li><li>Strong knowledge of the Kordofan context and local actor landscape required.</li><li>Ability to operate in complex, insecure, and access-constrained environments.</li><li>Proven ability to <strong>build trust and collaboration</strong> with diverse stakeholders, including local NGOs, community groups, and consortium partners.</li><li>Excellent communication and presentation skills in <strong>Arabic and English</strong> (written and verbal).</li></ul><p> </p><h4><strong>Success Factors </strong></h4><p>The successful Capacity Strengthening Coordinator will combine deep technical knowledge of cash transfer programming with practical experience in supporting and developing partners. They will demonstrate creativity and adaptability in addressing challenges, particularly in complex or conflict-affected contexts. The officer will have strong communication and interpersonal skills to engage a range of stakeholders and foster effective partnerships. They will be experienced in designing, leading, and supporting capacity development initiatives, helping partners improve their systems and practices. The ideal candidate thrives in dynamic environments, manages multiple priorities efficiently, and approaches challenges with problem-solving and accountability. Clear, collaborative communication, and teamwork are central to success in this role.</p><p> </p><h4><strong>Living Conditions / Environmental Conditions</strong></h4><p>The position is based in Elobaid and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
