With a strong focus on compliance, accuracy, and coordination, the HR and Finance Assistant will support staff management, financial controls, and legal documentation in line with MSF procedures and local regulations</p><h4>Duties and responsibilities</h4><ul><li>Execute administrative and legal related tasks, under supervision of the Fin/HR Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments. </li><li>Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability. </li><li>Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance. </li><li>Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management. </li><li>Update Social security & Tax office employee files in order to meet legal requirements and duties. </li><li>Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll. </li><li>Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending <strong>MSF</strong> ’s interests. </li><li>Follow up all expiring rental contract dates and inform the Fin/HR Manager in order to leave enough time to arrange a renewal or look for some other alternative. </li><li>Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc. </li><li>Process the payment to suppliers and keep strict on all documentation involved, informing the Fin/HR manager of any sort of disparity. </li><li>Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation. </li><li>Make all administrative information available to the staff (posting, meetings, etc.) </li><li>Classify and prepare all accounting pieces as requested by the Fin/HR Manager. </li><li>File the accounting documents and enter the accounting pieces in the accounting software, with the support from the Fin/HR Manager and/or the Accounting Manager (ACMA). </li><li>Support the Fin/HR Manager in translating documents into local language. Assists the Fin/HR Manager in meetings upon request.</li></ul><p><strong>Finance & Accounting :</strong></p><ul><li>Handle daily accounting tasks: classify, enter, and file accounting records in the financial system (FCC) to support Fin/HR Manager to oversee all the cash management.</li><li>Prepare and process and send to coordination supplier payments with proper supporting documentation.</li><li>Ensure all expenses are properly documented and aligned with MSF standards and local compliance requirements.</li><li>Record and process daily worker payments in line with MSF and Sudanese labour law.</li><li>Keep all the necessary documents organized by filing both in Hard copies and soft copies</li><li>Assist with cash management and treasury planning, ensuring availability of funds for daily needs.</li><li>Maintain professional communication and relationships with relevant government offices, including HAC, MoH, and others.</li><li>Support the Fin/HR Manager in translating documents into local language, and assist the Fin/HR Manager in meetings upon request including booking the movements.</li></ul><p><strong>HR & Administrative Support</strong></p><ul><li>Prepare and update staff personal files, contracts, and HR database in compliance with labour laws and MSF regulations.</li><li>Organize all the personal files in hard copies to secure confidentiality. </li><li>Support the drafting and renewal of employment contracts, including amendments when required.</li><li>Ensure confidentiality and data protection in handling staff information.</li><li>Ensure timely and accurate payroll preparation by encoding staff data in the Homere (HR System) and issue monthly payslips to share with Fin/HR Manager to send to the Coordination.</li><li>Prepare end-of-contract documentation (final payslip, work certificate, etc).</li><li>Ensure HR administrative information is communicated to staff (e.g. updates, policies, meetings).</li><li>Assist in managing daily workers and incentive payments for MoH-staff in accordance with MSF procedures and local labour law.</li><li>Track and follow up on contract expiry dates (e.g. rental agreements, staff contracts) and flag in advance to line manager.</li><li>Ensure communication with SHAC and Labor Office in recruitment process. Organize the meetings with them to obtain approval from them smoothly, including booking the movement to their offices. </li><li>Inform the selected candidates of the steps of recruitment and oversee the test held in the office. </li><li>Translate the conversation with authority for the Fin/HR Manager. </li><li>Collecting necessary documents from the newly recruited staff for the contract and provide induction for them.</li><li>Translate the communication between Fin/HR Manager and staff either in the meeting or in the bilateral conversation, when it is necessary.</li><li>Help Fin/HR Manager to understand the cultural and standard practice in Sudan in necessary occasion. </li><li>Supervise Cook and Cleaner and keep proper and accurate communication with them to allow them to perform well in their responsibilities. </li><li>Communicate with staff for Fatur and ensure their contribution on it. </li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li><strong>Education: </strong>Diploma in Administration, Human Resources, Finance, or related field.</li><li><strong>Experience: </strong>At least 1 year in Finance or Administrative support roles (e.g., HR Assistant, Accounting Assistant, etc). Specifically, ensure children harmed or at risk of being harmed are identified and receive individual case management support by ensuring the use of the standardized case management tools, and case management principles are adhered to by the case workers and social workers. Provide training and technical support to the case workers & social workers in consultation with the Project Manager and Area CPiE Coordinator. <p>Vacancy No: 07<br>Section/Unit: Program<br>Supervisor: Field coordinator<br>No. of Post: 1<br>Duty Station: Khartoum<br>Duration: One year<br>Closing Date: 10 Oct 2026</p><h4>Duties and responsibilities</h4><p><strong>Objective 1: Assessment, Planning & Capacity Building</strong></p><p>• Lead WASH assessments in all targeted schools and translate findings into phased, school-specific intervention plans.<br>• Develop master implementation plans, including Gantt charts, risk registers, and phased priorities.<br>• Establish water quality monitoring systems and ensure corrective actions for unsafe drinking water.<br>• Build technical capacity of engineers, contractors, and field teams on WinS standards, MHM, gen-der-sensitive design, and ESMP compliance.</p><p><strong>Objective 2: Technical Supervision & Quality Assurance</strong></p><p>• Review and approve all BOQs, technical designs, and specifications to ensure compliance with WFP, SELD, SPHERE, and WinS standards.<br>• Provide overall supervision of construction and rehabilitation works across all phases.<br>• Ensure quality control, contractor compliance, and technical resolution of field issues.<br>• Validate commissioning and WASH-readiness certification of schools before inclusion in school meals rollout.<br>• Oversee procurement planning, material quality, ESMP compliance, and infrastructure standards across all sites.</p><p><strong>Objective 3: Coordination & Government Liaison</strong></p><p>• Maintain strong coordination with SELD, district authorities, WFP, and other line departments.<br>• Lead processes for obtaining NOCs, approvals, and MoU facilitation were required.<br>• Represent SIF in technical working groups, coordination forums, and joint monitoring visits.<br>• Ensure strong engagement with SMCs, school leadership, and communities for ownership and sus-tainability.<br>• Ensure alignment with provincial Wins strategy and WFP School Meals standards.</p><p><strong>Objective 4: SBCC, MEAL & Behavior Change Integration</strong></p><p>• Integrate SBCC approaches into WASH programming to promote hygiene, sanitation, and safe food handling behaviors.<br>• Design and implement SBCC strategies for hygiene, sanitation, nutrition, and food safety.<br>• Develop IEC/BCC materials and behavior change communication tools.<br>• Conduct awareness sessions for students, teachers, cooks, parents, and school committees.<br>• Coordinate with MEAL teams to define indicators, validate data, and use evidence for programme improvement.<br>• Ensure inclusion of gender, disability, safeguarding, and protection considerations in alle Intervention.</p><p><strong>Objective 5: Documentation, Reporting & Handover</strong></p><p>• Ensure complete and auditable documentation of all WASH activities including designs, BOQs, ESMP logs, and completion records.<br>• Prepare master implementation plans, phased progress reports, and final programme reports.<br>• Conduct regular field reporting, including quality audits, contractor performance, and risk tracking.<br>• Lead formal handover of completed WASH facilities to SMCs and SELD with O&M training and doc-umentation.<br>• Ensure all reporting complies with WFP and SIF requirements<br> </p><h4>Minimum Qualification, Skills and Experience Required</h4><p>• BE/BSc/B-Tech in Civil Engineering, Environmental Engineering, or Public Health Engineering; a master's degree in WASH, Environmental Health, Development or related field is preferred<br>• Minimum ten (5) years of progressive experience in WASH programme management, with at least two years in a technical lead or specialist role; prior experience managing school WASH, WinS programming, or WFP/UN-funded WASH projects is strongly preferred<br>• Strong understanding of hygiene behavior changes and community engagement.<br>• Deep knowledge of SPHERE Standards, WinS (WASH in Schools) guidelines, ESMP frameworks, and gender-sensitive and disability-inclusive WASH design; strong understanding of DRR, climate resilience, and O&M sustainability in institutional WASH programming<br>• Proven ability to produce high-quality technical reports, donor updates, BOQ reviews, and programme presentations; experience preparing WFP-format progress reports and phased completion reports is an asset<br>• Strong interpersonal, communication, and liaison skills; able to represent SIF credibly in technical coordination forums with WFP, SELD, and government counterparts at district and provincial levels<br>• Excellent written and verbal communication skills in English and Urdu; ability to translate complex technical findings into clear language for non-technical audiences including school communities, SMCs, and government officials<br>• Culturally sensitive, with strong interpersonal skills and the ability to work effectively with diverse school communities, government officials, and humanitarian partners in Sindh<br>• Demonstrated ability to manage a technical team, priorities competing demands, and drive results with minimal supervision in a complex, multi-stakeholder programme environment<br>• Skilled in managing relationships at all levels with tact and diplomacy; able to negotiate constructively with government counterparts, contractors, and WFP while maintaining SIF's programme commitments and accountability standards<br>• Strong team leadership qualities; motivated to work in field conditions across Karachi districts, committed to SIF's values of accountability, transparency, and community-centered programming, and able to maintain performance under pressure and in dynamic environments<br> </p>
