It also contributes to strengthening partners’ capacities and promoting the use of the data for accountability, learning and program design and improvement.</p><h4>Duties and These pressures have contributed to the degradation of wildlife habitats, blockage and sedimentation of mayas and seasonal water channels, loss of vegetation cover, soil erosion, expansion of cultivation into ecologically sensitive areas, unsustainable use of forest resources, human–wildlife interactions and conflicts among farmers, pastoralists, communities and park authorities.</p><p>The conflict that began in April 2023 has further affected livelihoods, public infrastructure, markets, institutional capacities and access to natural resources. The programme combines nutrition-specific and nutrition-sensitive interventions, including Assida Plus, Assida MAM, iCCM+, community-based management of acute malnutrition, and nutrition-sensitive livelihoods support. </p><p>Based in North Kordofan, with regular travel to Central Darfur, the post holder will be responsible for ensuring the timely, effective, high-quality, and compliant delivery of the programme across both implementation locations. A willingness to relocate within North Darfur upon request is required.<br>Duration: 12 months<br>Closing Date: 10 Oct 2026</p><h4>Background</h4><p>GOAL has been operating in Sudan since 1984 and currently implements programs in the North Darfur and South Kordofan states. These programs focus on health, nutrition, food security and livelihoods (FSL), and water, sanitation, and hygiene (WASH). Recently, GOAL successfully completed a health systems strengthening project called HealthPro in North Darfur, specifically in the localities of Kutum, Umbaro, and Serf Umra. The follow-on project, HealthPro-2, commenced in February 2024 and is being implemented in North Darfur, South Kordofan, and White Nile states. Funded by the European Union (EU), the project aims to improve the health conditions of vulnerable populations affected by extreme poverty, food insecurity, and malnutrition in the target states. HealthPro-2 is being implemented in collaboration with the State Ministry of Health (SMOH), the National Health Insurance Fund (NHIF), and the National Medical Supplies Fund (NMSF) across these states. The implementation encompasses various activities at the state, locality, health facility, and community levels. These activities will include a range of health systems strengthening (HSS) and social accountability (SA) activities along the six World Health Organization (WHO) health system building blocks to improve the availability and quality of health services in 16 primary healthcare (PHC) facilities, as well as the referral linkages between the PHCs and the rural hospitals. Additionally, several HSS and SA interventions are carried out at the State and Locality Health Department (LHD) levels, including the strengthening of the governance of the decentralized health system in the target states and localities. Despite the ongoing war in Sudan posing several challenges, GOAL remains committed to delivering humanitarian and development interventions to communities in North Darfur, South Kordofan, and White Nile State. Consequently, GOAL is currently seeking a senior, competent, and dedicated HSS and SA Coordinator to lead the implementation of a wide range of HSS and SA activities in North Darfur State.</p><p> </p><p>The HSS/SA Coordinator will lead the implementation of the HealthPro-2 project strategy and its components related to health system counterparts and stakeholders, as well as community engagement, health promotion, and accountability. The coordinator will work closely with the SMOH, LHDs, NHIF, and NMSF, as well as national NGOs, Community Health Committees (CHCs), and other health system stakeholders in North Darfur, all of which are central to the overall project strategy. GOAL will coordinate this action closely, including monitoring the implementation of various agreements signed by these stakeholders and promoting each stakeholder to fulfil their role within the sustainable health system. The HSS and SA Coordinator will also lead the project actions to build and strengthen the communication and accountability linkages between communities and health system actors. They will also oversee community-based health promotion and livelihood activities implemented by GOAL and national NGO partners. In addition, the coordinator will support the implementation of other humanitarian projects, working in close coordination with the HealthPro Project Coordinator and North Darfur Area Programme Coordinator (APC). Reporting to the HealthPro Project Coordinator, the HSS and SA Coordinator will be responsible for managing the two HSS/SA Managers in Kutum and Umbaro and the DHIS-2/Project Support Manager, as well as the Programme budget for HealthPro-2 and other assigned grants, ensuring adherence to donor and GOAL compliance requirements and policies.</p><h4>Duties and responsibilities</h4><p><strong>Technical & Programme Management </strong></p><p> </p><p><strong>A. Health System Strengthening</strong></p><p> • Lead the implementation of the Health Systems Strengthening (HSS) interventions, ensuring that the planned HSS activities are executed, and maintaining close collaboration with the North Darfur HSS stakeholders, including the SMOH, NHIF, NMSF, and LHDs, all of which are critical counterparts in HealthPro-2 implementation. </p><p>• Take the lead in facilitating discussions regarding the implementation of the HealthPro-2 project. This includes regular communication with SMOH, LHDs, NHIF, NMSF, and other relevant counterparts to build consensus on implementation modalities, sign the necessary agreements, and effectively carry out and oversee HSS interventions at all levels.</p><p> • Monitor and ensure the implementation of the various agreements signed with project counterparts, especially with SMOH, NHIF, and NMSF to effectively implement the project strategy.</p><p> • Develop and monitor detailed implementation and procurement plans for all HSS activities, in collaboration with SMOH, NHIF, NMSF, LHDs, and other key project counterparts and stakeholders.</p><p> • Work closely with SMOH, NHIF, and NMSF to achieve the implementation of a uniform and sustainable model of health service delivery in the 4 target PHC facilities in North Darfur, including any construction/rehabilitation, staffing, the provision of medical equipment and furniture, and facilitating the implementation of the full package of primary health care services in each health facility.</p><p> • Work closely with the HealthPro-2 Construction Coordinator to define needs and support the oversight of all construction/rehabilitation of health facilities and LHD offices alongside SMOH, NHIF, LHDs, health facility management, and Community Health Committees (CHC), to ensure SMOH infrastructure and service delivery standards are met for all the targeted health facilities, including any construction/rehabilitation, staffing, equipment, furniture, training of health workers, as well as the expansion of primary health care services. </p><p>• Lead the implementation of interventions aimed at improving the referral linkages between PHC facilities and rural hospitals in each target locality. The Area Director oversees all Save the Children operations across North Kordofan, South Kordofan, and White Nile, leading high-quality, accountable programmes aligned with country and global strategies. As a member of the Country Office ESMT and Area SMT, the AD provides strategic leadership, risk management, external representation, and capacity strengthening for staff and partners.</p><h4>Duties and responsibilities</h4><h4><strong>SCOPE OF ROLE: </strong></h4><ul><li><strong>Reports to</strong>: Deputy Country Director of Program Operations </li><li><strong>Staff directly reporting to this post</strong>: This position will line manage HPIs, Area/Field Managers, Area Programme, Finance manager and area supply chain coordinators.</li><li><strong>Budget Responsibilities</strong>: as per in-country the SOD </li><li><strong>Role Dimensions:</strong> To lead, coordinate and drive all Save the Children operations in the Kordofan region and White Nile, ensuring humanitarian and development programmes are delivered effectively, safely, accountably and aligned with country strategy. The Area Director is responsible for oversight of programme quality, risk management, staff leadership, external representation, and ensuring that children in Kordofan and White Nile – especially those in displacement, conflict-affected, and underserved areas — are reached with timely, high-quality interventions.</li></ul><h4><strong>KEY AREAS OF ACCOUNTABILITY:</strong></h4><p><strong>1. Strategy, Planning & Programme Leadership</strong></p><ul><li>Lead development of the Kordofan and White Nile area strategy and annual operational plans, including multi-year planning, in alignment with overall country strategic plan, humanitarian response plan (HRP), donor priorities, and nexus (humanitarian-development) approaches.</li><li>Conduct and maintain a robust contextual analysis (political, security, conflict dynamics, humanitarian access, macroeconomic, climate) for Kordofan and White Nile, ensuring periodic updates and scenario planning.</li><li>Ensure programmes are conflict-sensitive, do-no-harm, protection-centred, inclusive (gender, disability, marginalized groups), and sensitive to local dynamics and community feedback.</li><li>Oversee programme design and quality assurance for all sectors in Kordofan and White Nile (e.g. education in emergencies, child protection, nutrition, health, WASH, livelihoods, cash and voucher assistance, shelter) and ensure integrated programming where feasible.</li><li>Provide technical review and oversight for proposals, concept notes, donor submissions, sub-grants, and new funding streams (e.g. pooled funds, crisis modifiers, humanitarian bridging funds).</li><li>Identify funding opportunities specific to Kordofan and White Nile (e.g. regional donors, crisis funds, thematic windows) and lead efforts to expand the programme footprint or scale-up interventions in under-served areas.</li><li>Ensure adaptive management: use monitoring, evidence, lessons learned, and rapid assessments to adjust implementation in response to changing circumstances (e.g. displacement, conflict flare-ups, seasonal variations</li></ul><p><strong>2. Programme Implementation, Monitoring & Accountability</strong></p><ul><li>Establish and supervise implementation of detailed workplans, outputs, indicators, milestones, and budgets for Kordofan and White Nile programmes.</li><li>Monitor progress, review performance regularly (e.g. monthly, quarterly), detect bottlenecks, and lead corrective action and contingency planning.</li><li>Ensure robust MEAL (Monitoring, Evaluation, Accountability, Learning) systems are in place (e.g. community feedback mechanisms, complaints and response systems, real-time monitoring, post-distribution monitoring).</li><li>Oversee baseline, midline, and endline evaluations for major interventions, and ensure documentation of best practices, case studies, lessons learned, and knowledge products.</li><li>Ensure accountability to affected populations, including child- and gender-sensitive participation and feedback, and ensure safeguarding, protection, and reporting mechanisms are functioning.</li><li>Promote cross-learning among area offices and support internal learning initiatives across Kordofan and White Nile and country.</li></ul><p><strong>3. Financial, Administrative & Asset Oversight</strong></p><ul><li>Hold financial responsibility for the Kordofan and White Nile portfolio: approve expenditures, monitor budget vs actual, ensure budget controls, compliance with donor rules and internal policies.</li><li>Ensure timely, accurate and compliant financial reporting to HQ, donors, and country office.</li><li>Oversee Kordofan and White Nile-level logistics, procurement, fleet, asset management, infrastructure (field offices, guest houses, storage), and inventory control, ensuring that systems are secure and efficient even under access constraints.</li><li>Ensure contingency and emergency stockpiles are maintained (prepositioning of supplies, buffer stocks) given risk of supply chain disruption.</li><li>Liaise with country office support functions (HR, procurement, admin, IT) to ensure Kordofan and White Nile operations receive necessary support and compliance.</li><li>Manage authorization levels, ensure segregation of duties, and enforce internal control, audit compliance, donor audit preparedness, and risk mitigation.</li></ul><p><strong>4. People Leadership & Capacity Building</strong></p><ul><li>Directly manage a senior Kordofan and White Nile management team (e.g. Field Coordinators, Programme Managers, MEAL, Logistics leads) and oversee larger indirect reports across field offices.</li><li>Set clear performance objectives and KPIs for direct and indirect reports; conduct regular performance reviews, coaching, mentoring, and development discussions.</li><li>Identify capacity gaps and training needs among staff, and facilitate capacity-building (technical, project management, security, leadership).</li><li>Promote staff well-being, psychological support, staff rotation, safety culture, retention, and duty of care especially in challenging field conditions.</li><li>Develop succession plans and cultivate strong national staff leadership potential to strengthen localization.</li><li>Lead regular coordination meetings, promote teamwork, and ensure effective communication across field offices and with the country office.</li></ul><p><strong>5. Risk Management, Security & Compliance</strong></p><ul><li>Maintain continuous security and risk assessment for the Kordofan and White Nile area: monitor conflict trends, internal threats, external threats, and travel security.</li><li>Lead or oversee development and updating of Kordofan and White Nile-specific security SOPs, Standard Operating Procedures, evacuation plans, movement protocols, ICT security, and crisis response plans.</li><li>Ensure all staff adhere to rules and policies on security, child safeguarding, code of conduct, anti-fraud/anti-corruption, and incident reporting procedures.</li><li>Escalate significant security, compliance, safeguarding or reputational risks immediately to country leadership, and lead incident management response.</li><li>Ensure that programmes and operations are informed by risk analyses and mitigate negative consequences (e.g. inadvertent exposure, beneficiary security).</li><li>Ensure compliance with local regulations, permits, access approvals, and coordination with authorities, including in hard-to-reach areas.</li></ul><p><strong>6. External Representation & Partnerships</strong></p><ul><li>Represent Save the Children across Kordofan and White Nile with local authorities (state and federal), non-state actors, security actors, UN agencies, NGOs, clusters, community leaders, customary authorities, and donors.</li><li>Engage actively in Kordofan and White Nile-level humanitarian coordination forums, cluster meetings, inter-agency task forces, sector coordination, and advocacy platforms.</li><li>Build and maintain strategic partnerships with local civil society, community-based organizations, credible local NGOs, traditional leadership, and CBOs.</li><li>Lead stakeholder mapping and manage relationships to secure access, negotiate safe passage, advocate for humanitarian space, and influence local policies and priorities.</li><li>Advocate for children’s rights and protection, using evidence, impact data, and field stories to influence government and donors at Kordofan and White Nile level.</li><li>Promote Save the Children’s visibility, transparency, and credibility in Kordofan and White Nile, ensuring accountability to communities and stakeholders.</li></ul><p><strong>7.
