DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.</p><p> </p><p><strong>POSITION PROFILE</strong></p><p><strong>The overall purpose of the role</strong>:</p><p>The MEAL Partnership Specialist supports the strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and practices of DRC’s local partners, including national NGOs, CBOs, and volunteer groups such as Emergency Response Rooms and Mutual Aid Groups. </p><p>Working under the supervision of the MEAL Manager and in close coordination and technical guidance from the Partnership Manager/ Partnership Coordinator, the role provides tailored technical support to partners in developing MEAL frameworks, data collection tools, partners’ IPTTs, FCM and reporting systems while ensuring compliance with DRC MEAL standards and donor requirements.</p><p>The position focuses on improving data quality, verification of Means of Verification (MoVs), capturing and sharing lessons learnt, and accuracy of reporting practices, including consolidation of indicators in the indicators in the Indicator Performance Tracking Table (IPTT). It also contributes to strengthening partners’ capacities and promoting the use of the data for accountability, learning and program design and improvement.</p><h4>Duties and responsibilities</h4><p>Support to Local Partners:</p><ul><li>In collaboration with partners and under the guidance of the MEAL Manager, support the design of a logical framework, indicators and MEAL The WASH Officer will undertake the following responsibilities:</p><p> </p><ul><li>Implement SUDO's WASH activities, including water system rehabilitation, sanitation facility construction/rehabilitation, and hygiene promotion campaigns, ensuring the timely delivery of activities.</li><li>Conduct site assessments and provide technical supervision to ensure quality standards in construction and rehabilitation works.</li><li>Support the operation and maintenance of WASH facilities.</li><li>Work with communities to establish and support WASH committees and support hygiene promotion and behaviour-change activities.</li><li>Ensure the inclusion of vulnerable groups in all WASH activities.</li><li>Collect and report activity data, and support SUDO's monitoring, evaluation, accountability and learning (MEAL) processes, including baseline studies and ongoing monitoring.</li><li>Document field progress and challenges and report them to the Program Coordinator (Head of Office) and WASH Specialist.</li><li>Conduct quarterly assessments and reporting on health facility WASH coverage, communal and institutional latrine coverage, and overall latrine coverage and functionality in the intervention areas.</li><li>Assess water quality monitoring tests, in coordination with the relevant government water quality teams, to ensure access to clean drinking water at the household level.</li><li>Represent SUDO in WASH sector meetings, cluster meetings and other relevant coordination meetings at the locality/state level.</li><li>Participate in local coordination meetings, support service mapping and data collection, and ensure alignment with SUDO's programme processes.</li><li>Ensure safe and inclusive delivery of WASH services and promote accountability to the affected population, in line with SUDO's safeguarding policy.</li><li>Work directly with communities and local leaders and act as a mentor throughout the planning and implementation of WASH activities.</li><li>Prepare activity reports as requested by the Program Coordinator/Head of Office.</li><li>Any other duties commensurate with the accountabilities of the post.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ol><li>Degree in Water Engineering, Environmental Health or any other related field.</li><li>At least 5-7 years' work experience in WASH programming in development or emergency activities.</li><li>Experience in emergency or development settings, with strong field implementation skills.</li><li>Ability to work in remote and challenging environments.</li><li>Experience in using community-based and participatory approaches, and familiarity with humanitarian standards.</li><li>Good communication and team-working skills, with the ability to engage effectively with communities, government counterparts and other stakeholders.</li><li>Computer literate.</li><li>Ability to communicate and write reports in English and Arabic languages.</li></ol>
