It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of living and working in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions. </p><h4>Duties and responsibilities</h4><ul><li>Provide daily performance and quality monitoring of implemented project(s) within assigned state or project.</li><li>Share findings/gaps from field monitoring visits with project respective staff and agree and document actions for improvement.</li><li>Generate and share timely weekly field monitoring reports to Hub MEAL Manager </li><li>Work with project staff to monthly update the project Indicator Performance Tracking Table (IPTT) and Output Tracker Template (OTT) and summary of project monthly achievements/gaps, and help identify and alert critical gaps in a timely manner.</li><li>Conduct regular data quality assessments to ensure SC have complete, accurate and credible data to use for decision making and reporting. </li><li>Maintain and consolidate monthly action plan trackers.</li><li>Ensure information about the project is shared with affected populations specifically information about the available accountability mechanisms for beneficiaries to share feedback and raise complaints. </li><li>Conduct regular feedback sessions with beneficiaires to collect feedback and complaints, refer them to concerned staff and ensure documentation on the database and follow up for resolution.</li><li>Monitor and report the status of community participation specifically child participation. </li><li>Assist Hub MEAL Manager in preparing and revising first draft of monthly MEAL reports to MEAL Manager/PDQ Director for submission to SMT.</li><li>Assist Hub MEAL Manager in all MEAL tasks, including monitoring reports and implementation of<i> </i>assessments, evaluation and impact studies.</li><li>Provide support on admin, logistics and operations tasks for MEAL functions in the field, i.e., needs assessments, consultant’s baseline and evaluation, etc.</li><li>Maintain accurate field database of program data and provide requested data on a timely basis. </li><li>Provide weekly progress tracking update to project manager and MEAL Manager </li><li>Contribute to a culture of accountability and transparency on the team</li><li>Where necessary, support the implementation of needs, baseline, and end line assessments and surveys;</li><li>Work with MEAL and programme teams to utilise data from trackers for quality improvement;</li><li>Assist the MEAL Manager in building field understanding and capacity in MEAL work</li><li>Any other tasks given by line manager.</li></ul><p><strong>Child Safeguarding:</strong></p><ul><li>Act as an ambassador for child safeguarding in both your professional and personal life. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.</p><p> </p><p><strong>POSITION PROFILE</strong></p><p><strong>The overall purpose of the role</strong>:</p><p>The MEAL Partnership Specialist supports the strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and practices of DRC’s local partners, including national NGOs, CBOs, and volunteer groups such as Emergency Response Rooms and Mutual Aid Groups. </p><p>Working under the supervision of the MEAL Manager and in close coordination and technical guidance from the Partnership Manager/ Partnership Coordinator, the role provides tailored technical support to partners in developing MEAL frameworks, data collection tools, partners’ IPTTs, FCM and reporting systems while ensuring compliance with DRC MEAL standards and donor requirements.</p><p>The position focuses on improving data quality, verification of Means of Verification (MoVs), capturing and sharing lessons learnt, and accuracy of reporting practices, including consolidation of indicators in the indicators in the Indicator Performance Tracking Table (IPTT). It also contributes to strengthening partners’ capacities and promoting the use of the data for accountability, learning and program design and improvement.</p><h4>Duties and responsibilities</h4><p>Support to Local Partners:</p><ul><li>In collaboration with partners and under the guidance of the MEAL Manager, support the design of a logical framework, indicators and MEAL techniques.</li><li>Assist partners in aligning their monitoring tools and methodologies with DRC MEAL minimum operating procedures (MOPs) and donor expectations.</li><li>Facilitate learning and knowledge sharing across partners to improve MEAL practice and use of data.</li></ul><p>Monitoring and Evaluation:</p><ul><li>Participate in joint monitoring visits with programme, operations and </p><ul><li>Support the Project Manager in mapping existing health services in the designated health facility or area. </li><li>Coordinate with the Health actor or assigned health facility doctors to proper identification and Service provision.</li><li>Ensure external referrals and follow-up, by gathering feedback on service provided for documentation. </li><li>Manages the reporting of the team rehabilitation sector to the Project Manager or Technical office in link with the Physiotherapist </li><li>Closely follow-up individual and familial cases to ensure timely follow-up of all the beneficiaries </li><li>Place referral of beneficiaries identified for specialized service when necessary </li><li>Ensure proper documentation and reporting as required by HI and TU </li><li>Ensure the beneficiaries sign the necessary document when the provision of items/devices. </li><li>Perform other tasks as requested by line management and technical unit </li><li>Be caring, compassionate and maintain good communication with beneficiaries at all times </li><li>Demonstrate ethics and professional practice </li><li>Respect the beneficiaries’ confidentiality. </li><li>Respect and promote HI’s implementation</strong></p><h2>Responsibility 1: Provision of Physical and Functional Rehabilitation </h2><p> </p><ul><li>Provide rehabilitation care with the support of the Physiotherapist to the most critical and highpriority cases according to the guidelines of HI’s emergency rehabilitation interventions. </li><li>Under the supervision of the Physiotherapist pre-screening and prioritization for accurate assessment, planning, and provision of appropriate therapy to the beneficiaries including ongoing evaluation/re-assessment of the beneficiaries within the constraints of the project resources and using local resources at the fixed point, the beneficiaries’ home, and where relevant. </li><li>According to the outcomes of the assessment of the beneficiaries’ needs (taking into account her/his daily activities, the participation of her/his caregiver, etc.…), and consultation with the Rehab Officer develop an appropriate rehab intervention and treatment plan. </li><li>Ensure rehabilitation outcomes to a person should focus on achieving and maintaining “OPTIMAL FUNCTIONING” in interaction with their environment, personal, and outcome factors. </li><li>Familiarize yourself with the global physical and functional rehabilitation approaches of the Handicap International Federation (Humanity & Inclusion). </li><li>Inform the beneficiary and the caregiver about the importance of rehabilitation services to improve the physical situation and daily function. </li><li>Offer rehabilitation services based on the defined objectives between the beneficiary and the caregiver. </li><li>Review the most recent information on the beneficiary’s evolution before starting a treatment session and adapt your treatment or seek technical advice from your Rehabilitation Officer & Senior Technical Officer- Rehabilitation whenever needed. </li><li>Ensure the safety of the beneficiary during the rehabilitation sessions and take into account contradictions and precautions related to diverse illnesses, problems, and medical treatments. refer for medical advice if needed (DO NO HARM). </li><li>Advice and train the beneficiary and the caregivers on the basic exercises, modification of tasks, and home activities that the beneficiary can do on his/her own or with/without support from caregivers on the way to prevent complications or disabling situations. </li></ul><p> </p><h2>Responsibility 2: Provision of Assistive Devices and Rehabilitation Equipment Management </h2><p> </p><p>Identify the beneficiary’s needs (for critical and high-priority cases) in terms of assistive devices and mobility aids by seeking support from the Physiotherapist to ensure as per HI guidelines. </p><ul><li>Ensure that the device is adapted to user needs and provide clear explanations to guarantee its safe and proper use and maintenance. </li><li>Ensure a proper follow-up on the use and wean off the assistive device </li><li>Ensure the provision of assistive devices is made according to the strategy (quality and quantity) and the needs identified </li><li>Supervises and supports Rehabilitation assistants in the provision of assistive devices and rehabilitation equipment. </li><li>Enhance and Ensure quality by supporting Technical Officer (TO)- Rehabilitation in the provision of assistive devices and rehabilitation equipment </li><li>Anticipate and update the need for assistive devices stock and rehabilitation equipment to the Technical Officer – Rehabilitation to ensure the PSR is addressed as per identified need and Project Manager </li><li>Support TO in ensuring the quality of assistive devices and rehabilitation equipment in the warehouse as per the request of TO or as necessary. </li><li>Plan and utilize the local resources to ensure reasonable accommodation for the beneficiary where needed </li></ul><p> </p><h2>Responsibility 3: Accountability, Reporting, and Documentation</h2><p> </p><ul><li>Document beneficiary's care services by charting in beneficiaries and department records. </li><li>Write beneficiaries' case notes and reports and collect statistics. </li><li>Maintain a safe and clean working environment by complying with procedures, rules, and regulations; adhering to infection-control policies and protocols. </li><li>Ensure beneficiaries sign in a necessary document during the donation of devices and specific items. </li></ul><h2>Responsibility 4: Provision of Stimulation Therapy Services</h2><p> </p><ul><li>Provide stimulation therapy sessions to children aged 6–59 months recovering from severe and moderate acute malnutrition under the technical supervision of the Physiotherapist.</li><li>Support the Physiotherapist in conducting developmental screening and functional assessment of children referred for stimulation therapy.</li><li>Implement individualized stimulation activities according to the therapy plan developed by the Physiotherapist.</li><li>Conduct structured 30–45 minute stimulation sessions using age-appropriate physical, sensory, cognitive, communication, and play-based activities.</li><li>Engage caregivers throughout the sessions and demonstrate simple stimulation activities that they can safely continue with their children at home.</li><li>Use locally adapted Toy Box materials and other appropriate rehabilitation and play materials to facilitate physical, sensory, cognitive, and emotional stimulation.</li><li>Encourage positive interaction between children and caregivers and promote caregiver participation in all stimulation activities.</li><li>Observe children’s responses, progress, and any concerns during sessions and promptly report these to the Physiotherapist.</li><li>Support the Physiotherapist in conducting follow-up and final developmental assessments and documenting the child’s progress.</li><li>Maintain a safe, clean, child-friendly, and inclusive stimulation therapy environment and ensure appropriate use and care of rehabilitation materials and equipment.</li><li>Maintain accurate records of children receiving stimulation therapy, including attendance, sessions provided, caregiver participation, referrals, and follow-up.</li><li>Support identification of children who may require additional rehabilitation, health, protection, or other specialized services and communicate concerns to the Physiotherapist.</li><li>Participate in regular supervision, coaching, and technical capacity-building sessions provided by the Physiotherapist.</li><li>Work closely with nutrition assistants, nurses, medical staff, and other relevant team members to facilitate timely referral and continuity of care.</li><li>Contribute to community and caregiver awareness activities related to the importance of early stimulation and developmental support for children recovering from acute malnutrition.</li><li>Follow HI’s technical standards, safeguarding principles, infection prevention measures, confidentiality requirements, and other relevant policies and procedures while providing services.</li></ul><h2>Mission 4: Emergency preparedness and response </h2><p> </p><ul><li>Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by
