<p>Vacancy No: 18<br>Section/Unit: Program<br>Grade Level: Grade 6 Step 1<br>Supervisor: Assistant Health Coordinator<br>No. of Post: 1<br>Duty Station: Kutum locality – North Darfur state<br>Duration: 12 months<br>Closing Date: 02 Sept 2026</p><h4>Background</h4><p><strong>GOAL’s mission </strong>is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability. </p><p> </p><p>GOAL has been working in Sudan since 1985, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare, and education. GOAL implements a range of multi-sectoral development, resilience, recovery, and humanitarian responses programs by being sensitive to cross-cutting issues including gender, accountability, child protection, HIV/AIDS.</p><p> </p><p>GOAL is currently working directly in North Darfur and South Kordofan States, managed by GOAL offices in these states and in Port Sudan & Omdurman. The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).</p><p> </p><p><strong>General Description of the Role</strong></p><p>The Clinical Services Manager is responsible for providing leadership, technical guidance, and oversight to ensure the effective delivery of quality clinical and preventive health services across supported Primary Health Care Centers (PHCs). The Manager coordinates and supervises clinical operations, ensures compliance with national standards and donor requirements, strengthens referral systems, and supports health staff capacity development.<br>The role also involves coordination with local health authorities, partners, and community stakeholders to improve access, quality, and efficiency of integrated PHC and nutrition services.</p><p> </p><p><strong>Overall Objective of the Position</strong></p><p>To strengthen and ensure the provision of high-quality, accessible, and integrated clinical services at PHC level, contributing to improved health outcomes for vulnerable populations, especially children under five, pregnant and lactating women, and other at-risk groups.</p><h4>Duties and responsibilities</h4><p><strong>Clinical Service Planning and Coordination</strong></p><ul><li>Lead the planning and implementation of clinical service delivery across supported PHCs, ensuring integration of curative, preventive, and promotive health services.</li><li>Coordinate with Local Health Departments (LHDs), State Ministry of Health (SMoH), Community Health Committees (CHCs), and partners to align services with national primary health care standards.</li><li>Participate in health coordination and technical working group meetings at locality and state levels.</li><li>Facilitate collaboration between PHC clinical services and other sectors, including nutrition, WASH, protection, and community health.</li></ul><p> </p><p><strong>Quality Assurance and Service Delivery</strong></p><ul><li>Oversee the quality and performance of clinical services, including outpatient consultations, maternal and child health (MCH), reproductive health (RH), Expanded Program on Immunization (EPI), and disease surveillance.</li><li>Ensure adherence to national clinical protocols, guidelines, and infection prevention and control (IPC) standards.</li><li>Strengthen referral pathways between PHCs, stabilization centers, and higher-level facilities.</li><li>Supervise clinical teams and provide on-site technical guidance, case management reviews, and mentoring.</li><li>Support integration of nutrition services (CMAM, IYCF, NIPP) into routine PHC activities.</li></ul><p> </p><p><strong>Monitoring, Evaluation, and Reporting</strong></p><ul><li>Conduct regular monitoring visits to PHCs to evaluate service quality, data accuracy, and overall performance.</li><li>Review and analyze health information data (HMIS) to identify gaps, trends, and areas for improvement.</li><li>Ensure timely and accurate reporting of health indicators to the Health Coordinator, SMoH, and donors.</li><li>Document lessons learned, success stories, and best practices to inform continuous quality improvement.</li></ul><p> </p><p><strong>Supply Chain and Medical Logistics Management</strong></p><ul><li>Oversee forecasting, requisition, and distribution of essential medicines, medical supplies, and equipment.</li><li>Ensure proper stock management, recordkeeping, and rational use of medical commodities.</li><li>Coordinate with the Supply Chain and Warehouse Officers to ensure timely replenishment and accountability.</li><li>Supervise the safe disposal of expired or damaged medical items in compliance with national and donor procedures.</li></ul><p> </p><p><strong>Capacity Building and Staff Supervision</strong></p><ul><li>Lead capacity-building initiatives for clinicians, nurses, and allied health staff on key PHC components including (Nutrition, IMCI, RH, EPI, IPC, data management, etc.).</li><li>Conduct regular supportive supervision and on-the-job mentoring to strengthen clinical competencies.</li><li>Support development and implementation of training plans and clinical supervision tools in collaboration with SMoH and partners.</li></ul><p> </p><p><strong>Emergency Preparedness and Response</strong></p><ul><li>Support emergency health responses including disease outbreaks, new IDP arrivals, and other humanitarian crises.</li><li>Ensure health service continuity and compliance with emergency response protocols.</li><li>Coordinate with surveillance and outbreak response teams for early detection and containment.</li></ul><p> </p><p><strong>Other Duties</strong></p><ul><li>Represent the organization in relevant coordination forums and technical working groups.</li><li>Perform any other tasks assigned by her/his supervisor or the Health and Nutrition Coordinator or Area Manager to support program goals.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li><strong>Education:</strong> Bachelor’s degree in medicine, Nursing, Public Health, or another health-related field from a recognized institution. A Master’s degree in Public Health or Health Management is an asset.</li><li><strong>Experience:</strong> Minimum of 3 years of progressive experience managing PHC or clinical programs, preferably in humanitarian settings.</li><li><strong>Technical Skills:</strong> Strong knowledge of PHC service delivery, CMAM integration, RH, EPI, IPC, and data management systems.</li><li><strong>Donor Experience:</strong> Familiarity with ECHO, BHA, SHF, UNICEF, and WFP-supported projects is highly desirable.</li><li><strong>Computer Skills:</strong> Proficiency in MS Word, Excel, PowerPoint, and data reporting tools.</li><li><strong>Language:</strong> Excellent written and spoken English.</li><li><strong>Teamwork:</strong> Strong leadership, communication, and problem-solving skills; ability to work independently and in multidisciplinary teams.</li><li><strong>Workload Management:</strong> Ability to manage multiple priorities, meet deadlines, and perform effectively under pressure.</li></ul><p>Selected candidate must report physically to Kutum locallity to sign the employment contract and join the organization. </p><p> </p><p>Female candidates are strongly encouraged to apply</p><p>This job description is not incorporated in the employment contract.
