Job Summary: </strong></p><p>The <strong>Feedback and Accountability Mechanism Officer </strong>/Hotline Operator is responsible for managing the day-to-day operation of CARE’s toll-free and other feedback channels at the field office level. The post holder ensures communities, IDPs, and persons of concern have safe, confidential, and accessible means to provide feedback, ask questions, and raise complaints. The role functions in close collaboration with the Accountability Officer, MEAL team, and Program staff to uphold CARE’s Accountability to Affected Populations (AAP) commitments.</p><p>Activities include receiving and registering all calls, ensuring ethical and professional caller engagement, maintaining the FAM database, referring cases for action, and contributing to reporting and learning on feedback trends. The Hotline Operator is also actively involved in FAM awareness, data quality checks, and documenting lessons learned from caller interactions.</p><h4>Duties and responsibilities</h4><p><strong>1- Operate and Manage the Toll-Free Hotline & Other FAM Channels:</strong></p><ul><li> Answer all incoming calls to the CARE toll-free hotline in a professional, ethical, and culturally sensitive manner, in line with CARE SOPs and Do No Harm principles. </li><li> Log, register, and categorize all feedback, complaints, queries, and expressions of gratitude accurately in the secure FAM database on the same day received. </li><li> Ensure confidentiality of caller information and consent for follow-up is obtained and always respected. </li><li>Support other FAM channels during distributions or field visits, as required: help desks, suggestion boxes, face-to-face.</li><li>Ensure all cases are closed within the appropriate timeframe and update case status in the database.</li></ul><p><strong>2- Referral, Follow-Up & Reporting:</strong></p><ul><li>Triage and refer program-specific complaints and sensitive cases, including GBV/PSEA, to the relevant CARE focal point, Program, or Senior Management immediately, following SOPs. </li><li>Provide weekly/monthly feedback and case status updates to callers after resolution. Offers support to all the 2 PHCs, 1Sc and 1 Mobile team in Khartoum states. The support is directly offered to the Health and Nutrition officers at the locality level. Acceleration of all the activities in the models stated above. Oversee all capacity building initiatives for community groups and support the health and nutrition officers to align to the Sudan requirements for those small groups. She/he will work collaboratively with the respective Program Implementation Managers in each of the project sites. She/he supervises a project team based in the Program Area.</li><li>She/he is authorized to manage the project approved budget.</li><li>Lead the project security matters and the affairs of the project and partners.</li><li>Provide direct technical guidance during the project execution and ensure efficiency in the processes and effectiveness in achieving the planned objective in a manner to reach the desired outcomes and impact.</li><li>Provide strategic leadership and guidance to the Project coordinators and Officers to ensure that the global program quality framework and other relevant policies (e.g Safeguarding, child protection, security and gender equality policies) are embedded within the PA day to day operations and project teams are competent, committed to move forward with their implementation. </li><li>Strengthening capacity for behavioural change communication for Gender, FGM and Early Child Marriage.</li><li>Ensure that, Humanitarian Emergency Response Interventions are delivered timely, with quality and full alignment with Humanitarian core principles and standards.</li></ul><p> </p><p>Accountabilities</p><p> </p><ol><li><strong>Project Stakeholder Management</strong></li></ol><ul><li>Manage the partnership agreement with the Local Implementing Partners and Co applicant.</li><li>Have solid working relationship with all the project key stakeholders and Community leaders. </li><li>Community Based Organizations, CSOs and LNGOs are supervised, mentored, supported and agreed upon capacity building plans are rolled-out.</li><li>Manage communications and ensure stakeholders are aware of project activities and progress and are in a position to accept project deliverables.</li><li>Manage information flows between country office/Program department and the Project stakeholder. </li><li>Manage project related security matters and ensure keeping all concerned are accurately and promptly informed about the status of project security at any point in time during the project period.</li><li>Develop and maintain effective partnerships and alliances that facilitate proper implementation of the project.</li><li>Management of project representation matters and ensures attendance of all relevant coordination forums, networks and event at PA Level.</li></ul><ol><li><strong>Project Management</strong></li></ol><ul><li>Develop detailed annual work plans for the project and enforce adherence of all to the plan and subsequently approved amendments.</li><li>Develop the project mapping, create and manage the PO in the SAP\PMERL systems, ensure all modification and SAP related reports is updated in timely manner.</li><li>Manage the project budget, including project procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of the project funds; and demonstrate value for money in the outcomes and impact of the project.</li><li>Manage project risks, funding, and ensure keeping all concerned are accurately and promptly informed about the status of project.</li><li>Lead the project team develop their knowledge and skills of appropriate nature to the project; guide and motivate them towards excellence performance all through the project period and ensure continuous appraisal of the performance of each.</li><li>Maintain and apply Plans’ standards of practice, policies and procedures.</li><li>Manage the partnership agreement(s) with the implementing partner.</li><li>Ensure that child protection and safeguarding measures are integrated into all processes, practices and activities of the project engages in.</li><li>Conduct site visits regularly to monitor implementation and submit monthly M&E reports on project progress and recommendations for corrective actions if any.</li><li>Ensure that an effective communication system is developed and maintained to the satisfaction of all clients.</li><li>Responsible for project level administration, procurements, project office establishment, recruitment of project staff and other related human resources issues.</li><li>Maintain coordination and close relationship with Plan’s relevant departments (program management, Resource Mobilization, Accounts and the relevant function).</li><li>Provide guidance, leadership, coaching and support for project coordinators and assess their performance following performance standards and HR systems.</li><li>Ensure that the Donor reporting requirements-which are stated in the FAD and other project and donor agreements-are met properly and timely.</li><li>Facilitate and participate effectively in project audits, reviews and evaluation.</li><li>Ensure that proper documentation of the project’s interventions and activities is maintained.</li><li>Establish master project files with all key project documents, memo, communications, reports and stories are well documented and archived </li><li>Ensure that project closing process in terms financial audit, final evaluation (internal and external) project completion report (PCR), financial commitment, partner advance well clear before close the project </li></ul><ol><li><strong>Budget Management </strong></li></ol><ul><li>Manage the project budget, including project procurement management, and ensure avoidance of over/under expenditure as per donor guidelines.</li><li>Manage project costs in such a way that the project budget is managed with cost effectiveness and demonstrate value for money in the outcomes and impact of the project.</li><li>Ensure that PIS rules and donors regulations concerning finance, procurement and human resources are adhered to;</li><li>Submit Budget versus Actual (BVA analysis) with explanation for variances;
