These programs focus on health, nutrition, food security and livelihoods (FSL), and water, sanitation, and hygiene (WASH). Recently, GOAL successfully completed a health systems strengthening project called HealthPro in North Darfur, specifically in the localities of Kutum, Umbaro, and Serf Umra. The follow-on project, HealthPro-2, commenced in February 2024 and is being implemented in North Darfur, South Kordofan, and White Nile states. Funded by the European Union (EU), the project aims to improve the health conditions of vulnerable populations affected by extreme poverty, food insecurity, and malnutrition in the target states. HealthPro-2 is being implemented in collaboration with the State Ministry of Health (SMOH), the National Health Insurance Fund (NHIF), and the National Medical Supplies Fund (NMSF) across these states. The implementation encompasses various activities at the state, locality, health facility, and community levels. These activities will include a range of health systems strengthening (HSS) and social accountability (SA) activities along the six World Health Organization (WHO) health system building blocks to improve the availability and quality of health services in 16 primary healthcare (PHC) facilities, as well as the referral linkages between the PHCs and the rural hospitals. Additionally, several HSS and SA interventions are carried out at the State and Locality Health Department (LHD) levels, including the strengthening of the governance of the decentralized health system in the target states and localities. Despite the ongoing war in Sudan posing several challenges, GOAL remains committed to delivering humanitarian and development interventions to communities in North Darfur, South Kordofan, and White Nile State. Consequently, GOAL is currently seeking a senior, competent, and dedicated HSS and SA Coordinator to lead the implementation of a wide range of HSS and SA activities in North Darfur State.</p><p> </p><p>The HSS/SA Coordinator will lead the implementation of the HealthPro-2 project strategy and its components related to health system counterparts and stakeholders, as well as community engagement, health promotion, and accountability. S/He will make International Medical Corps’ procedures are respected by the field teams. <strong>S/he ensures that the field site under his/her supervision adheres to the minimum standards concerning all the outputs and deliverables that are outlined in the IMC Sudan Minimum Standards policy.</strong></p><p> </p><p>The FC will report to Director – Field Programs Implementation. </p><p> </p></td></tr></tbody></table></figure><h4>Duties and responsibilities</h4><p><strong>Program Management</strong>: </p><ul><li>Responsible for oversight of the implementation of the program(s); day-to day coordination of program, logistics, finance, security, and administration functions and Increase program efficiency by adhering to the minimum standards concerning all the outputs and deliverables that are outlined in the IMC Sudan Minimum Standards policy. </li><li>Responsible for coordinating and monitoring all IMC projects, ensuring appropriate project management tools are developed and updated in accordance with the guidance and direction provided by the project managers. </li><li>Responsible for overseeing program spending per budget allocations to the state and leads the state level pipeline meeting and provided feedback for the budget holders.</li><li>Responsible for logistics support required for the implementation of programs.</li><li>Responsible for conducting regular situational analysis- anticipates changing humanitarian needs and emergencies and consistently looks at information’s and issues that give an opportunity for program development.</li><li>Responsible facilitating field level grant opening, review, and closeout meetings in collaboration with the program managers ensures adequate documentation of lessons learned for each project.</li><li>Coordinate the development of site-specific work plans with reference to the grant documents. </li><li>Coordinates with the Deputy Medical Coordinator the grants implementation on site to ensure proposed and set targets are realized. Identifies with the Deputy Medical Coordinator any impediments to the realizations of targets and proposes amendments or measures to correct the situation.</li><li>Coordinates with the Deputy Medical Coordinator the development of concept notes for new proposed activities/ grants </li><li>In coordination with the Deputy Medical Coordinator, ensure the timely submission of the field Program deliverables (weekly, monthly, quarterly, donor reports) in adherence to the minimum standards.</li></ul><p> </p><p><strong>Staff Management: </strong></p><ul><li>Responsible for the day-to-day supervision and oversight of IMC operational staff in Shangil Tobaya, North Darfur.</li><li>Support program, logistics, admin, and finance staff in their work, by joint planning, information exchange and brainstorming.</li><li>Responsible for supervision of the Human Resource officer- ensure all laid down IMC policies and procedures and followed. Conducts regular supervision using the HR compliance checklist</li><li>Responsible to ensure all new staff were well inducted and have all the information required to enable them to perform -ensures each staff has a job description, performance objective linked to KPI against which individual staff will be perform managed, provide regular feedback to staff on his/her performance.</li><li>Responsible for the follow up whether the staff annual leave plans and update staff annual leave balance are prepared on time. </li><li>Responsible for the follow up that Annual staff performance review are compiled/completed and submitted on time.</li><li>With the support of the field HR and Admin department, the timely submission of the timesheets of all the field staff on the last day of the month.</li><li>Responsible for follow up schedule of recruitment process, staff contract renewal or termination based on grant cycles.</li><li>Follow up with local authorities (HAC, Labor office and local court) on all staff related and litigations</li><li>In coordination with the field HR and Admin department, ensure the timely submission of the field HR and Admin deliverables (weekly, monthly, quarterly, donor reports) in adherence to the minimum standards.</li></ul><p><strong>Budget & Finance </strong></p><ul><li>Prepares and submit monthly cash projection based on approved work plans and budget allocated by the project managers, as per the minimum standards</li><li>Review cash payment voucher/ follow-up for approval as per approval matrix</li><li>Follow up with the Senior Finance Officer that daily cash balance is submitted to the Country office on time. </li><li>Responsible for Conducting surprise cash count.</li><li>Follow up weekly/ monthly cash transaction journal are submitted on time to Shangil Tobaya, North Darfur Office. </li><li>In coordination with field finances department, ensure the timely submission of the field finances deliverables (daily, weekly, monthly, quarterly, donor reports) in adherence to the minimum standards.</li></ul><p> </p><p><strong>Reporting: </strong></p><ul><li>Submit a weekly field report – that includes the program, operational and security updates to the Director, Field Programs Implementation and close follow up on weekly priorities set by him and report regularly.</li><li>Submit the monthly minimum standards report to the Director, Field Programs Implementation</li><li>Assure that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations. </li></ul><p> </p><p><strong>Security </strong></p><ul><li>Ensure monitoring of the security situation by the security focal point and ensure implementation of security rules and regulations and in close coordination with the Roving Security Officer.</li><li>Serve as security focal person for the site in close coordination with the Roving Security Officer.</li><li>Responsible for attending regular security coordination meeting (when the Roving Security is away from Shangil Tobaya, North Darfur) and provide regular up-date to Director – Field Programs Implementation, Country Security Manager and Country Director.</li><li>Liaison with local authority/community and staff on security matters to ensure safe program operations (when the Roving Security is away from Shangil Tobaya, North Darfur). This includes always securing prior approval for movements in the field (when the Roving Security is away from Shangil Tobaya, North Darfur).</li><li>Work closely with the Roving Security Officer to ensure the timely submission of the weekly security update to the Security Manager, the Director – Field Programs Implementation and the Country Director.</li><li>When required and in the absence of the Roving Security Officer, Assist the Security Manager to review site security guideline/SOP based on existing realities</li></ul><p> </p><p><strong>Representation and outreach </strong></p><ul><li>Responsible for representation – with the MOH, HAC, UN, INGOs, local authorities, civil society and community groups field level donor meetings. Ensure the technical leads, participate in all WASH health and nutrition related coordination meetings and provides regular update. Follow-up and coordinates with the Area Coordinator and department heads to ensure that our messages to all actors in consistent and the quality of representation of the highest possible standards. </li><li>Work closely with the local government units and ensure smooth communication about our interventions. </li><li>Coordinates ongoing and planned program implementation/expansion with respective line ministries authorities and communities.</li></ul><p> </p><p><strong>Program development </strong></p><ul><li>With the Deputy Medical Coordinator and the Technical Leads, identify program development opportunities and contribute to the design of the new program concepts and support of IMC program development. </li></ul><p><strong>Stakeholder Mapping</strong></p><ul><li>Responsible for searching and recording humanitarian activities and local authority activities, by sector and by area and in close coordination with the Deputy Medical Coordinator– to identify program gaps and to strengthen coordination of activities and general relationships with other organizations. </li></ul><p><strong>Code of Conduct</strong></p><p> </p><p>As applicable to this position, an individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.
