She/he will work collaboratively with the respective Program Implementation Managers in each of the project sites. She/he supervises a project team based in the Program Area.</li><li>She/he is authorized to manage the project approved budget.</li><li>Lead the project security matters and the affairs of the project and partners.</li><li>Provide direct technical guidance during the project execution and ensure efficiency in the processes and effectiveness in achieving the planned objective in a manner to reach the desired outcomes and impact.</li><li>Provide strategic leadership and guidance to the Project coordinators and Officers to ensure that the global program quality framework and other relevant policies (e.g Safeguarding, child protection, security and gender equality policies) are embedded within the PA day to day operations and project teams are competent, committed to move forward with their implementation. </li><li>Strengthening capacity for behavioural change communication for Gender, FGM and Early Child Marriage.</li><li>Ensure that, Humanitarian Emergency Response Interventions are delivered timely, with quality and full alignment with Humanitarian core principles and standards.</li></ul><p> </p><p>Accountabilities</p><p> </p><ol><li><strong>Project Stakeholder Management</strong></li></ol><ul><li>Manage the partnership agreement with the Local Implementing Partners and Co applicant.</li><li>Have solid working relationship with all the project key stakeholders and Community leaders. </li><li>Community Based Organizations, CSOs and LNGOs are supervised, mentored, supported and agreed upon capacity building plans are rolled-out.</li><li>Manage communications and ensure stakeholders are aware of project activities and progress and are in a position to accept project deliverables.</li><li>Manage information flows between country office/Program department and the Project stakeholder. </li><li>Manage project related security matters and ensure keeping all concerned are accurately and promptly informed about the status of project security at any point in time during the project period.</li><li>Develop and maintain effective partnerships and alliances that facilitate proper implementation of the project.</li><li>Management of project representation matters and ensures attendance of all relevant coordination forums, networks and event at PA Level.</li></ul><ol><li><strong>Project Management</strong></li></ol><ul><li>Develop detailed annual work plans for the project and enforce adherence of all to the plan and subsequently approved amendments.</li><li>Develop the project mapping, create and manage the PO in the SAP\PMERL systems, ensure all modification and SAP related reports is updated in timely manner.</li><li>Manage the project budget, including project procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of the project funds; and demonstrate value for money in the outcomes and impact of the project.</li><li>Manage project risks, funding, and ensure keeping all concerned are accurately and promptly informed about the status of project.</li><li>Lead the project team develop their knowledge and skills of appropriate nature to the project; guide and motivate them towards excellence performance all through the project period and ensure continuous appraisal of the performance of each.</li><li>Maintain and apply Plans’ standards of practice, policies and procedures.</li><li>Manage the partnership agreement(s) with the implementing partner.</li><li>Ensure that child protection and safeguarding measures are integrated into all processes, practices and activities of the project engages in.</li><li>Conduct site visits regularly to monitor implementation and submit monthly M&E reports on project progress and recommendations for corrective actions if any.</li><li>Ensure that an effective communication system is developed and maintained to the satisfaction of all clients.</li><li>Responsible for project level administration, procurements, project office establishment, recruitment of project staff and other related human resources issues.</li><li>Maintain coordination and close relationship with Plan’s relevant departments (program management, Resource Mobilization, Accounts and the relevant function).</li><li>Provide guidance, leadership, coaching and support for project coordinators and assess their performance following performance standards and HR systems.</li><li>Ensure that the Donor reporting requirements-which are stated in the FAD and other project and donor agreements-are met properly and timely.</li><li>Facilitate and participate effectively in project audits, reviews and evaluation.</li><li>Ensure that proper documentation of the project’s interventions and activities is maintained.</li><li>Establish master project files with all key project documents, memo, communications, reports and stories are well documented and archived </li><li>Ensure that project closing process in terms financial audit, final evaluation (internal and external) project completion report (PCR), financial commitment, partner advance well clear before close the project </li></ul><ol><li><strong>Budget Management </strong></li></ol><ul><li>Manage the project budget, including project procurement management, and ensure avoidance of over/under expenditure as per donor guidelines.</li><li>Manage project costs in such a way that the project budget is managed with cost effectiveness and demonstrate value for money in the outcomes and impact of the project.</li><li>Ensure that PIS rules and donors regulations concerning finance, procurement and human resources are adhered to;</li><li>Submit Budget versus Actual (BVA analysis) with explanation for variances; Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health, nutrition, peace building and protection, resilience, and Market Systems Development.</p><p><br>The EU Youth programme is an European Commission-funded action implemented by Mercy Corps in consortium with the Danish Refugee Council (DRC) and local partners to support conflict- and displacement-affected young people aged 15–35. The 42-month program started in January 2026, and will respond to Sudan’s protracted crisis by combining short-term income opportunities with pathways to longer-term economic recovery, while strengthening protection and social cohesion for youth, especially young women, internally displaced persons (IDPs), and youth with disabilities.</p><p><br>Through an integrated approach, the EU Youth programme will deliver labour-intensive, community-based public works and Cash for Work (CfW) activities that rehabilitate priority community assets and improve access to services and markets, alongside market-relevant training, entrepreneurship support, and linkages to employment and financial services (including VSLAs). All activities are designed using conflict- and inclusive approaches and are informed by assessments, with protection mainstreaming and community safety measures embedded where feasible to support safe participation and reduce vulnerabilities.</p><p> </p><p><strong>Position Summary</strong></p><p><br>The Livelihood and Employment Coordinator provides technical coordination and quality assurance for the EU Youth programme’s livelihoods, entrepreneurship, and MSME support interventions, with primary responsibility for Output 2: Strengthened technical and financial capacities of self-employed youth and micro and small businesses, with a specific focus on Activity 2.2 (entrepreneurship programmes, start-up kits, financial literacy, B2B networking, and entrepreneurship hubs). The role ensures interventions are market-informed, inclusive, and conflict-sensitive, supporting young people (15–35) affected by conflict and displacement to start and sustain viable micro-enterprises and improve access to income opportunities.</p><p><br>Working across implementation areas in Sudan, the Coordinator provides hands-on technical guidance to Project Managers and their teams, local implementing partners, and consortium counterparts, ensuring consistent standards, tools, and approaches. We are committed to actively engagingcommunities as equal partners in the design, monitoring and evaluation of our field projects.</p><p><br><strong>Accountability</strong></p><p><br><strong>Reports Directly To:</strong> Project Director</p><p><br><strong>Works Directly With: </strong>EU Youth Program team (including but not limited to Deputy Program Director, Project Managers, Area Managers, CfW Coordinator, Officers), MC’s PAQ Unit, members of Operations, Program departments, the Senior Management Team and HQ Technical Support Unit (Cash and Market Advisors).</p><p> </p><h4>Minimum Qualification, Skills and Experience Required</h4><p><strong>MINIMUM QUALIFICATION & TRANSFERABLE SKILLS</strong><br>•Knowledge and Experience<br>•Bachelor’s degree in economics, international development, business/entrepreneurship, livelihoods,social sciences, or a related field required;<br>•5+ of progressively responsible experience designing and/or managing livelihoods, employment,entrepreneurship, and/or MSME-support programming in fragile, conflict-affected, or displacement-affected contexts.</p><p>•Demonstrated experience delivering youth-focused entrepreneurship and self-employmentprogramming, including at least two of the following: business skills training, financial literacy, businessplan development, start-up kits/in-kind support, small grants, coaching/mentorship models, B2Bnetworking/market linkages, or entrepreneurship hubs.<br>•Strong understanding of labour markets and market systems in crisis settings, including ability to applymarket assessments to programme design and adapt modalities to supply constraints and volatility.<br>•Proven ability to provide technical oversight across multiple locations and teams, includingdevelopment of SOPs/tools, staff coaching, implementation troubleshooting, and ensuring consistentminimum standards.<br>•Previous experience building capacity of staff and local partners.<br>•Ability to work in a collaborative spirit with other departments, in particular Procurement and Finance,to effectively support implementation of programs while staying compliant with donor and Mercy Corpsregulations.<br>•Advanced computer skills in MS Office programs, particularly Excel.<br>•Effective verbal and written communication, multi-tasking, organizational and prioritization skills.<br>•Willingness and ability to travel frequently to field locations and work in insecure or hardshipenvironments, with flexibility to adjust to changing access conditions.<br>•Excellent oral and written Arabic and English skills required.</p><p><strong>SUCCESS FACTORS</strong></p><p><br>•The successful Livelihood and Employment Coordinator will be able to deliver high-quality, market-informed entrepreneurship support in a rapidly changing, conflict-affected environment, whilestrengthening consistency across multiple implementation areas. Key success factors include:<br>•Market-driven, practical problem-solving: Consistently translates labour/market realities intofeasible entrepreneurship packages (training, start-up kits, coaching) and adapts quickly to supplyconstraints, inflation, and access limitations.<br>•Strong technical stewardship: Maintains clear minimum standards for Activity 2.2 and improvesimplementation quality through usable tools (SOPs, scoring rubrics, kit specifications) and hands-oncoaching of Project Managers and field teams.<br>•Results focus with realism: Sets clear priorities, monitors progress, and drives follow-through onbusiness support cycles (from training through start-up support to coaching and market linkages),while adjusting expectations to context and evidence.<br>•Collaboration and influence without authority: Builds strong working relationships with ProgramManagers, partners, and consortium counterparts; aligns diverse teams around consistent approachesand resolves bottlenecks constructively.<br>•Integrity, compliance, and accountability: Ensures transparent selection and auditabledocumentation for start-up kits/small grants; proactively manages fraud/diversion risk and strengthenstrusted feedback/complaints mechanisms.<br>•Inclusion and “safe participation” leadership: Designs and reinforces practical measures thatenable meaningful participation and benefit for young women, displaced youth, and youth withdisabilities, and works closely with protection colleagues to reduce risks that limit engagement.<br>•Learning mindset and adaptability: Routinely captures lessons from the field, tests improvements,and institutionalizes what works across locations, strengthening programme effectiveness over time.</p><p> </p><h4><strong>Living Conditions / Environmental Conditions</strong></h4><p>The position is based in kassala and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
