It implements HR policies and procedures under the supervision of the HR Manager.</p><h4>Duties and responsibilities</h4><p><strong>1: (HR Projects and Reporting) Tasks:</strong></p><ul><li> lead any assigned HR project aimed at enhancing operational efficiency, HR policies, and procedures. </li><li>Provide HR Manager monthly report (recruitment Tracker, ATP, Annual Leaves tracker…etc.).</li></ul><p><strong>2: (Responsible for all HR Operations in the Base) Tasks: </strong></p><ul><li>Oversee all aspects of HR operations in the Base, including recruitment, onboarding & offboarding employee relations, performance management, Payroll. </li><li>Act as Focal Point to Head of base in collaboration with HR Manager Prepare employment contracts, amendments in consultation with the HR Manager and Assure that contracts are signed by all employees before they begin working and kept safely.</li></ul><p><strong>3: (HR administration & compliance) Tasks: </strong></p><ul><li>Ensures completed and up-to-date personnel files are maintained for all base staff on People ADS. </li><li>Making sure to renew the WATSHDOG for base staff and upload to People ADS Archive all HR documents in both hard and soft copies.</li></ul><p><strong>4: (HR administration & compliance) Tasks: </strong></p><ul><li>Monitor staff attendance, leave, timesheets, and personnel movements. </li><li>Support the monthly payroll process, including reviewing attendance, allowances, deductions, and other payroll inputs</li><li>Coordinate with relevant authorities and external stakeholders on labor Office, social insurance, taxation, and other HR-related matters. </li><li>Support staff separation processes, including clearance, final payments, exit interviews, and issuance of employment certificates.</li></ul><p><strong>5: (HR administration & compliance) Tasks: </strong></p><ul><li>Maintain effective working relationships with external stakeholders, including the Humanitarian Aid Commission (HAC), Labour Office, and Migration Authorities.</li><li>Ensure timely management and compliance of staff administrative matters, including work permits, Expat visas, and other employment-related documentation.</li><li>Coordinate end-to-end recruitment processes in line with organizational policies and local labour regulations.</li><li>Manage job advertising, candidate sourcing, application screening, shortlisting, testing, interviews, and selection processes.</li><li>Support compliance with applicable labour laws, immigration requirements, and organizational HR policies.</li><li>Provide timely HR administrative support to ensure smooth and effective workforce management.</li><li>Provide general administrative and HR support to the HR Manager and other departments as required.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li>Bachelor’s degree in human resources, Business Administration, or a related field.</li><li>Human Resources Management tools such as organization charts, performance appraisal, job descriptions, staff training and development.</li><li>2 years in human resources management preferably in an HR generalist role Minimum 1 year experience in the humanitarian sector.</li><li>Strong command of MS Office. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI has started its operation in Sudan since 2004 supporting people in need living Sudan which are affected both by natural and human related disasters including drought and conflict. COOPI-Sudan focuses on two main programmatic pillars which are Emergency Response and Early Recovery programs.</p><p>The Human Resources Manager is responsible for leading and managing all HR functions of the mission, ensuring compliance with national labour legislation, organizational policies, donor requirements, and humanitarian best practices. The role supports the achievement of organizational objectives by attracting, developing, motivating, and retaining competent staff while promoting a positive, safe, and inclusive work environment.</p><h4>Duties and responsibilities</h4><p><strong>HR Strategic Planning:</strong></p><ul><li>Support the agency’s Human Resources strategy;</li><li>In consultation and coordination with the Head of Mission, Country Administrator, program Coordinator and SMTs members, define HR strategy in line with Country Programs strategic objectives and develop, maintain, and support implementation of a CP staffing plan;</li><li>Develop and ensure HR policies, procedures, systems, and processes align for all HR functional areas and that programs are in line with agency values and principles;</li><li>Establish an effective approach to employee relations, including staff communications, employee engagement, conflict resolution, and employee recognition and feedback programs;</li><li>Ensure sound and effective HR management practices, policies, and processes to stay abreast of local labor regulations and industry best practices;</li><li>Revise and update the Local Staff Management Regulations; </li><li>Provide input on compensation of staff and make recommendations; </li></ul><p><strong>Recruitment:</strong></p><ul><li>Ensure the availability of competent and motivated individuals to fill positions; </li><li>Develop recruitment plans; </li><li>Ensure to respect applicable recruitment regulations and handle relations with local authorities;</li><li>Lead the recruitment efforts for applicable positions and works in collaboration with concerned supervisors to recruit staff members; </li><li>Ensure that the recruitment and selection process is in line with best practices and organizational policies; </li><li>Prepare and propose recruitment tools to evaluate candidates during recruitment tests and interviews;</li><li>Check references of recommended candidates;</li><li>Assist in preparing induction programs for newly recruited staff. </li></ul><p> </p><p><strong>Human Resources Management: </strong></p><ul><li>Maintain and keep up-to-date staff leave tracker and prepare associated periodic reports;</li><li>Ensure personnel files are complete with all staff-related documentation and employment records as required per COOPI, donor, and local law;</li><li>Ensure job descriptions are up-to-date;</li><li>Draft and manage employment contracts; </li><li>Ensure that responsibilities and performance expectations are clearly communicated;</li><li>Ensure effective and efficient processing and authorization of national staff timesheets and leave;</li><li>Ensure HR databases and lists are maintained up-to-date and contain all relevant information;</li><li>Ensure proper internal control for all human resources issues. </li><li>Mediate with supervisor, management, and employees and help to resolve conflicts;</li><li>Manage national staff separation process including exit interviews, separation letters and benefits, and clearance, ensuring COOPI policies and procedures and local labor laws are followed;</li><li>Train supervisors on relevant labor laws and employee relations best practices.</li><li>Supervise the PSEAH policies implementation. </li></ul><p> </p><p><strong>Payroll: </strong></p><ul><li>Prepare the monthly payroll and ensure that all employees are timely paid; </li><li>Report and submit payroll deductions to applicable local authorities; </li><li>Check and approve overtime claims.</li></ul><p><strong>Performance Management</strong>:</p><ul><li>Support management and supervisors to deal firmly and promptly with performance issues;</li><li>Steer the annual appraisal of performance process; </li><li>Assist in drafting performance improvement plans; </li><li>Train and assist supervisors on disciplinary action process (according to labor law);.</li></ul><p><strong>Other</strong>:</p><ul><li>Address HR audit issues and lead the closing of any HR Audit findings;</li><li>Help to implement training programs; </li><li>Ensure legal compliance for all HR related issues; </li><li>Act as a resource person to clarify any HR issues.</li></ul><p><strong>General Duties: </strong></p><ul><li>Is aware of COOPI’s objectives and activities in Sudan.</li><li>Respects security rules at all time.</li><li>Pledges to respect and act in accordance with COOPI’s Code of Ethics, PSEA Policy, and other applicable organizational policies.</li><li>Replace other employees in their absence when necessary.</li><li>The staff member may be asked to perform duties and tasks not covered in this job description as well as to provide support to other functional units when requested and necessary.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li>Bachelor’s Degree in Human Resources Management, Business Administration, Public Administration, Management or any other relevant field; </li><li>Master Degree is an advantage.</li><li>Minimum of 5-7 years of progressive HR experience. </li><li>Minimum of 3 years in coordination or managerial role with international NGOs in Sudan, preferably more;</li><li>Experience in Payroll management.</li><li>Good working proficiency in the use of Microsoft Word, Excel, PowerPoint, and Outlook; </li><li>Good written and spoken English, very good Arabic proficiency;</li><li> Good organizational, communication and interpersonal skills</li></ul>
