The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).</p><p> </p><p><strong>General Description of the Role</strong></p><p>The Clinical Services Manager is responsible for providing leadership, technical guidance, and oversight to ensure the effective delivery of quality clinical and preventive health services across supported Primary Health Care Centers (PHCs). The Manager coordinates and supervises clinical operations, ensures compliance with national standards and donor requirements, strengthens referral systems, and supports health staff capacity development.<br>The role also involves coordination with local health authorities, partners, and community stakeholders to improve access, quality, and efficiency of integrated PHC and nutrition services.</p><p> </p><p><strong>Overall Objective of the Position</strong></p><p>To strengthen and ensure the provision of high-quality, accessible, and integrated clinical services at PHC level, contributing to improved health outcomes for vulnerable populations, especially children under five, pregnant and lactating women, and other at-risk groups.</p><h4>Duties and responsibilities</h4><p><strong>Clinical Service Planning and Coordination</strong></p><ul><li>Lead the planning and implementation of clinical service delivery across supported PHCs, ensuring integration of curative, preventive, and promotive health services.</li><li>Coordinate with Local Health Departments (LHDs), State Ministry of Health (SMoH), Community Health Committees (CHCs), and partners to align services with national primary health care standards.</li><li>Participate in health coordination and technical working group meetings at locality and state levels.</li><li>Facilitate collaboration between PHC clinical services and other sectors, including nutrition, WASH, protection, and community health.</li></ul><p> </p><p><strong>Quality Assurance and Service Delivery</strong></p><ul><li>Oversee the quality and performance of clinical services, including outpatient consultations, maternal and child health (MCH), reproductive health (RH), Expanded Program on Immunization (EPI), and disease surveillance.</li><li>Ensure adherence to national clinical protocols, guidelines, and infection prevention and control (IPC) standards.</li><li>Strengthen referral pathways between PHCs, stabilization centers, and higher-level facilities.</li><li>Supervise clinical teams and provide on-site technical guidance, case management reviews, and mentoring.</li><li>Support integration of nutrition services (CMAM, IYCF, NIPP) into routine PHC activities.</li></ul><p> </p><p><strong>Monitoring, Evaluation, and Reporting</strong></p><ul><li>Conduct regular monitoring visits to PHCs to evaluate service quality, data accuracy, and overall performance.</li><li>Review and analyze health information data (HMIS) to identify gaps, trends, and areas for improvement.</li><li>Ensure timely and accurate reporting of health indicators to the Health Coordinator, SMoH, and donors.</li><li>Document lessons learned, success stories, and best practices to inform continuous quality improvement.</li></ul><p> </p><p><strong>Supply Chain and Medical Logistics Management</strong></p><ul><li>Oversee forecasting, requisition, and distribution of essential medicines, medical supplies, and equipment.</li><li>Ensure proper stock management, recordkeeping, and rational use of medical commodities.</li><li>Coordinate with the Supply Chain and Warehouse Officers to ensure timely replenishment and accountability.</li><li>Supervise the safe disposal of expired or damaged medical items in compliance with national and donor procedures.</li></ul><p> </p><p><strong>Capacity Building and Staff Supervision</strong></p><ul><li>Lead capacity-building initiatives for clinicians, nurses, and allied health staff on key PHC components including (Nutrition, IMCI, RH, EPI, IPC, data management, etc.).</li><li>Conduct regular supportive supervision and on-the-job mentoring to strengthen clinical competencies.</li><li>Support development and implementation of training plans and clinical supervision tools in collaboration with SMoH and partners.</li></ul><p> </p><p><strong>Emergency Preparedness and Response</strong></p><ul><li>Support emergency health responses including disease outbreaks, new IDP arrivals, and other humanitarian crises.</li><li>Ensure health service continuity and compliance with emergency response protocols.</li><li>Coordinate with surveillance and outbreak response teams for early detection and containment.</li></ul><p> </p><p><strong>Other Duties</strong></p><ul><li>Represent the organization in relevant coordination forums and technical working groups.</li><li>Perform any other tasks assigned by her/his supervisor or the Health and Nutrition Coordinator or Area Manager to support program goals.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li><strong>Education:</strong> Bachelor’s degree in medicine, Nursing, Public Health, or another health-related field from a recognized institution. The role will strengthen collaboration with other functions, conduct safety and security assessments, make recommendations, and support their implementation across country programmes. The HASSM will help implement Save the Children’s Safety and Security Policy and Standards and Duty of Care Policy, drive improvements in safety and security management, and support compliance with Minimum Standards. Key responsibilities include:</li><li>Develop and deliver training modules that address identified knowledge gaps within field offices and implementing partners, strengthening local safety and security capacity.</li><li>Deliver HEAT and related safety and security training, including fire safety and first aid, where required.</li><li>Identify gaps in field office security management and planning and support resourcing and implementation of improvements.</li><li>Identify external training opportunities for field office programme, safety and security teams.</li><li>Support Safety and Security Officers in mentoring new and junior staff to strengthen recruitment, onboarding and professional development.</li><li>Develop effective Standard Operating Procedures and support their implementation.</li><li>Ensure movement control procedures are implemented effectively across all offices.</li><li>Coordinate with the HASS team to develop contingency plans for major events and critical incidents, share best practices, ensure consistency, and build implementing partners’ safety and security capacity.</li></ul><p>Deploy at short notice to support operations in any SCI programme area or temporarily cover vacant safety and security roles, under the Country Office line management structure.</p><p> </p><h4>Minimum Qualification, Skills and Experience Required</h4><p><strong>QUALIFICATIONS AND EXPERIENCE</strong></p><p><strong>Essential:</strong></p><ul><li>Relevant professional qualification in security, safety or risk management, together with proven experience in a similar senior security management role.</li><li>5 years of relevant experience with NGOs or similar</li><li>Expertise in current safety and security practices and issues affecting aid work globally.</li><li>Previous experience as an NGO Humanitarian Access/ Security Adviser/Manager</li><li>Fluent in English (written and spoken).</li><li>Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, none state actors, international organisations security forums and local NGOs.</li><li>Experience of working in high-risk areas contexts. S/He will be providing operational oversight for the logistic, Security, administrative and finance team. The FC will also work with the program and technical team to ensure proper planning and implementation of activities as per work plans and expenditure pipelines. Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health,<br>nutrition, peace building and protection, resilience, and Market Systems Development.<br>The EU Youth programme is an European Commission-funded action implemented by Mercy Corps in<br>consortium with the Danish Refugee Council (DRC) and local partners to support conflict- and<br>displacement-affected young people aged 15–35 in nine target states (of which Mercy Corps will work in<br>four (and potentially 5) states: South Darfur, Kassala, River Nile, and North and South Kordofans). The 42-<br>month program started in January 2026, and will respond to Sudan’s protracted crisis by combining shortterm<br>income opportunities with pathways to longer-term economic recovery, while strengthening protection<br>and social cohesion for youth, especially young women, internally displaced persons (IDPs), and youth with<br>disabilities.<br>Through an integrated approach, the EU Youth programme will deliver labour-intensive, community-based<br>public works and Cash for Work (CFW) activities that rehabilitate priority community assets and improve<br>access to services and markets, alongside market-relevant training, entrepreneurship support, and<br>linkages to employment and financial services (including VSLAs). All activities are designed using conflictand<br>inclusive approaches and are informed by assessments, with protection mainstreaming and<br>community safety measures embedded where feasible to support safe participation and reduce<br>vulnerabilities.</p><p><br><strong>POSITION SUMMARY</strong><br>The Grants and Partnerships Coordinator will support the EU Youth programme (EMPOWER), leading the<br>day-to-day management of the programme’s partnerships with five local implementing partner NGOs<br>across the five target states. The programme combines nutrition-specific and nutrition-sensitive interventions, including Assida Plus, Assida MAM, iCCM+, community-based management of acute malnutrition, and nutrition-sensitive livelihoods support. </p><p>Based in North Kordofan, with regular travel to Central Darfur, the post holder will be responsible for ensuring the timely, effective, high-quality, and compliant delivery of the programme across both implementation locations.
