Background and Context</strong></p><p>Triangle Génération Humanitaire (TGH) is committed to delivering high WASH infrastructure projects. To maintain technical excellence and improve project delivery, TGH is investing in the capacity building of Local partner staff and its engineering staff. This training aims to upgrade the technical proficiency of the WASH engineering team in essential design, spatial analysis, quantity surveying, and project construction management software.</p><p><strong>2. Objective of the Consultancy</strong></p><p>The primary objective of this consultancy is to conduct an interactive online training program for 10 participants that will run for 35 hours. Sessions will generally run 2 hours per day, though the schedule can be adjusted based on mutual discussion. The training will focus on providing practical, hands-on experience in specialized engineering and management software to enhance structural design, system modeling, and overall project tracking to provide update and refreshing training for the WASH staff.</p><p><strong>3. Scope of Work & Training Modules</strong></p><p>The selected trainer/firm will be responsible for designing and delivering a structured curriculum covering the following software:</p><ul><li><strong>AutoCAD:</strong> Advanced 2D drafting, layout preparation for WASH facilities (latrines, water yards, etc.), and reading/modifying structural designs.</li><li><strong>Quantity Surveying (Manual Excel & PlanSwift):</strong> Digital takeoff techniques using PlanSwift, preparing accurate Bill of Quantities (BoQs), and manual quantity calculation and cost estimation using advanced Microsoft Excel functions.</li><li><strong>Wrike:</strong> Project construction management, task delegation, timeline tracking (Gantt charts), and collaborative workflow management for engineering projects.</li></ul><p><strong>4. Specific Conditions & Requirements</strong></p><p>To ensure the effectiveness and legality of the training, the following conditions strictly apply:</p><ul><li><strong>Software :</strong> The consultant/firm/ individual is explicitly required to provide, install, and activate of all the aforementioned software (AutoCAD, PlanSwift, Wrike) on the laptops of the participating attendees prior to the start of the training.</li><li><strong>Language of Instruction:</strong> All live training sessions, manuals, study materials, and assessments must be conducted strictly in <strong>English</strong>.</li><li><strong>Interactive Online Delivery:</strong> The training must not be limited to pre-recorded videos. The consultant must use interactive, live online teaching platforms (e.g., Zoom, MS Teams) utilizing screen sharing, remote control assistance, digital whiteboards, and practical live assignments.</li><li><strong>Assessment & Certification:</strong> The consultant must conduct pre- and post-training evaluations to measure skill improvement. Upon successful completion, accredited certificates must be issued to all participants.</li></ul><p><strong>5. Expected Deliverables</strong></p><ol><li><strong>Inception Report:</strong> Detailed training schedule, curriculum syllabus, and methodology submitted within the first week of signing the contract.</li><li><strong>Software Installation:</strong> Successful installation and activation of all 3 original software licenses for the 10 attendees</li><li><strong>Training Materials:</strong> Provision of all digital training manuals, datasets, and recorded sessions for future reference.</li><li><strong>Final Report:</strong> A comprehensive report detailing the training process, attendance, participant evaluations, and recommendations for further development.</li></ol><p><strong>6. Consultant / Firm Qualifications & Required Documents</strong></p><p>The applicant must possess extensive experience in WASH infrastructure and software training. TGH accepts applications from both established consulting firms/training centers and individual expert trainers, subject to the following documentation requirements:</p><p><strong>A. collaboration with the nutrition and medical teams.</li><li>Conduct developmental screening and assessment of referred children and identify children requiring stimulation therapy and/or further rehabilitation referral.</li><li>Develop and implement individualized stimulation therapy plans based on each child’s developmental needs, functional abilities, and nutritional recovery status.</li><li>Provide 5–7 individual stimulation therapy sessions of approximately 30–45 minutes per child, involving the child and caregiver together.</li><li>Use age-appropriate physical, sensory, cognitive, communication, and play-based activities to support children’s motor, sensory, cognitive, language, and emotional development.</li><li>Conduct developmental assessments during the initial and final sessions to monitor progress and document changes in the child’s developmental and functional status.</li><li>Demonstrate and coach caregivers on simple, culturally appropriate stimulation activities that can be safely continued at home using locally available materials and Toy Box resources.</li><li>Ensure that stimulation sessions are delivered in a safe, child-friendly, inclusive, and stimulating environment.</li><li>Provide technical guidance and day-to-day supervision to Physiotherapy Assistants involved in the delivery of stimulation therapy.</li><li>Mentor and coach referral pathways with PUI and other relevant nutrition and health actors for identification, referral, and follow-up of children requiring stimulation therapy or additional rehabilitation Offers support to all the 1 PHCs, and 1 Mobile team in Jebel Awliya locality Khartoum states. The support is directly offered to the Health and Nutrition staff seconded to MoH at targeted HFs at the locality level. Acceleration of all the activities in the models stated above. Oversee all capacity building initiatives for community groups and support the health and nutrition officers to align to the Sudan requirements for those small groups. Implementation of the models is done as World Vision Sudan recommends.</li></ul><h4>Duties and responsibilities</h4><p><strong>1.Proposals, Planning & Strategy</strong></p><p> • Work with sector field-based staff to develop concept papers and prepare proposals (including logical frameworks, draft budgets, budget narratives, monitoring and evaluation plans) for major government, private and multi-lateral donors for the 3 states small groups and community health interventions. </p><p>• Support in project manager in development and or review of Health and Nutrition sector-based strategy compliance. </p><p>• Monitor the implementation and quality of WASH activities, identify gaps and challenges, and provide timely updates and recommendations to the Project Project Coordinator and Base evidence required to develop competitive and winnable proposals. </p><p>• Mobilize communities to contribute to project interventions, including labour, local materials, operation and maintenance support, and other agreed community contributions.</p><p> </p><p><strong>4.Advocacy, Engagement, Networking & Partnerships </strong></p><p>• Support coordination with MoH, UNICEF, WES, government departments, UN agencies, and sector partners to ensure quality implementation, alignment, and effective collaboration in WASH activities. </p><p>• Represent the project in relevant WASH coordination meetings, cluster meetings, field assessments, and partner engagements as assigned by the Project Coordinator or State WASH Coordinator, and share key updates for follow-up action.</p><p> </p><p><strong>5.Capacity building </strong></p><p>• Build the capacity of WASH committees, community volunteers, key project staff, and NNGO partners on the management, operation, and maintenance of WASH facilities, including water chlorination, hygiene promotion, and basic facility monitoring. </p><p>• Support training and coaching of partners and community structures in the implementation of WASH and construction activities to ensure quality, sustainability, and compliance with project standards.</p><p><strong>1.Required Professional Experience</strong></p><ul><li> At least 5 years of field-based experience in H&N implementation, with a strong H&N project implementation background and experience working in conflict-prone or fragile contexts. </li><li> Proficiency in project planning, staff training, supportive supervision, report writing and local partner engagement. </li><li> Practical experience in implementing H&N project models, including nutrition promotion, behaviour change, and community-based approaches.</li><li>Experience supporting H&N assessments, proposal development, project reporting, and donor-compliant documentation.</li><li>Experience mainstreaming gender, environment, peacebuilding, disability inclusion, and community accountability in project implementation.</li><li>Experience coordinating with government authorities, UN agencies, NGOs, donors, private sector actors, and community structures.</li></ul><p><strong>2.Required Education, training, license, registration, and certification</strong></p><ul><li>Bachelor’s degree in medicine, Nutrition, public health and Nursing or related degrees from accredited university. </li><li>At least 5 years of previous experience in health and Nutrition sector related or Conduct field monitoring, supervise all accounting processes, review and consolidate monthly reports from state offices, and build capacity of field finance staff.</li><li>Payroll Compliance, Social Insurance & Taxation (in collaboration with HR):</li><li>Follow up monthly payroll entitlements and deductions in close coordination with HR Department.</li><li>Calculate, reconcile, and ensure timely payment of monthly Social Insurance contributions for all staff (HQ and assigned State Offices) in accordance with Sudanese Labor Law.</li><li>Calculate, reconcile, and ensure timely payment of Personal Income Tax (PIT) and other statutory taxes to relevant authorities, and obtain official receipts.</li><li>Maintain confidential payroll files, social insurance cards, and tax records, and ensure proper allocation of payroll costs to respective projects based on time sheets.</li><li>Head Office Financial Operations & Payments: Manage and process all financial payments related to Head Office operations (office rent, utilities, suppliers, service contracts) ensuring timely settlement and proper documentation.</li><li>Audit & Archiving: Prepare files for internal/external audits and maintain organized digital and physical archiving system.</li></ol><h4>Minimum Qualification, Skills and Experience Required</h4><p><strong>Qualifications & Experience</strong></p><ul><li>Bachelor’s Degree in Accounting, Finance, or Business Administration - Required.</li><li>3-5 years of relevant experience, including field finance experience with NGOs.</li><li>Solid knowledge of Sudanese Labor Law, Social Insurance, and Taxation procedures.</li><li>Proven experience in supervising field offices and payroll administration with HR.</li><li>Proficiency in accounting software, ERP, and advanced MS Excel.</li><li>Willingness to travel to state offices as required.</li><li>Fluency in Arabic and English.</li></ul><p> </p><p><strong>Core Competencies</strong></p><ul><li>High integrity, confidentiality, and attention to detail (especially for payroll).</li><li>Strong analytical, supervisory, and coordination skills with HR Department.</li><li>Knowledge of statutory compliance and legal payments.</li><li>Ability to manage multiple portfolios (HQ + States) and meet statutory deadlines.</li></ul>
