In Sudan, UNEP implements environmental governance, climate resilience, natural resource management and recovery programmes in partnership with national, state and local authorities, communities, civil society organizations and development partners.</p><p>Dinder National Park is one of Sudan’s most important protected areas and supports significant biodiversity, wildlife habitats, seasonal wetlands, forests, rangelands and water systems. The park is also closely connected to the livelihoods and resource-use practices of communities in the surrounding areas of Sennar, Gedaref and Blue Nile states.</p><p>Climate change, land degradation, agricultural expansion, population displacement, weak natural resource governance and increasing demand for land, water, forest products and grazing resources have placed considerable pressure on the park and its surrounding landscapes. These pressures have contributed to the degradation of wildlife habitats, blockage and sedimentation of mayas and seasonal water channels, loss of vegetation cover, soil erosion, expansion of cultivation into ecologically sensitive areas, unsustainable use of forest resources, human–wildlife interactions and conflicts among farmers, pastoralists, communities and park authorities.</p><p>The conflict that began in April 2023 has further affected livelihoods, public infrastructure, markets, institutional capacities and access to natural resources. The role contributes to improving access, retention, and learning outcomes while reducing protection risks such as child labor, early marriage, and exploitation. The position ensures alignment with project design, INEE Minimum Standards, World Vision education in emergency implementation standard, and integrated multi-sector responses, working closely with government, clusters, and communities. Job Summary: </strong></p><p>The <strong>Feedback and Accountability Mechanism Officer </strong>/Hotline Operator is responsible for managing the day-to-day operation of CARE’s toll-free and other feedback channels at the field office level. The post holder ensures communities, IDPs, and persons of concern have safe, confidential, and accessible means to provide feedback, ask questions, and raise complaints. The role functions in close collaboration with the Accountability Officer, MEAL team, and Program staff to uphold CARE’s Accountability to Affected Populations (AAP) commitments.</p><p>Activities include receiving and registering all calls, ensuring ethical and professional caller engagement, maintaining the FAM database, referring cases for action, and contributing to reporting and learning on feedback trends. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.</p><p> </p><p>COOPI is currently implementing several projects in North Darfur and Khartoum in the sectors of WASH, Food Security and Livelihood, Climate Change adaptation, Disaster Risk Reduction (DRR) and Refugee Response.</p><p> </p><p>The Project Manager is responsible for the overall planning, implementation, monitoring, and oversight of the AICS funded Project (WASH). The position manages overall performance, process, and outcome of the project activities, ensuring high-quality implementation, and alignment with donor requirements and SOS Sahel’s internal policies.</p><p> </p><p> Under the direct supervision of the Central Sudan Area Manager, the PM will undertake the following tasks:</p><h4>Duties and responsibilities</h4><p><strong>Key areas of responsibilities:</strong></p><ul><li>Provide day to day management and oversight across all programmatic and operation of the SHF project activities in Khartoum and White Nile states </li><li>Grant Management</li><li>Manage and support program and project officers to ensure effective planning, implementation, monitoring, and evaluation of the project</li><li>Ensure compliance with SHF regulations and SOS Sahel’s policies and procedures.</li><li>Oversee performance management, process optimization, and outcome tracking for all the project related activities in Khartoum and White Nile states </li><li>Foster strong relationships with local authorities, partners, and stakeholders to enhance program impact and sustainability of the SHF project in the two target states implementation to implement the SHF project activities as per endorsed plans, budgets and timelines, including development of the relevant TOR for trainings and Designs with BoQs for the construction and rehabilitation works</li><li>Identifies, assess, monitors performance of and coaching the project staff for better program quality </li><li>Supports the development of new WASH initiatives and proposals</li><li>Prepares and submits reports on progress, challenges, best practices and lessons learned, etc., as per agreed schedules, formats and timelines of the project.</li><li>Ensures that project staff and partners are aware of SOS Sahel Sudan mandate, principles, implementation strategy, code of conduct, complaints and accountability mechanisms, etc., and that they encouraged and supported to practice them.</li><li>Represents SOS Sahel Sudan in meetings, forums, working groups, events, processes, etc., as advised by the Central Sudan Area manager.</li><li>Coaches, trains and provides WASH technical support to staff and partners. </li><li>Attend all projects meetings at the localities, state and federal levels as appropriate </li><li>Contribute to the overall planning, management and development of SOS Sahel country WASH program.</li><li>Ensure participation of SOS Sahel in the WASH, Health, ESNFIs and other relevant sectors at the target states </li><li>Conduct continuous and end year appraisal if any for the project staff and submit to the Area manager</li><li>Propose and/or undertake action on operational procedures affecting project management and including approving and monitoring financial transfers, partner disbursements and reports as well as SOS Sahel direct expenditures based on the authorization level.</li></ul><p> </p><p><strong>Monitoring, Evaluation and communication</strong></p><ul><li>Ensure timely and high-quality donor and internal reporting which effectively captures project impact and contributes to institutional learning.</li><li>Work with the MEAL staff to ensure proper implementation of the MEAL activities </li><li>Act as MEAL focal person for the project, with possibility of assigning staff to manage day to day MEAL activities and information sharing </li><li>Work with the communication staff/project staff to design appropriate mobilization and sensitization messages for the target population, plus prepare good quality visibility materials for the project as appropriate.</li></ul><p> </p><p><strong>Coordination</strong></p><ul><li>Work respectfully, cooperatively, equally, and Required</h4><p><strong>Qualification</strong></p><p>BSc/MSc degree in Civil engineering, Geology, chemical engineering, Public Health or any other relevant specializations demonstrate the required competencies pertinent to the role</p><p> </p><p><strong>Experience</strong></p><ol><li>Minimum of 5 years’ experience in working with NGOs </li><li>Knowledge of systems and approaches related to enhancing capacities of staff.</li><li>Written/ analysis skills</li><li>Knowledge of working with finance and budgets</li><li>Demonstrated experience of integrating gender and diversity issues into program planning and delivery</li><li>At least two years of experience in managing SHF/WASH projects including donor reporting</li><li>Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities.</li><li>Experience with grassroots development initiatives and knowledge of community driven mechanisms</li><li>Practical knowledge of participatory community development principles and practices, including participatory planning, monitoring and evaluation</li><li>Ability to prioritize and organize work in a way that respects
