A willingness to relocate within North Darfur upon request is required.<br>Duration: 12 months<br>Closing Date: 10 Oct 2026</p><h4>Background</h4><p>GOAL has been operating in Sudan since 1984 and currently implements programs in the North Darfur and South Kordofan states. These programs focus on health, nutrition, food security and livelihoods (FSL), and water, sanitation, and hygiene (WASH). Recently, GOAL successfully completed a health systems strengthening project called HealthPro in North Darfur, specifically in the localities of Kutum, Umbaro, and Serf Umra. The follow-on project, HealthPro-2, commenced in February 2024 and is being implemented in North Darfur, South Kordofan, and White Nile states. Funded by the European Union (EU), the project aims to improve the health conditions of vulnerable populations affected by extreme poverty, food insecurity, and malnutrition in the target states. HealthPro-2 is being implemented in collaboration with the State Ministry of Health (SMOH), the National Health Insurance Fund (NHIF), and the National Medical Supplies Fund (NMSF) across these states. The implementation encompasses various activities at the state, locality, health facility, and community levels. These activities will include a range of health systems strengthening (HSS) and social accountability (SA) activities along the six World Health Organization (WHO) health system building blocks to improve the availability and quality of health services in 16 primary healthcare (PHC) facilities, as well as the referral linkages between the PHCs and the rural hospitals. Additionally, several HSS and SA interventions are carried out at the State and Locality Health Department (LHD) levels, including the strengthening of the governance of the decentralized health system in the target states and localities. Despite the ongoing war in Sudan posing several challenges, GOAL remains committed to delivering humanitarian and development interventions to communities in North Darfur, South Kordofan, and White Nile State. Consequently, GOAL is currently seeking a senior, competent, and dedicated HSS and SA Coordinator to lead the implementation of a wide range of HSS and SA activities in North Darfur State.</p><p> </p><p>The HSS/SA Coordinator will lead the implementation of the HealthPro-2 project strategy and its components related to health system counterparts and stakeholders, as well as community engagement, health promotion, and accountability. The coordinator will work closely with the SMOH, LHDs, NHIF, and NMSF, as well as national NGOs, Community Health Committees (CHCs), and other health system stakeholders in North Darfur, all of which are central to the overall project strategy. GOAL will coordinate this action closely, including monitoring the implementation of various agreements signed by these stakeholders and promoting each stakeholder to fulfil their role within the sustainable health system. The HSS and SA Coordinator will also lead the project actions to build and strengthen the communication and accountability linkages between communities and health system actors. They will also oversee community-based health promotion and livelihood activities implemented by GOAL and national NGO partners. In addition, the coordinator will support the implementation of other humanitarian projects, working in close coordination with the HealthPro Project Coordinator and North Darfur Area Programme Coordinator (APC). Reporting to the HealthPro Project Coordinator, the HSS and SA Coordinator will be responsible for managing the two HSS/SA Managers in Kutum and Umbaro and the DHIS-2/Project Support Manager, as well as the Programme budget for HealthPro-2 and other assigned grants, ensuring adherence to donor and GOAL compliance requirements and policies.</p><h4>Duties and responsibilities</h4><p><strong>Technical & Programme Management </strong></p><p> </p><p><strong>A. Health System Strengthening</strong></p><p> • Lead the implementation of the Health Systems Strengthening (HSS) interventions, ensuring that the planned HSS activities are executed, and maintaining close collaboration with the North Darfur HSS stakeholders, including the SMOH, NHIF, NMSF, and LHDs, all of which are critical counterparts in HealthPro-2 implementation. </p><p>• Take the lead in facilitating discussions regarding the implementation of the HealthPro-2 project. This includes regular communication with SMOH, LHDs, NHIF, NMSF, and other relevant counterparts to build consensus on implementation modalities, sign the necessary agreements, and effectively carry out and oversee HSS interventions at all levels.</p><p> • Monitor and ensure the implementation of the various agreements signed with project counterparts, especially with SMOH, NHIF, and NMSF to effectively implement the project strategy.</p><p> • Develop and monitor detailed implementation and procurement plans for all HSS activities, in collaboration with SMOH, NHIF, NMSF, LHDs, and other key project counterparts and stakeholders.</p><p> • Work closely with SMOH, NHIF, and NMSF to achieve the implementation of a uniform and sustainable model of health service delivery in the 4 target PHC facilities in North Darfur, including any construction/rehabilitation, staffing, the provision of medical equipment and furniture, and facilitating the implementation of the full package of primary health care services in each health facility.</p><p> • Work closely with the HealthPro-2 Construction Coordinator to define needs and support the oversight of all construction/rehabilitation of health facilities and LHD offices alongside SMOH, NHIF, LHDs, health facility management, and Community Health Committees (CHC), to ensure SMOH infrastructure and service delivery standards are met for all the targeted health facilities, including any construction/rehabilitation, staffing, equipment, furniture, training of health workers, as well as the expansion of primary health care services. </p><p>• Lead the implementation of interventions aimed at improving the referral linkages between PHC facilities and rural hospitals in each target locality. This involves ensuring the effective implementation of referral standard operating procedures (SOPs) and facilitating the provision of referral support for emergency obstetric care (EmOC) and Stabilization Center (SC) services.</p><p> • Work closely with the HealthPro-2 clinical mentor, SMOH, LHDs, and the health facility quality management teams to improve quality of PHC services in the target health facilities.</p><p> • Work closely with GOAL's humanitarian team, SMOH, and LHDs to strengthen the Outpatient Therapeutic Program (OTP) at the target PHC facilities and enhance the EmOC and SC services at the rural hospitals within the two target localities</p><p>. • Coordinate with the HealthPro-2 DHIS-2 and Database Managers in the implementation of the HealthPro-2 Health Information Systems (HIS) interventions, as well as in the development, implementation, and use of project databases.</p><p> • Work closely with GOAL's humanitarian team, SMOH, and LHDs of Kutum and Umbaro to ensure a timely response to public health emergencies in the targeted localities, including disease outbreaks.</p><p> • Together with project stakeholders and other project staff, ensure the monitoring and effective implementation of the project interventions at the state, locality, and community levels, including through periodic review meetings, joint supportive supervision and regular internal monitoring. </p><p>• Build and maintain effective, productive relationships with critical project counterparts and stakeholders including the SMOH, NHIF, NMSF, and LHDs as well as other state level stakeholders, to represent GOAL and HealthPro-2 in an effective and positive manner.</p><p> • Work closely with GOAL's humanitarian team to ensure a coordinated and coherent implementation of humanitarian and development initiatives within HealthPro-2 and other GOAL programs. </p><p> </p><p><strong>B. Social Accountability </strong></p><p>• Lead the implementation of the project strategy related to community engagement, health promotion, and accountability, including partnerships with national NGOs and Community Health Committees (CHCs), all of which are central to the overall project strategy. • Oversee the implementation of the community engagement, health promotion, community health committees and accountability interventions of the project ensuring the achievement of project deliverables and targets in a timely manner. </p><p>• Design and lead the implementation of strategies to strengthen communication and accountability linkages between targeted communities and health system actors, working closely with the SMOH, NHIF, NMSF, health facility managers, and CHCs.</p><p> • In coordination with the communities, LHDs, and PHC facilities, lead the process of establishing and registering community health committees in each of the four target PHC facilities.</p><p> • Coordinate effectively with local authorities, community leaders, CHCs, and other stakeholders to ensure effective community engagement and accountability.</p><p> • Work with SA managers to organize basic health and social accountability training for CHCs as well as facilitate the active participation of CHCs in locality coordination meetings and health facility monitoring. </p><p>• Work with NHIF, LHDs and the community to implement NHIF awareness creation and enrolment campaigns among communities in the catchment areas of the 4 target PHC facilities.</p><p> • Design and implement strategy for implementation of NHIF premium subsidies for vulnerable households in the target areas. </p><p>• In coordination with relevant sectors and health system stakeholders, plan the strategy and lead the initial community dialogues in new areas, share and explain project activities to target beneficiaries. </p><p> </p><p><strong>Team Management and Human Resources</strong></p><p> • Responsible for line management of HSS and SA Managers and for setting objectives and guidance for the HSS and SA teams in North Darfur. </p><p>• Oversee the management of relationship between GOAL and health facility and LHD staff.</p><p> • As part of the project management team, work closely, collaboratively and in coordination with all GOAL North Darfur staff and stakeholders to support the implementation of all project strategies and objectives at the state, locality, health facility and community levels. </p><p>• Ensure strict compliance with donor and GOAL’s policies, regulations, and internal controls. </p><p>• Support the GOAL HR staff in the recruitment of staff as needed to ensure a complete HealthPro-2 project team.</p><p> • Always maintain a professional and collaborative working style and represent GOAL in a positive way to stakeholders and partners. </p><p> </p><p><strong>Grant Management</strong></p><p> • Ensure that the HSS and SA components of the project budget </p><p><strong>Reporting</strong></p><p> • Prepare weekly, monthly, and quarterly progress reports using GOAL templates and keep the Project Coordinator informed and updated on all HSS and SA policy or management</p><p> • At least 5 years of senior-level experience implementing and managing health programs, with an emphasis on health systems strengthening and humanitarian Child Protection (CP).</li></ul><p><strong>Scope of work:</strong></p><p>The SOPs and Manuals guideline for protection sub-sectors should include the below related activities and roles:</p><p><strong>General Protection:</strong></p><ol><li>Establishment/ Construction and running of Multi-Purpose Community Centre (MPCC).</li><li>Establishment, capacity building and functional of Community-based protection networks (CBPNs).</li><li>Identification and accessible for Persons with Specific Needs (PSN) to direct support services such as provision of In-kind or Individual Protection Assistance (IPA).</li><li>Establishment of referral mechanism and conduction of services mapping.</li><li>Conduct Protection Desk and MHPSS for PSN include Group-based PSS activities.</li><li>Conduct Awareness Raising activities (sessions/ campaigns) include mobile approaches activities on protection related issues.</li><li>Implementing Community Support Projects.</li><li>Conduct regular Protection Monitoring both through presence and remotely.</li><li>Conduct protection needs assessments.</li><li>Coordinate with national authorities to facilitate Vulnerable people to take civil documents (birth certificates, national numbers, national IDs, and marriage certificates).</li><li>Capacity Building for service providers on Protection related issues.</li></ol><p> </p><p><strong>Gender-based Violence (GBV):</strong></p><ol><li>Establish/strengthen service delivery in the underserved locations and improve survivor access to dignified and safe specialized GBV and multi-sector services in line with GBV Guiding Principles and Survivor-centered Approaches, such as Establishment/ Construction and running of Women and Girls Safe Spaces.</li><li>Provide case management to enhance GBV survivor’s access to life-saving services, as well as legal and protection services, with their full consent to address their needs, in a coordinated manner.</li><li>Direct Support includes distribution of Dignity Kits, and Referral of survivor to GBV specialized services.</li><li>Provide clinical management of rape (CMR) for GBV Survivors.</li><li>Provide psycho-social support and support the referral of GBV Survivors.</li><li>Establishment, capacity building and functional of Community-based protection networks (CBPNs).</li><li>Support Women Economic Empowerment through conduct of vocational skills training and provision of Startup capital for IGAs.</li><li>Coordinate, strengthen and conduct GBV prevention, risk mitigation, and response during emergencies, ensuring survivors’ safety, dignity, and access to life saving services including minimize risks of sexual violence, harassment and exploitation, and Integrate GBV risk mitigation measures into interventions.</li><li>Conduct rapid safety audit/ assessments with women, adolescent girls and other at-risk groups to identify and address barriers to safe access to services.</li><li>Conduct Awareness Raising activities (sessions/ campaigns) and community engagement on GBV related issues.</li><li>Capacity Building for GBV service providers, and social workers on GBV related issues.</li></ol><p><strong>Child Protection (CP):</strong></p><ol><li>Provision of case management services for children affected by protection risks including unaccompanied and separated children, child and adolescent survivors of GBV. Activities include provision of family tracing and other protection related support to identify vulnerable children, placement of and support to vulnerable children in alternative care and referral services. </li><li>Implement referral actions to respond to critical protection risks include medical treatment and legal aid.</li><li>Direct Support for cases identified through Provision of cash or voucher / CVA assistance for protection outcomes (this include NFIs, Livelihoods activities for family, other in-kind, and food items).</li><li>Construction/ Rehabilitation and operation of child friendly spaces (CFSs), include training on CFSs management.</li><li>Strengthening, capacity of and establish community-based child protection structures/ networks and referral mechanisms to support prevention and response to children at risk of abuse, exploitation, violence and neglect. </li><li>Provision of Mental Health and Psychosocial Support (MHPSS) services including provision of Psychological first aid, clinical counselling and recreational, social and life skills interventions for children and adolescents.</li><li>Support to released children associated with armed group/forces and reintegration.</li><li>Community based child protection includes group activities, Awareness Raising activities (sessions/ campaigns) on CP related issues including child labor recruitment and community engagement.</li><li>Capacity Building for Service providers, trainings for community-based structures, and paralegals on CP related issues.</li></ol><p><strong>In addition to the above activities, SOPs and Manuals should include: </strong></p><ul><li>Membership, roles, regular meeting of CBPNs, and reporting templets.</li><li>State/ locality level Coordination mechanisms</li><li>Joint needs assessments and referral SOPs.</li><li>Establish of Information/ Data management include referral and Case Management templets.</li><li>Accountability ensured through feedback and complaint mechanisms.</li><li>Internal reports, and sub-sectoral reports templets </li></ul><p>Monitoring: Identify gaps, track interventions, and ensure accountability</p><h4>Minimum Qualification, Skills and Experience Required</h4><p><strong>Minimum Qualification, Skills and Experience Required: </strong></p><ol><li>At least 6 years of professional experience in Protection (GP, GBV, CP).</li><li>Relevant technical qualifications and expertise in Protection and/or experience in the field of Protection, and/or working with Social Workers, Case workers, Magistrates to deliver Protection related activities;</li><li>A Bachelor degree in Social Sciences, law, Human Rights, Development Studies, or a related field; Bachelor's Degree required; Master’s Degree preferred;</li><li>Fluent written and oral communication skills in English Language.</li><li>Experience working with vulnerable groups (e.g. women, youth, displaced populations) in fragile or crisis-affected context is strongly desirable.</li><li>Prior experience with UNHCR, or/and UNICEF, or/and UNFPA, or/and others INGOs working in Protection cluster.</li><li>Experience in community engagement and working with government, community stakeholders, market and financial institutions; </li><li>Good analytical and report writing skills.</li><li>Ability to work independently and manage multiple tasks effectively.</li><li>Ability to work under pressure in an insecure environment.</li><li>Computer skills with proficiency in Microsoft Office Suite.</li><li>Excellent survey/ assessment skills and knowledge to write quality reports, and</li><li>The position requires flexibility, adaptability, and a commitment to the consultancy works.</li></ol><p><strong>Requirements: Only short-listed candidates will be called for oral interview</strong></p><p>1.
