Unlike traditional project-based MEAL roles, the Consortium MEAL Officer's primary responsibility is to monitor and verify partner implementation, ensuring that projects are delivered in accordance with approved proposals, consortium agreements, donor requirements, humanitarian standards, and organizational policies.</p><h4>Duties and responsibilities</h4><p><strong>1. Partner Monitoring and Grant Oversight (40%)</strong></p><p>The Consortium MEAL Officer will play a central role in ensuring that consortium partners deliver high-quality humanitarian interventions in accordance with approved proposals, consortium agreements, donor requirements, and humanitarian standards. The position is responsible for monitoring partner performance throughout the project lifecycle and providing evidence-based recommendations that strengthen implementation quality.</p><ul><li>Conduct regular field monitoring visits to consortium partner project sites to assess implementation progress, verify reported achievements, and ensure activities are being delivered according to approved work plans, technical standards, and donor commitments.</li><li>Monitor the overall quality of programme implementation by assessing adherence to consortium Standard Operating Procedures (SOPs), sector minimum standards, and humanitarian principles while identifying gaps that require corrective action.</li><li>Verify that project activities are implemented within the agreed timelines, particularly under the 48-Hour Rapid Response Mechanism where timely delivery is critical to achieving life-saving outcomes.</li><li>Review partner implementation against approved proposals, logical frameworks, indicator tracking tables, budgets, procurement plans, and implementation schedules to ensure consistency between planned and actual performance.</li><li>Conduct routine beneficiary verification exercises to confirm that assistance is reaching the intended populations, beneficiary targeting criteria have been appropriately applied, and assistance has been delivered transparently and equitably.</li><li>Prepare detailed monitoring reports documenting observations, achievements, risks, non-compliance issues, lessons learned, and practical recommendations for programme improvement, ensuring timely follow-up on agreed action points.</li><li>Track implementation of monitoring recommendations and support partners in addressing identified gaps, ensuring continuous improvement throughout the grant implementation period.</li><li>Work closely with the Consortium Coordinator, Consortium MEAL Manager, and Consortium Risk & Audit Coordinator to identify implementation risks that may affect programme quality, compliance, or donor requirements and recommend appropriate mitigation measures.</li><li>Support grant inception, mid-term review, and close-out monitoring processes by ensuring that all required evidence of implementation is available and properly documented.</li></ul><p><strong>2. Data Quality Assurance and Verification (20%)</strong></p><p>The Consortium MEAL Officer will ensure that all programme data reported by consortium partners is accurate, reliable, complete, and supported by verifiable evidence. The position plays a critical role in maintaining the integrity of consortium reporting through routine verification and data quality assessments.</p><ul><li>Conduct regular Data Quality Assessments (DQAs) across consortium projects to evaluate the accuracy, completeness, consistency, timeliness, and reliability of reported programme data.</li><li>Verify reported achievements against primary source documents, including beneficiary registration records, attendance sheets, service delivery registers, distribution lists, supervision reports, and other supporting documentation.</li><li>Carry out routine spot checks and field verification visits to confirm that outputs and outcomes reported by partners accurately reflect activities implemented on the ground.</li><li>Identify discrepancies between programme reports, monitoring data, financial documentation, and field observations, working collaboratively with partners to investigate and resolve inconsistencies.</li><li>Support pre-reporting verification exercises before submission of donor reports to ensure reported indicators are fully supported by documented evidence.</li><li>Review partner indicator tracking tables (IPTTs), monitoring databases, and reporting tools to ensure consistency across all reporting platforms.</li><li>Maintain organized evidence repositories that support consortium reporting and facilitate donor verification, audits, and external monitoring missions.</li><li>Provide technical guidance to partner MEAL staff on improving data management systems, documentation practices, indicator interpretation, and evidence management.</li></ul><p><strong>3. Monitoring, Evaluation, Learning and Adaptive Programming (15%)</strong></p><p>The Consortium MEAL Officer will contribute to strengthening evidence-based programming across the consortium by generating timely monitoring information, facilitating learning, and supporting adaptive management approaches.</p><ul><li>Support the Consortium MEAL Manager in implementing consortium-wide monitoring, evaluation, accountability, and learning (MEAL) plans that align with donor requirements and consortium objectives.</li><li>Participate in the design and implementation of rapid assessments, baseline studies, post-distribution monitoring (PDM), beneficiary satisfaction surveys, outcome monitoring exercises, and other learning activities as required.</li><li>Analyze monitoring findings and performance data to identify implementation trends, operational challenges, emerging risks, and opportunities for programme improvement.</li><li>Contribute to the preparation of learning briefs, case studies, lessons learned documents, and After-Action Reviews (AARs) following rapid response interventions to strengthen future emergency programming.</li><li>Support periodic programme review meetings by presenting monitoring findings and facilitating discussions that promote evidence-based decision-making across consortium partners.</li><li>Promote the systematic use of monitoring evidence to improve programme quality, inform management decisions, and strengthen accountability to affected populations.</li></ul><p><strong>4. Accountability to Affected Populations (AAP) and Community Engagement (10%)</strong></p><p>The Consortium MEAL Officer will support the implementation and continuous improvement of accountability mechanisms across all consortium projects, ensuring that affected communities remain at the centre of programme design and implementation.</p><ul><li>Monitor implementation of consortium complaints and feedback mechanisms to ensure they are accessible, confidential, inclusive, and responsive to the needs of affected communities.</li><li>Conduct community consultations, beneficiary interviews, focus group discussions, and key informant interviews to assess beneficiary satisfaction, community perceptions, and programme effectiveness.</li><li>Verify that complaints received through established feedback channels are appropriately documented, investigated, addressed, and closed within agreed service standards.</li><li>Analyze complaints and feedback trends to identify recurring issues, operational risks, and opportunities for programme improvement, sharing findings with consortium management for action.</li><li>Support partners in strengthening community engagement practices by promoting meaningful participation throughout project planning, implementation, monitoring, and evaluation.</li><li>Monitor compliance with Core Humanitarian Standard (CHS) commitments and Accountability to Affected Populations (AAP) principles across all consortium-funded interventions.</li></ul><p><strong>5. Partner Capacity Strengthening and Technical Support (10%)</strong></p><p>As part of the Consortium Management Unit, the Consortium MEAL Officer will provide ongoing technical support to consortium partners to strengthen institutional MEAL capacity and improve programme quality.</p><ul><li>Provide regular mentoring, coaching, and on-the-job technical support to partner MEAL teams to strengthen monitoring systems, data quality, reporting, and accountability practices.</li><li>Support orientation of newly onboarded consortium partners on consortium MEAL procedures, reporting requirements, donor expectations, monitoring tools, and quality standards.</li><li>Deliver training sessions on topics including monitoring methodologies, indicator measurement, Kobo Toolbox, data quality assurance, verification techniques, accountability mechanisms, reporting standards, and evidence management.</li><li>Support partners in developing and improving monitoring tools, data collection methodologies, databases, and reporting templates to ensure consistency across consortium projects.</li><li>Facilitate knowledge sharing among consortium partners by documenting and disseminating good practices, innovative approaches, and lessons learned that improve programme performance.</li><li>Build partner capacity to independently implement high-quality MEAL systems while promoting continuous improvement and organizational learning.</li></ul><p><strong>6. The programme combines nutrition-specific and nutrition-sensitive interventions, including Assida Plus, Assida MAM, iCCM+, community-based management of acute malnutrition, and nutrition-sensitive livelihoods support. </p><p>Based in North Kordofan, with regular travel to Central Darfur, the post holder will be responsible for ensuring the timely, effective, high-quality, and compliant delivery of the programme across both implementation locations. Save the Children will lead implementation in North Kordofan and overall consortium coordination, while Acción Contra el Hambre (ACF) will lead implementation in Central Darfur, including the iCCM+ pilot and the first implementation of the Assida Plus approach by ACF. </p><p>The Program Manager will serve as the primary focal point for the day-to-day management of the programme and will ensure effective coordination between Save the Children and ACF. The role requires strong experience in managing international implementing partners, with the ability to monitor partner performance, maintain accountability for agreed deliverables, and facilitate effective technical and operational collaboration while respecting partnership principles.</p><p>Given the technical nature of the programme, the role requires a strong understanding of Health and Nutrition programming, particularly prevention and treatment of acute malnutrition, community-based nutrition approaches, and the integration of nutrition with livelihoods, health and WASH interventions. Previous experience with Save the Children programming is highly desirable, particularly familiarity with SC technical models, systems, programme quality standards and project management processes.</p><p>The post holder will work closely with Health and Nutrition technical specialists, FSL, MEAL, Supply Chain, Finance, Awards, Operations, research partners and field teams to ensure implementation quality, effective resource management and timely achievement of programme objectives.</p><p>The role will also lead and coordinate the programme’s research and learning component. operational processes to avoid implementation delays.</li><li>Ensure programme expenditures are eligible, properly documented and aligned with donor-approved budgets.</li><li>Maintain close oversight of procurement and production processes linked to Assida MAM, including private-sector production in North Kordofan and linkages with Local Production Units in Central Darfur.</li><li>Provide oversight of private-sector engagement linked to Assida MAM production, ensuring that commercial arrangements, quality standards, production timelines, procurement processes and programme objectives remain aligned. </li><li>Work closely with Supply Chain, Finance and technical teams to identify and address operational, commercial and quality risks related to private-sector A willingness to relocate within North Darfur upon request is required.<br>Duration: 12 months<br>Closing Date: 10 Oct 2026</p><h4>Background</h4><p>GOAL has been operating in Sudan since 1984 and currently implements programs in the North Darfur and South Kordofan states. These programs focus on health, nutrition, food security and livelihoods (FSL), and water, sanitation, and hygiene (WASH). Recently, GOAL successfully completed a health systems strengthening project called HealthPro in North Darfur, specifically in the localities of Kutum, Umbaro, and Serf Umra. The follow-on project, HealthPro-2, commenced in February 2024 and is being implemented in North Darfur, South Kordofan, and White Nile states. Funded by the European Union (EU), the project aims to improve the health conditions of vulnerable populations affected by extreme poverty, food insecurity, and malnutrition in the target states. HealthPro-2 is being implemented in collaboration with the State Ministry of Health (SMOH), the National Health Insurance Fund (NHIF), and the National Medical Supplies Fund (NMSF) across these states. The implementation encompasses various activities at the state, locality, health facility, and community levels. These activities will include a range of health systems strengthening (HSS) and social accountability (SA) activities along the six World Health Organization (WHO) health system building blocks to improve the availability and quality of health services in 16 primary healthcare (PHC) facilities, as well as the referral linkages between the PHCs and the rural hospitals. Additionally, several HSS and SA interventions are carried out at the State and Locality Health Department (LHD) levels, including the strengthening of the governance of the decentralized health system in the target states and localities. Despite the ongoing war in Sudan posing several challenges, GOAL remains committed to delivering humanitarian and development interventions to communities in North Darfur, South Kordofan, and White Nile State. Consequently, GOAL is currently seeking a senior, competent, and dedicated HSS and SA Coordinator to lead the implementation of a wide range of HSS and SA activities in North Darfur State.</p><p> </p><p>The HSS/SA Coordinator will lead the implementation of the HealthPro-2 project strategy and its components related to health system counterparts and stakeholders, as well as community engagement, health promotion, and accountability. The coordinator will work closely with the SMOH, LHDs, NHIF, and NMSF, as well as national NGOs, Community Health Committees (CHCs), and other health system stakeholders in North Darfur, all of which are central to the overall project strategy. GOAL will coordinate this action closely, including monitoring the implementation of various agreements signed by these stakeholders and promoting each stakeholder to fulfil their role within the sustainable health system. The HSS and SA Coordinator will also lead the project actions to build and strengthen the communication and accountability linkages between communities and health system actors. They will also oversee community-based health promotion and livelihood activities implemented by GOAL and national NGO partners. In addition, the coordinator will support the implementation of other humanitarian projects, working in close coordination with the HealthPro Project Coordinator and North Darfur Area Programme Coordinator (APC). Reporting to the HealthPro Project Coordinator, the HSS and SA Coordinator will be responsible for managing the two HSS/SA Managers in Kutum and Umbaro and the DHIS-2/Project Support Manager, as well as the Programme budget for HealthPro-2 and other assigned grants, ensuring adherence to donor and GOAL compliance requirements and policies.</p><h4>Duties and responsibilities</h4><p><strong>Technical & Programme Management </strong></p><p> </p><p><strong>A. Health System Strengthening</strong></p><p> • Lead the implementation of the Health Systems Strengthening (HSS) interventions, ensuring that the planned HSS activities are executed, and maintaining close collaboration with the North Darfur HSS stakeholders, including the SMOH, NHIF, NMSF, and LHDs, all of which are critical counterparts in HealthPro-2 implementation. </p><p>• Take the lead in facilitating discussions regarding the implementation of the HealthPro-2 project. This includes regular communication with SMOH, LHDs, NHIF, NMSF, and other relevant counterparts to build consensus on implementation modalities, sign the necessary agreements, and effectively carry out and oversee HSS interventions at all levels.</p><p> • Monitor and ensure the implementation of the various agreements signed with project counterparts, especially with SMOH, NHIF, and NMSF to effectively implement the project strategy.</p><p> • Develop and monitor detailed implementation and procurement plans for all HSS activities, in collaboration with SMOH, NHIF, NMSF, LHDs, and other key project counterparts and stakeholders.</p><p> • Work closely with SMOH, NHIF, and NMSF to achieve the implementation of a uniform and sustainable model of health service delivery in the 4 target PHC facilities in North Darfur, including any construction/rehabilitation, staffing, the provision of medical equipment and furniture, and facilitating the implementation of the full package of primary health care services in each health facility.</p><p> • Work closely with the HealthPro-2 Construction Coordinator to define needs and support the oversight of all construction/rehabilitation of health facilities and LHD offices alongside SMOH, NHIF, LHDs, health facility management, and Community Health Committees (CHC), to ensure SMOH infrastructure and service delivery standards are met for all the targeted health facilities, including any construction/rehabilitation, staffing, equipment, furniture, training of health workers, as well as the expansion of primary health care services. </p><p>• Lead the implementation of interventions aimed at improving the referral linkages between PHC facilities and rural hospitals in each target locality. This involves ensuring the effective implementation of referral standard operating procedures (SOPs) and facilitating the provision of referral support for emergency obstetric care (EmOC) and Stabilization Center (SC) services.</p><p> • Work closely with the HealthPro-2 clinical mentor, SMOH, LHDs, and the health facility quality management teams to improve quality of PHC services in the target health facilities.</p><p> • Work closely with GOAL's humanitarian team, SMOH, and LHDs to strengthen the Outpatient Therapeutic Program (OTP) at the target PHC facilities and enhance the EmOC and SC services at the rural hospitals within the two target localities</p><p>. • Coordinate with the HealthPro-2 DHIS-2 and Database Managers in the implementation of the HealthPro-2 Health Information Systems (HIS) interventions, as well as in the development, implementation, and use of project databases.</p><p> • Work closely with GOAL's humanitarian team, SMOH, and LHDs of Kutum and Umbaro to ensure a timely response to public health emergencies in the targeted localities, including disease outbreaks.</p><p> • Together with project stakeholders and other project staff, ensure the monitoring and effective implementation of the project interventions at the state, locality, and community levels, including through periodic review meetings, joint supportive supervision and regular internal monitoring. </p><p>• Build and maintain effective, productive relationships with critical project counterparts and stakeholders including the SMOH, NHIF, NMSF, and LHDs as well as other state level stakeholders, to represent GOAL and HealthPro-2 in an effective and positive manner.</p><p> • Work closely with GOAL's humanitarian team to ensure a coordinated and coherent implementation of humanitarian and development initiatives within HealthPro-2 and other GOAL programs. </p><p> </p><p><strong>B. Social Accountability </strong></p><p>• Lead the implementation of the project strategy related to community engagement, health promotion, and accountability, including partnerships with national NGOs and Community Health Committees (CHCs), all of which are central to the overall project strategy. • Oversee the implementation of the community engagement, health promotion, community health committees and accountability interventions of the project ensuring the achievement of project deliverables and targets in a timely manner. </p><p>• Design and lead the implementation of strategies to strengthen communication and accountability linkages between targeted communities and health system actors, working closely with the SMOH, NHIF, NMSF, health facility managers, and CHCs.</p><p> • In coordination with the communities, LHDs, and PHC facilities, lead the process of establishing and registering community health committees in each of the four target PHC facilities.</p><p> • Coordinate effectively with local authorities, community leaders, CHCs, and other stakeholders to ensure effective community engagement and accountability.</p><p> • Work with SA managers to organize basic health and social accountability training for CHCs as well as facilitate the active participation of CHCs in locality coordination meetings and health facility monitoring. </p><p>• Work with NHIF, LHDs and the community to implement NHIF awareness creation and enrolment campaigns among communities in the catchment areas of the 4 target PHC facilities.</p><p> • Design and implement strategy for implementation of NHIF premium subsidies for vulnerable households in the target areas. </p><p>• In coordination with relevant sectors and health system stakeholders, plan the strategy and lead the initial community dialogues in new areas, share and explain project activities to target beneficiaries. </p><p> </p><p><strong>Team Management and Human Resources</strong></p><p> • Responsible for line management of HSS and SA Managers and for setting objectives and guidance for the HSS and SA teams in North Darfur. </p><p>• Oversee the management of relationship between GOAL and health facility and LHD staff.</p><p> • As part of the project management team, work closely, collaboratively and in coordination with all GOAL North Darfur staff and stakeholders to support the implementation of all project strategies and objectives at the state, locality, health facility and community levels. </p><p>• Ensure strict compliance with donor and GOAL’s policies, regulations, and
