In Gedaref, activities have focused on refugee and host populations, with a recent transition from a hospital-based model (including Tenedba) towards more targeted support to high-burden facilities, particularly for neglected tropical diseases.</p><p>In Omdurman, the project has anchor projects in nutrition (an ITFC in Al Buluk hospital) and potentially an SRH activity in partnership with a local organisation.</p><p>Both projects remain agile and emergency response and preparedness is a main pillar in both projects. Across both projects, there is an increasing emphasis on strengthening surveillance systems, early warning capacity, and outbreak preparedness, in line with the mission’s strategic priority to improve responsiveness to acute shocks while maintaining a lean and adaptable presence.</p><p><strong>General outline:</strong></p><ul><li>Main responsibility is scanning and analysis of outbreak prone diseases and ensuring high quality data collection and analysis processes in place for possible outbreak prone diseases, emergencies and possible responses. </li><li>Provide technical support for rapid assessment, risk mapping and development of preparedness/contingency plan at projects. </li><li>Maintain database of reported outbreaks and public health incidents, at the project level, and document all steps taken in the verification and response process.</li><li>Support the production of the weekly epidemiological update through reviewing and summarizing the weekly epidemiological situation at project level.</li><li>Train and supervise mission data supervisor and data encoders on data entry, crosscheck data to ensure accuracy of the data entered.</li><li>Prepare tables and interpretation of surveillance data monthly as part of their monthly medical report (MMR) contribution</li></ul><p><strong>1. Surveillance </strong></p><ul><li>Supervise surveillance data collection procedures and conduct periodic data quality checks, as needed. </li><li>Monitor, evaluate, improve the performance of surveillance processes and platforms, and contribute to the formulation of surveillance guidelines, SOPs and training materials.</li><li>Advise and provide timely reports to the project medical teams about potential or active epidemic trends and disease patterns, their characteristics, developments, possible causation, and control procedures.</li><li>Establish early warning systems for epidemic prone diseases for early detection, verification, and response to public health events, as needed.</li><li>Collaborate with epidemiologists from other MSF sections in Sudan to share and receive epidemiologic updates, and monitor and report on intersectional data tools including nutrition surveillance, measles dashboard, and any others.</li></ul><p><strong>2. Operational assessments/research</strong></p><ul><li>Design, implement, analysis, and dissemination of operational research/assessment projects related to surveillance and medical programmatic effectiveness in collaboration with coordination and HQ epidemiologists.</li><li>Conduct in-depth analysis of routine medical data to guide decision making.</li><li>Conduct surveys (nutrition, mortality, morbidity, KAP, LQAS etc.), as requested by the mission or assist the project teams in doing so.</li></ul><p><strong>3. Training/mentoring</strong></p><ul><li>Provide training of medical data processing and medical teams on surveillance-related topics and data management issues, as needed</li></ul><p><strong>4. Emergency Intervention / Implementation</strong></p><ul><li>Conduct and lead outbreak investigations whenever there is an alert for outbreak. </li><li>Ensure daily/weekly data follow-up and analysis during outbreak and outbreak intervention.</li><li>Conduct routine data analysis and provide routine update/SitRep during emergency response. </li><li>Participate in exploration activities and join a multidisciplinary team to conduct rapid health and nutrition assessment. </li></ul><p><strong>5.Reporting and planning</strong></p><ul><li>Contribute analysis and interpretation of surveillance/outbreak and research data to MMRs.</li><li>Ensure appropriate and timely data analysis on potential emergency of outbreak diseases in the projects based on need (depending on the availability of data collected via partner/projects).</li><li>Contribute to regular Mid-Year Revision (MYR) and Annual Planning (AP) discussions.</li><li>Together with medical coordinator, MTL, and medical team, liaise with the partners and WHO/MoH towards epidemiological finding and trend analysis of potential outbreak emergency.</li></ul><p><strong>6. The position is based in <strong>East Sudan (Kassala or Gedaref)</strong> to facilitate rapid deployment and frequent field monitoring across the consortium's operational areas in Sudan, subject to security and access considerations.</p><p>The primary purpose of the position is to support the Consortium MEAL Manager in ensuring the quality, accountability, compliance, and performance of consortium-funded projects implemented by national and international partner organizations. Unlike traditional project-based MEAL roles, the Consortium MEAL Officer's primary responsibility is to monitor and verify partner implementation, ensuring that projects are delivered in accordance with approved proposals, consortium agreements, donor requirements, humanitarian standards, and organizational policies.</p><h4>Duties and responsibilities</h4><p><strong>1. Partner Monitoring and Grant Oversight (40%)</strong></p><p>The Consortium MEAL Officer will play a central role in ensuring that consortium partners deliver high-quality humanitarian interventions in accordance with approved proposals, consortium agreements, donor requirements, and humanitarian standards. Data Quality Assurance and Verification (20%)</strong></p><p>The Consortium MEAL Officer will ensure that all programme data reported by consortium partners is accurate, reliable, complete, and supported by verifiable evidence. The position plays a critical role in maintaining the integrity of consortium reporting through routine verification and data quality assessments.</p><ul><li>Conduct regular Data Quality Assessments (DQAs) across consortium projects to evaluate the accuracy, completeness, consistency, timeliness, and reliability of reported programme data.</li><li>Verify reported achievements against primary source documents, including beneficiary registration records, attendance sheets, service delivery registers, distribution lists, supervision reports, and other supporting documentation.</li><li>Carry out routine spot checks and field verification visits to confirm that outputs and outcomes reported by partners accurately reflect activities implemented on the ground.</li><li>Identify discrepancies between programme reports, monitoring data, financial documentation, and field observations, working collaboratively with partners to investigate and resolve inconsistencies.</li><li>Support pre-reporting verification exercises before submission of donor reports to ensure reported indicators are fully supported by documented evidence.</li><li>Review partner indicator tracking tables (IPTTs), monitoring databases, and reporting tools to ensure consistency across all reporting platforms.</li><li>Maintain organized evidence repositories that support consortium reporting and facilitate donor verification, audits, and external monitoring missions.</li><li>Provide technical guidance to partner MEAL staff on improving data management systems, documentation practices, indicator interpretation, and evidence management.</li></ul><p><strong>3. Specifically, ensure children harmed or at risk of being harmed are identified and receive individual case management support by ensuring the use of the standardized case management tools, and case management principles are adhered to by the case workers and social workers. Provide training and technical support to the case workers & social workers in consultation with the Project Manager and Area CPiE Coordinator. Coordinate with other child protection agencies on case management and Mental Health and Psychosocial Support services.</p><p> </p><p>Accountabilities</p><p> </p><p><strong>Case management</strong></p><ul><li>Ensure that solid case management, referral and information management systems are in place for appropriate identification, responses and follow-up for children harmed or at risk of being harmed</li><li>Oversee the activities of the Adolescent Girls Safe Spaces (AGSS) which include GBV case management, PSS and recreational activities, life skills and information sessions. This includes supervision of the AGSS Coordinator and Social workers.</li><li>Review the follow up of cases, and ensure all cases are managed within acceptable timelines.</li><li>Organise weekly case management conferences/ case review with all case workers and social workers to reflect case progress and to accommodate the lessons learned and improve case management system accordingly.</li><li>Supervise and support the case workers or social workers in family visits if necessary</li><li>Support the CPiE Area Manager in the ongoing capacity building of case workers including ensuing that case workers respect confidentiality and follow ethical guidelines</li></ul><p> </p><p><strong>Documentation</strong></p><ul><li>Ensure the CPIMS+ is set up, regularly updated, analyse for trends in the caseload, and efficiently and confidentially managed in collaboration with the social workers and Case workers.</li><li>Ensure that files, registers and computer databases are used in an appropriate and correct manner and ensure case workers adhere to proper documentation and data protection protocols.</li></ul><p><strong> </strong></p><p><strong>Coordination</strong></p><ul><li>Participate in the Case management taskforce working group at the target location.</li><li>Work with the child protection team to ensure close links between case management and our work with community-based child protection mechanisms and CFSs.</li><li>Coordinate with other agencies offering case management services to children on referral and transfer of cases. This includes providing support to Family Tracing and Reunification activities in collaboration with State Social Welfare.</li><li>Ensure internal referral mechanisms (with other sectors) are in place and cases are appropriately managed and followed up when referred.
