The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).</p><p> </p><p><strong>General Description of the Role</strong></p><p>The Clinical Services Manager is responsible for providing leadership, technical guidance, and oversight to ensure the effective delivery of quality clinical and preventive health services across supported Primary Health Care Centers (PHCs). The Manager coordinates and supervises clinical operations, ensures compliance with national standards and donor requirements, strengthens referral systems, and supports health staff capacity development.<br>The role also involves coordination with local health authorities, partners, and community stakeholders to improve access, quality, and efficiency of integrated PHC and nutrition services.</p><p> </p><p><strong>Overall Objective of the Position</strong></p><p>To strengthen and ensure the provision of high-quality, accessible, and integrated clinical services at PHC level, contributing to improved health outcomes for vulnerable populations, especially children under five, pregnant and lactating women, and other at-risk groups.</p><h4>Duties and responsibilities</h4><p><strong>Clinical Service Planning and Coordination</strong></p><ul><li>Lead the planning and implementation of clinical service delivery across supported PHCs, ensuring integration of curative, preventive, and promotive health services.</li><li>Coordinate with Local Health Departments (LHDs), State Ministry of Health (SMoH), Community Health Committees (CHCs), and partners to align services with national primary health care standards.</li><li>Participate in health coordination and technical working group meetings at locality and state levels.</li><li>Facilitate collaboration between PHC clinical services and other sectors, including nutrition, WASH, protection, and community health.</li></ul><p> </p><p><strong>Quality Assurance and Service Delivery</strong></p><ul><li>Oversee the quality and performance of clinical services, including outpatient consultations, maternal and child health (MCH), reproductive health (RH), Expanded Program on Immunization (EPI), and disease surveillance.</li><li>Ensure adherence to national clinical protocols, guidelines, and infection prevention and control (IPC) standards.</li><li>Strengthen referral pathways between PHCs, stabilization centers, and higher-level facilities.</li><li>Supervise clinical teams and provide on-site technical guidance, case management reviews, and mentoring.</li><li>Support integration of nutrition services (CMAM, IYCF, NIPP) into routine PHC activities.</li></ul><p> </p><p><strong>Monitoring, Evaluation, and Reporting</strong></p><ul><li>Conduct regular monitoring visits to PHCs to evaluate service quality, data accuracy, and overall performance.</li><li>Review and analyze health information data (HMIS) to identify gaps, trends, and areas for improvement.</li><li>Ensure timely and accurate reporting of health indicators to the Health Coordinator, SMoH, and donors.</li><li>Document lessons learned, success stories, and best practices to inform continuous quality improvement.</li></ul><p> </p><p><strong>Supply Chain and Medical Logistics Management</strong></p><ul><li>Oversee forecasting, requisition, and distribution of essential medicines, medical supplies, and equipment.</li><li>Ensure proper stock management, recordkeeping, and rational use of medical commodities.</li><li>Coordinate with the Supply Chain and Warehouse Officers to ensure timely replenishment and accountability.</li><li>Supervise the safe disposal of expired or damaged medical items in compliance with national and donor procedures.</li></ul><p> </p><p><strong>Capacity Building and Staff Supervision</strong></p><ul><li>Lead capacity-building initiatives for clinicians, nurses, and allied health staff on key PHC components including (Nutrition, IMCI, RH, EPI, IPC, data management, etc.).</li><li>Conduct regular supportive supervision and on-the-job mentoring to strengthen clinical competencies.</li><li>Support development and implementation of training plans and clinical supervision tools in collaboration with SMoH and partners.</li></ul><p> </p><p><strong>Emergency Preparedness and Response</strong></p><ul><li>Support emergency health responses including disease outbreaks, new IDP arrivals, and other humanitarian crises.</li><li>Ensure health service continuity and compliance with emergency response protocols.</li><li>Coordinate with surveillance and outbreak response teams for early detection and containment.</li></ul><p> </p><p><strong>Other Duties</strong></p><ul><li>Represent the organization in relevant coordination forums and technical working groups.</li><li>Perform any other tasks assigned by her/his supervisor or the Health and Nutrition Coordinator or Area Manager to support program goals.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><ul><li><strong>Education:</strong> Bachelor’s degree in medicine, Nursing, Public Health, or another health-related field from a recognized institution. He/she is a key member of the MEAL Department and the Programme Quality Support Team within the SIF Sudan Mission.<br>The MEAL Officer is responsible for supporting the design, implementation, monitoring, evaluation, accountability and learning processes for SIF’s humanitarian operations in Sudan. The role is expected to work with a high degree of autonomy while maintaining strong coordination with Relief International. </p><p> </p><p> </p><p><strong> Key Responsibilities</strong></p><p> </p><p><strong>Accountability and Complexity</strong></p><ul><li>Lead the Health Cluster information management function at assigned level, ensuring timely, reliable and consistent collection, analysis, production and dissemination of critical health-response information.</li><li>Maintain an effective flow of information from sub-national coordination hubs and health partners, identifying data gaps, resolving quality issues and supporting consistent reporting across the response.</li><li>Translate complex health, operational and partner data into clear analysis, dashboards, maps, situation reports and other information products that support evidence-based prioritization and decision-making.</li><li>Work across multiple agencies and coordination structures in a volatile humanitarian context, balancing urgent operational information needs with data quality, standardization and accountability requirements.</li><li>Provide technical input to national response planning, partner coordination, emergency preparedness and response monitoring, including time-sensitive outbreak and service availability analysis.</li></ul><p><strong> </strong></p><p><strong>Information Management, Analysis and Reporting</strong></p><ul><li>Collect and analyze response-specific information, including who is responding, what activities are being delivered, where, at what scale, how quickly and with what current status, and use this analysis to produce internal and external Health Cluster situation reports (SitReps).</li><li>Compile and maintain inter-country information from WHO and partners, including contact lists, performance monitoring data, health indicators, health situation data and response data.</li><li>Review and clean the Arabic Health Facility Master List provided by FMoH, ensuring accuracy and standardization, and use the approved master list to improve consistency in partner health-facility reporting.</li><li>Unify the health partners’ reporting using the cleaned master list, ensuring high-quality data and consistency in health facility reporting.</li><li>Conduct basic geographic analysis and produce maps, dashboards and visualizations for SitReps, operational reporting and coordination products.</li><li>Maintain and strengthen relevant information management platforms and products, including 4Ws, HeRAMS, ActivityInfo, databases, dashboards and other response-monitoring tools.</li></ul><p> </p><p><strong>Assessments, Planning and Humanitarian Programme Cycle</strong></p><ul><li>Conduct and support rapid needs assessments, health risk assessments and Public Health Situation Analyses, ensuring robust health inputs to humanitarian needs overviews (HNO), strategic response plans and other planning processes.</li><li>Design and support the information management components of Health Cluster assessments in collaboration with national and sub-national coordination teams, including partner capacity mapping, service availability and functionality assessments, response monitoring, operational gap analysis, and preparedness and response capacity assessments.</li><li>Provide information and analysis for project proposals, appeals, reports and dashboards, supporting coordinated resource mobilization and operational decision-making.</li><li>Contribute data-driven analysis to the 2027 Humanitarian Programme Cycle (HPC), Humanitarian Response Plan (HRP) and Joint Inter-Agency Appeals Group (JIAG), ensuring health data and needs are integrated into broader humanitarian planning and prioritization.</li><li>Prepare monthly updates from sub-national hubs by compiling weekly inputs from health partners for the National Health Sector Partner Coordinator and other relevant coordination forums.</li></ul><p><strong> </strong></p><p><strong>Coordination, Technical Leadership and Capacity Building</strong></p><ul><li>Collaborate with OCHA, WHO, FMoH, UN agencies, NGOs and other partners on inter-agency information management initiatives, strengthening information sharing and contributing to inter-sectoral dashboards and reports.</li><li>Provide ongoing technical guidance and training to team members and partners on data gathering, analysis, quality assurance, performance monitoring, information dissemination and the practical application of Health Cluster information management standards.</li><li>Develop capacity-building materials and facilitate training on the Public Health Information Management Toolkit and other relevant tools and approaches for health partners.</li><li>Support national and sub-national Health Cluster coordination teams, including Roving Health Cluster Coordinators, with information products, operational analysis and evidence required for partner coordination and response decisions.</li><li>Subject to funding availability and approval, plan and undertake field missions to support Health Cluster and Public Health Information Systems assessments; document findings and recommendations to inform provincial and national health-response priorities and implementation of the Disease Outbreak Emergency responsible experience in humanitarian information management, preferably supporting Health or Nutrition Clusters, including at least 5 years of directly related experience in information management, monitoring, needs assessment, data management, project management and information dissemination in public health, health development or humanitarian emergency settings.</li><li>Demonstrated Health Cluster information management experience, including 4Ws, HeRAMS, ActivityInfo, dashboards, GIS mapping, humanitarian reporting, HNO processes, health assessments, partner mapping and service availability analysis.</li><li>Advanced practical skills in Power BI, Excel, Kobo Toolbox, ArcGIS/GIS, dashboard development, database management and data visualization.</li><li>Proven experience designing data collection tools, SOPs, information products, maps, infographics, dashboards and situation reports, with strong attention to data quality and standardization.</li><li>Experience working
