The current GOAL programmes focus on four main sectors: Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).</p><p> </p><p><strong>General Description of the Role</strong></p><p>The Clinical Services Manager is responsible for providing leadership, technical guidance, and oversight to ensure the effective delivery of quality clinical and preventive health services across supported Primary Health Care Centers (PHCs). <p>Vacancy No: UMR008<br>Section/Unit: MSF OCG, Umrakuba Project<br>Grade Level: 11<br>Supervisor: Project Medical Referent<br>No. of Post: UMR008<br>Duty Station: Doka/Umrakuba<br>Duration: 6 months with possible extension<br>Closing Date: 03 Sept 2026</p><h4>Background</h4><p>Supporting the Project Medical Referent through delegated tasks and responsibilities including defining, planning, and monitoring of medical activities and in the coordination of resources required to en-sure quality of care provided by MSF. </p><h4>Duties and responsibilities</h4><ul><li>Assist PMR in the implementation of medical activities according to MSF protocols and guidelines. </li><li>In colaboration with department managers Ensure quality of care across all departments (OPD, IPD, emergency, nutrition, maternity, etc.). </li><li>Participate in explo of new health facilities and outbreak response and emergency interventions as needed. </li><li>Provide day-to-day technical support to medical staff. </li><li>In colaboration with MAM Suppervise clinical practices to ensure adherence to MSF and national protocols. </li><li>In colaboration with department manager Identify training needs and support capacity-building initiatives. </li><li>Support data team in data collection, analysis, and interpretation of medical indicators. </li><li>In colaboration with Monitor program performance and suggest improvements. </li><li>Ensure proper use of health information systems and reporting tools. </li><li>Participate in regular medical reporting (weekly/monthly/quarterly). </li><li>In colaboration with department manager Monitor rational drug use and prevent ruptures and overstocks. </li><li>Support forecasting and ordering of medical materials by participating in reviewing FMCs for International medical orders.</li><li>Support PMR in outbreak preparedness and response measures. </li><li>Work closely with other departments (logistics) to support the new ongoing construction. </li><li>Participate in internal coordination meetings with coordination of PMR. </li><li>Represent the medical team in the absence of the PMR when required. </li><li>Assist in supervision and evaluation of medical staff, recruitment, onboarding, and performance management. </li><li>Promote team cohesion and adherence to MSF values. </li><li>Contribute to internal and external medical reports. </li><li>Support medical data quality and audit processes.</li><li>Be national staff health responsible in absence of staff health focal person.</li><li>Any other task assigned by the line manager.</li></ul><h4>Minimum Qualification, Skills and Experience Required</h4><figure class="table"><table><tbody><tr><td><strong>Education</strong></td><td><ul><li>Essential: Medical doctor with Valid Registration in Sudan Medical Council. </li><li>Desirable: specialization or training in Tropical Medicine or related studies. </li></ul></td><td> </td></tr><tr><td><strong>Experience</strong></td><td><ul><li>Minimum 2 years of work experience related to the degree/diploma.</li><li>Diverse and strong health knowledge including at least 1 year working in humanitarian settings with MSF (or another humanitarian organization) in the field.</li></ul></td><td> </td></tr><tr><td><strong>Languages</strong> </td><td><ul><li>Essential mission language, an additional language or local language desirable. </li></ul></td><td> </td></tr><tr><td><strong>Knowledge</strong></td><td><ul><li>Essential computer literacy (word, excel and internet)</li></ul></td><td> </td></tr><tr><td><ol><li><strong>Competencies</strong></li></ol></td><td><ul><li>People Management and Development L2</li><li>Commitment to MSF Principles L2</li><li>Behavioural Flexibility L3</li><li>Results and Quality Orientation L3</li><li>Teamwork and Cooperation L3</li></ul></td><td> </td></tr></tbody></table></figure><p><strong>MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis.
