In Sudan, UNEP implements environmental governance, climate resilience, natural resource management and recovery programmes in partnership with national, state and local authorities, communities, civil society organizations and development partners.</p><p>Dinder National Park is one of Sudan’s most important protected areas and supports significant biodiversity, wildlife habitats, seasonal wetlands, forests, rangelands and water systems. The park is also closely connected to the livelihoods and resource-use practices of communities in the surrounding areas of Sennar, Gedaref and Blue Nile states.</p><p>Climate change, land degradation, agricultural expansion, population displacement, weak natural resource governance and increasing demand for land, water, forest products and grazing resources have placed considerable pressure on the park and its surrounding landscapes. These pressures have contributed to the degradation of wildlife habitats, blockage and sedimentation of mayas and seasonal water channels, loss of vegetation cover, soil erosion, expansion of cultivation into ecologically sensitive areas, unsustainable use of forest resources, human–wildlife interactions and conflicts among farmers, pastoralists, communities and park authorities.</p><p>The conflict that began in April 2023 has further affected livelihoods, public infrastructure, markets, institutional capacities and access to natural resources. This position will be based in port Sudan but once HAC federal moves to Khartoum, the position will be relocated to Khartoum even prior to the full transitioning of Port Sudan office.</p><p> </p><p>In addition to government liaison and security responsibilities, the Liaison and Security Officer will support the Country Office's operational and logistical functions by coordinating local logistical arrangements, maintaining effective relationships with suppliers, vendors, landlords, transport providers, hotels and other service providers, and facilitating administrative processes that contribute to the efficient implementation of DCA's operations.</p><h4>Duties and responsibilities</h4><figure class="table"><table><tbody><tr><td><p>The Liaison and Security Officer:</p><ul><li>Represents the primary link and point of contact between DCA Sudan office and the Sudanese authorities, in particular HAC. </li><li>Provides direct support to the CO through analysis, field missions, and crisis support. Operational & Recruitment Support</strong></p><ul><li><i>Labor Office Coordination</i>: Manage the recruitment process for national staff in compliance with the Sudan Labor Act and HAC Labor Office requirements, including advertising permits and joint interview panels.</li><li><i>Customs Clearance</i>: Liaise with customs authorities and the Ministry of Finance to facilitate the tax-exempt import of humanitarian goods (medical kits, food, specialised equipment).</li></ul><p><strong>4. </strong></p><ul><li>Education: Bachelor’s degree in Public Administration, International Relations,or a related social science.</li><li>Experience: Minimum of 2 years of professional experience specifically in a Liaison or Program Support role within an International NGO (INGO).</li><li>Proven experience navigating the Sudanese HAC system and Labor Office procedures.</li><li>Previous experience coordinating with local suppliers, service providers, hotels, transport companies or contractors is considered an advantage.</li><li>Languages: Native fluency in Arabic and professional proficiency in English (written and spoken).</li><li>Soft Skills: Exceptional negotiation and "soft-power" diplomatic skills.</li><li>Ability to remain calm and professional under extreme pressure or
