Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.</p><p> </p><p><strong>POSITION PROFILE</strong></p><p><strong>The overall purpose of the role</strong>:</p><p>The MEAL Partnership Specialist supports the strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and practices of DRC’s local partners, including national NGOs, CBOs, and volunteer groups such as Emergency Response Rooms and Mutual Aid Groups. </p><p>Working under the supervision of the MEAL Manager and in close coordination and technical guidance from the Partnership Manager/ Partnership Coordinator, the role provides tailored technical support to partners in developing MEAL frameworks, data collection tools, partners’ IPTTs, FCM and reporting systems while ensuring compliance with DRC MEAL standards and donor requirements.</p><p>The position focuses on improving data quality, verification of Means of Verification (MoVs), capturing and sharing lessons learnt, and accuracy of reporting practices, including consolidation of indicators in the indicators in the Indicator Performance Tracking Table (IPTT). It also contributes to strengthening partners’ capacities and promoting the use of the data for accountability, learning and program design and improvement.</p><h4>Duties and In Sudan, UNEP implements environmental governance, climate resilience, natural resource management and recovery programmes in partnership with national, state and local authorities, communities, civil society organizations and development partners.</p><p>Dinder National Park is one of Sudan’s most important protected areas and supports significant biodiversity, wildlife habitats, seasonal wetlands, forests, rangelands and water systems. The park is also closely connected to the livelihoods and resource-use practices of communities in the surrounding areas of Sennar, Gedaref and Blue Nile states.</p><p>Climate change, land degradation, agricultural expansion, population displacement, weak natural resource governance and increasing demand for land, water, forest products and grazing resources have placed considerable pressure on the park and its surrounding landscapes. Conducts regular supervision using the HR compliance checklist</li><li>Responsible to ensure all new staff were well inducted and have all the information required to enable them to perform -ensures each staff has a job description, performance objective linked to KPI against which individual staff will be perform managed, provide regular feedback to staff on his/her performance.</li><li>Responsible for the follow up whether the staff annual leave plans and update staff annual leave balance are prepared on time. </li><li>Responsible for the follow up that Annual staff performance review are compiled/completed and submitted on time.</li><li>With the support of the field HR and Admin department, the timely submission of the timesheets of all the field staff on the last day of the month.</li><li>Responsible for follow up schedule of recruitment process, staff contract renewal or termination based on grant cycles.</li><li>Follow up with local authorities (HAC, Labor office and local court) on all staff related and litigations</li><li>In coordination with the field HR and Admin department, ensure the timely submission of the field HR and Admin deliverables (weekly, monthly, quarterly, donor reports) in adherence to the minimum standards.</li></ul><p><strong>Budget & Finance </strong></p><ul><li>Prepares and submit monthly cash projection based on approved work plans and budget allocated by the project managers, as per the minimum standards</li><li>Review cash payment voucher/ follow-up for approval as per approval matrix</li><li>Follow up with the Senior Finance Officer that daily cash balance is submitted to the Country office on time. </li><li>Responsible for Conducting surprise cash count.</li><li>Follow up weekly/ monthly cash transaction journal are submitted on time to Shangil Tobaya, North Darfur Office. </li><li>In coordination with field finances department, ensure the timely submission of the field finances deliverables (daily, weekly, monthly, quarterly, donor reports) in adherence to the minimum standards.</li></ul><p> </p><p><strong>Reporting: </strong></p><ul><li>Submit a weekly field report – that includes the program, operational and security updates to the Director, Field Programs Implementation and close follow up on weekly priorities set by him and report regularly.</li><li>Submit the monthly minimum standards report to the Director, Field Programs Implementation</li><li>Assure that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations. </li></ul><p> </p><p><strong>Security </strong></p><ul><li>Ensure monitoring of the security situation by the security focal point and ensure implementation of security rules and regulations and in close coordination with the Roving Security Officer.</li><li>Serve as security focal person for the site in close coordination with the Roving Security Officer.</li><li>Responsible for attending regular security coordination meeting (when the Roving Security is away from Shangil Tobaya, North Darfur) and provide regular up-date to Director – Field Programs Implementation, Country Security Manager and Country Director.</li><li>Liaison with local authority/community and staff on security matters to ensure safe program operations (when the Roving Security is away from Shangil Tobaya, North Darfur). Ensure the technical leads, participate in all WASH health and nutrition related coordination meetings and provides regular update.
