The unit has carved out a niche among evidence and information providers in the humanitarian and development space, owing to the granularity, reactivity and holistic approach of our products, which focus on some of the most hard-to-reach, data-poor and complex contexts requiring assistance. </p><p>This is underpinned by our status as an operational INGO, which ensures that our analysis products are practicable and relevant for humanitarian and development actors.</p><p> </p><p><strong>The Position </strong>(General Position Summary)</p><p>The Field Data Officer collates, triangulates, and cleans field researchers' monitoring data, leads on coordination with external partners and state-level aid coordination groups and summarize findings for the Crisis Analysis Team.</p><h4>Duties and responsibilities</h4><p><strong>Essential Responsibilities </strong>(Example Section Below - Adapt to Specific Role, Safeguarding</p><p><strong>Objectives:</strong></p><p>Under supervision of the Team lead, the Field Data officer will be responsible for:</p><ol><li>Collating the day-to-day situation monitoring by field researchers and work on the triangulation, confirmation and cleaning of collated monitoring information.</li><li>Engage with the relevant state-level aid coordination groups and fora, summarize relevant information and present them to the crisis analysis team.</li><li>Lead data collection activities on specific projects working with Crisis Analysis Team and other partners.</li></ol><p>The Field Data Officer will receive training on collating, triangulating and confirming relevant information. Relevant information would typically include: economic activity and prices of goods; the structure of local communities; relative happiness or otherwise of people within the community; people moving out of or into the local area; etc.</p><p><strong>Activities:</strong></p><ul><li>Work with filed researchers to proactively identify relevant information</li><li>Engage in the triangulation and confirmation of events</li><li>Assist in designing data collection tools and interventions that incorporate CA standards on design and monitoring</li><li>Coordinate and play a role in country assessments as requested. Mercy Corps Sudan is recognized as a leader in market systems, agricultural, and food security and building on this experience, the MC Sudan humanitarian program will layer in resilience and other program activities where appropriate and feasible to do so. Assistance is delivered with a focus on needs, in partnership with local actors and civil society. </p><p> </p><p>Collective Sudan (CCS) is a collaborative platform to advance a progressive vision of the potential of cash assistance to transform humanitarian response and recovery in partnership with vulnerable conflict-affected populations. CCS is led by Mercy Corps, building on its global experience and learning on leading cash consortia in multiple country contexts, as well as general expertise in cash coordination and breadth of technical resources. The consortium has 19 partners including 8 international NGOs and 11 national NGOs. IMPACT is a non-implementing partner dedicated to Monitoring, Evaluation, Research and Learning. IMPACT will support quality data systems and an objective evidence base that will be essential to CCS’ accountability and adaptive management to refine programming approaches to enhance impact as the Sudan crisis context evolves. The CCS works closely with other consortia and actors in Sudan to deliver an effective CVA response for communities affected by the crisis.</p><p> </p><p>The core pillars of the CCS response include: 1) basic needs through cash assistance both at the community level through Group Cash Transfers (GCTs) delivered to Community-Based Organizations (CBOs), as well as at the household-level through Multi-Purpose Cash Assistance (MPCA); 2) strengthening market systems to ensure resilience of key market actors and supply chains as well as strengthening the availability and affordability of key commodities; 3) strengthening capacity of local partner organizations with an emphasis on accompaniment and mentorship; and 4) generation of learning and evidence to inform broader response efforts.</p><h4>Duties and responsibilities</h4><p> </p><h4><strong>Essential Responsibilities </strong></h4><p><i>1. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI has started its operation in Sudan since 2004 supporting people in need living Sudan which are affected both by natural and human related disasters including drought and conflict. COOPI-Sudan focuses on two main programmatic pillars which are Emergency Response and Early Recovery programs.</p><p>The Human Resources Manager is responsible for leading and managing all HR functions of the mission, ensuring compliance with national labour legislation, organizational policies, donor requirements, and humanitarian best practices. The role supports the achievement of organizational objectives by attracting, developing, motivating, and retaining competent staff while promoting a positive, safe, and inclusive work environment.</p><h4>Duties and responsibilities</h4><p><strong>HR Strategic Planning:</strong></p><ul><li>Support the agency’s Human Resources strategy;</li><li>In consultation and coordination with the Head of Mission, Country Administrator, program Coordinator and SMTs members, define HR strategy in line with Country Programs strategic objectives and develop, maintain, and support implementation of a CP staffing plan;</li><li>Develop and ensure HR policies, procedures, systems, and processes align for all HR functional areas and that programs are in line with agency values and principles;</li><li>Establish an effective approach to employee relations, including staff communications, employee engagement, conflict resolution, and employee recognition and feedback programs;</li><li>Ensure sound and effective HR management practices, policies, and processes to stay abreast of local labor regulations and industry best practices;</li><li>Revise and update the Local Staff Management Regulations; </li><li>Ensure that responsibilities and performance expectations are clearly communicated;</li><li>Ensure effective and efficient processing and authorization of national staff timesheets and leave;</li><li>Ensure HR databases and lists are maintained up-to-date and contain all relevant information;</li><li>Ensure proper internal control for all human resources issues. </li><li>Mediate with supervisor, management, and employees and help to resolve conflicts;</li><li>Manage national staff separation process including exit interviews, separation letters and benefits, and clearance, ensuring COOPI policies and procedures and local labor laws are followed;</li><li>Train supervisors on relevant labor laws and employee relations best practices.</li><li>Supervise the PSEAH policies implementation. </li></ul><p> </p><p><strong>Payroll: </strong></p><ul><li>Prepare the monthly payroll and ensure that all employees are timely paid; </li><li>Report and submit payroll deductions to applicable local authorities; </li><li>Check and approve overtime claims.</li></ul><p><strong>Performance Management</strong>:</p><ul><li>Support management and supervisors to deal firmly and promptly with performance issues;</li><li>Steer the annual appraisal of performance process;
