Specifically, ensure children harmed or at risk of being harmed are identified and receive individual case management support by ensuring the use of the standardized case management tools, and case management principles are adhered to by the case workers and social workers. Provide training and technical support to the case workers & social workers in consultation with the Project Manager and Area CPiE Coordinator. Mercy Corps’current areas of programming includefood security and livelihoods, WASH, health, nutrition, peace building and protection, resilience, and Market Systems Development.</p><p> </p><p>The EMPOWER programme is an European Commission-funded action implemented by Mercy Corps in consortium with the Danish Refugee Council (DRC) and local partners to support conflict- and displacement-affected young people aged 15–35 in nine target states (of which Mercy Corps will work in four (and potentially 5) states: South Darfur, Kassala, River Nile, and North and South Kordofan). The 42-month program started in January 2026, and will respond to Sudan’s protracted crisis by combining short-term income opportunities with pathways to longer-term economicrecovery, while strengthening protection and social cohesionfor youth, especially young women, internally displaced persons (IDPs),and youth with disabilities.</p><p> </p><p>Through an integrated approach, the EMPOWER programme will deliver labour-intensive, community-based public works and Cash for Work (CfW) activities that rehabilitate priority community assets and improve accessto services and markets, alongside market-relevant training, entrepreneurship support, and linkages to employment and financial services (including VSLAs). Job Summary: </strong></p><p>The MEAL Officer is assuming to be Responsible of the overall responsibility to lead the monitoring, evaluation, accountability and learning tasks in the project. The post holder functions these responsibilities in close collaboration with managers, coordinators and program team. The activities could include providing inputs for project design, ensuring project team have appropriate monitoring and reporting formats, conducting field visits and produce alert messages and successful practices, leading project review meetings to measure progress against targets, ensure agreed accountability mechanisms are oriented, implemented and reported, provide training to build the capacity of CARE and partners staff in relation of MEAL function, S/he also will be actively involved in coordinating evaluations; <p>Salary :: 1755 USD<br>Section/Unit: HR<br>Grade Level: 8<br>Supervisor: Learning and Development (L&D), Manager or Human Resources Coordinator if no L&D Manager<br>No. of Post: 1<br>Duty Station: Khartoum<br>Duration: 6 months with Extension<br>Closing Date: 06 Sept 2026</p><h4>Background</h4><ul><li>Responsible of the implementation, the grounding and the consistency in the execution of the mission specific L&D Strategy by the implementation of tools and activities which are in line with the established standard.</li></ul><h4>Duties and responsibilities</h4><ul><li>Promote the learning and development mission specific strategy with related activities and tools.</li><li>Implement the learning needs assessments logic within the mission by assisting the managers in execution of the process.</li><li>Implement tools and monitoring system to enhance the application of learning within the mission.</li><li>Give guidance to coordinators/supervisors/activity managers on L&D activities and tools.</li><li>Develop / adapt / update training curriculum, training manuals, handouts and other training materials accordingly.</li><li>Implement plan to enhance the capacities and expertise of Trainers within the mission.</li><li>Facilitate and deliver training courses when required.</li><li>Advise and support the line managers and employees in their understanding of the concepts of Performance Management Framework, contribute to the development of their competencies to effectively implement performance management practices in alignment with OCA standards.</li><li>Coordinate and monitor staff learning and development activities, including trainings, workshops, and capacity-building initiatives.</li><li>Support the implementation of the OCA onboarding program in the mission according to the OCA Onboarding Guideline.</li><li>Travel regularly to projects to support planning, implementation, and follow up of L&D activities, to advise on future learning and development processes & programs, and to secure connection to operational objectives</li><li>Identify staff learning and development needs in collaboration with managers and departments by carrying out learning needs analysis.</li><li>Ensure proper follow-up and documentation of staff detachments and development activities.</li><li>Organize and follow up on internal workshops and training sessions, including participation tracking and reporting.</li><li>Follow up on international training opportunities and provide administrative support to staff throughout the process.</li><li>Act as TEMBO focal point, conduct sensitisation session, ensure new staff are briefed and introduced to Tembo, analyse Tembo usage data, and implement action plans to drive engagement.</li><li>Maintain accurate learning and development records, databases, and reporting tools</li></ul><p> </p><h4>Minimum Qualification, Skills and Experience Required</h4><figure class="table"><table><tbody><tr><td><ol><li><strong>Education</strong></li></ol></td><td><p>BSC in Business Administration or related field , Degree in HR( but not essential ) or in a field, which is related to didactical or educational psychology. </p><p>Female staff is desirable.</p></td></tr><tr><td><ol><li><strong>Experience</strong></li></ol></td><td><ul><li>Minimum 2–to 5 years of relevant professional experience as max , including at least <strong>2 year of experience in Learning and Development (L&D)</strong>.</li><li>At least 1 year of professional experience in Human Resources (HR).</li></ul><p> </p></td></tr><tr><td><ol><li><strong>Languages</strong> </li></ol></td><td><ul><li>Essential mission working language.</li><li>Desirable local language.</li></ul></td></tr><tr><td><ol><li><strong>Knowledge</strong></li></ol></td><td><ul><li>Knowledge of HR in general</li><li>Knowledge of adult learning principles </li><li>Knowledge of staff development tools and strategies</li><li>Essential computer literacy (word, excel and internet)</li></ul></td></tr><tr><td><ol><li><strong>Competencies</strong></li></ol></td><td><ul><li>Result L2</li><li>Team work L2</li><li>Flexibility L2</li><li>Commitment L2</li><li>Stress Management L3</li></ul></td></tr></tbody></table></figure><p><strong>Interested candidates are requested to send their CV & copy of educational and experience certificates directly to (</strong><a href="http://www.sudanjob.net/"><strong>www.sudanjob.net</strong></a><strong>).
